REGULAR MEETING MINUTES
THURSDAY, OCTOBER 13, 2016
CALL TO ORDER — Chairperson Francone called the Regular Meeting to order at
5:30p.m. in the Council Chambers.
PLEDGE OF ALLEGIANCE — Chairperson Francone
ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS
PRESENT: Commissioners Dolan, Francone, McMahon, Wong -Dion
ABSENT: Commissioner Rock
A motion was made by Commissioner McMahon, seconded by Commissioner Francone to
excuse Commissioner Rock from this meeting.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None
PUBLIC COMMENTS — None present
REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None
REPORTS FROM CITY COUNCIL LIAISON — Council Member Sho Tay informed the
Commission that there is an upcoming Water Fest event this Saturday, October 15th from
10am-2pm that is hosted by the San Gabriel Valley Municipal Water District that would be
great to attend.

a. Approve the Regular Meeting Minutes of August 11 2016.

2. REGULAR ITEMS
a. Revisions to the existing Classification Specification for Utilities Superintendent
Recommended Action: Approve
Tom Tait, Public Works Services Director, presented the staff report.
Tom stated that due to an upcoming retirement, the Public Works Services
Department has an opportunity to update the job specification and would like to
propose relatively minor adjustments to the classification specification to bring the
job up to date with current practices.

Specifically, the job classification has many references to "Field Services Manager;"
however, this position no longer exists within the department and this position would
now report to the Deputy Public Works Services Director. In addition, the
Department of Health Services is no longer the entity that oversees the regulations
of public water systems and it's currently managed by the State Water Resources
Control Board Division.
Commissioner Francone asked if this position will be going out for recruitment, and
if so, will it be promotional or open to the public. Tom replied that it will be an open
recruitment and he will be inviting both in-house and outside candidates to apply.
Commissioner Wong -Dion inquired on the proposed changes to the class
specification in which the Utilities Superintendent needs to respond to issues and
concerns from the City Council, Public Works Services Director, and the Deputy
Public Works Services. She asked how these positions were determined and if the
Utilities Superintendent would only respond to their issues. Tom replied that the
Utilities Superintendent would have to respond to anyone who had issues or
concerns, not just limited to these positions. Jeannette Chavez, Human Resources
Administrator, recommended the proposed language to read as follows:
Identify and respond to community issues, concerns, and needs
It was moved by Commissioner Dolan, second by Wong -Dion, and carried on roll
call vote to approve the revisions to the existing classification specifications for
Utilities Superintendent with the recommended change of "Identify and respond to
community issues, concerns, and needs."

b. Revisions to the existinq Classification Specification for Accounting Technician
1/11 and Senior Accounting Technician.
Recommended Action: Approve
Shannon Huang, Financial Services Manager/Treasure, presented the staff report.
Shannon stated that in order to ensure employees are meeting and performing
duties accurately reflected in their job specification, revisions to the classification
specifications for Accounting Technician 1/11 and Senior Accounting Technician are
being recommended.
Specifically, performing duties associated with fixed assets and internal services
accounting have since evolved in its complexity and are proposed to be performed
at a senior staffing level. The duties require not only knowledge of accounting
principles relating to fixed assets capitalization and inventory accounting, but also
reference knowledge of multiple sets of financial records. Changes in accounting

practices and a recent informal survey have also indicated that these duties are
performed at a higher level at comparable neighboring cities.
Commissioner Francone asked when the survey was conducted, were the salaries
comparable to positions within the City as well. Jeannette mentioned yes. This
information is needed in order to determine if the positions are comparable.
It was moved by Commissioner McMahon, second by Wong -Dion, and carried on
roll call vote to approve the revisions to the existing classification specifications for
Accounting Technician 1/11 and Senior Accounting Technician.

ADJOURNMENT
Chairperson Francone adjourned the meeting at 5:52 p.m. to Thursday, November 10,
2016, 5:30 p.m. in the City Council Chambers Conference Room located at 240 W.
Huntington Drive, Arcadia.
