REGULAR MEETING MINUTES
THURSDAY, MARCH 9, 2017
CALL TO ORDER — Chairperson Francone called the Regular Meeting to order at
5:30p.m. in the Council Chambers Conference Room.

REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None
REPORTS FROM CITY COUNCIL LIAISON — Council Liaison was absent.
1. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of October 13, 2016.

2. REGULAR ITEMS
a. Revisions to the existing Classification Specification for General Services
Superintendent
Recommended Action: Approve
Tom Tait, Public Works Services Director, presented the staff report.
Tom stated that the position will soon be vacated due to a retirement so it has
provided the Public Works Services Department the opportunity to propose
relatively minor adjustments to the classification specification to better reflect the
position's current responsibilities, education, and training requirements.
Additionally, with the pension reform changes and current job market, the
Department has found it difficult to attract candidates with journey level experience
and would like to have the flexibility to consider candidates with varied
backgrounds. The suggestion is to have the experience and training section read
as, "Any combination of education and/or experience that has provided the

knowledge, skills, and abilities necessary for successful job performance," example
provided would be, "Five years of increasingly responsible experience in
construction, fleet, and facility maintenance and repair work at the journey level in
one or more of the building trades including two years of supervisory responsibility
and education equivalent to the completion of twelfth grade supplemented by
specialized training courses in automotive mechanics, construction, and/or facilities
maintenance."
Commissioner Francone asked if there are any in-house candidates to be
considered for this position. Tom replied that there are a few candidates in-house
that may be considered if they apply and test for the recruitment since it will be open
to outside candidates as well. Commissioner Wong -Dion inquired on what types of
training are provided for in-house candidates who promote to supervisory and
management positions. Tom replied that employees get the opportunity to attend
different trainings offered through the City, specifically several supervisory topics
offered through Liebert Cassidy Whitmore, the law firm that provides advice on
personnel related matters. Hue Quach, Administrative Services Director also
mentioned that the City offers a leadership program where employees are
nominated to participate in order to develop their leadership skills.
It was moved by Commissioner McMahon, second by Rock, and carried on roll call
vote to approve the revisions to the existing classification specifications for General
Services Superintendent.

Chairperson Francone adjourned the meeting at 5:45 p.m. to Thursday, April 13, 2017, at
5:30 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
