PLEDGE OF ALLEGIANCE — Chairperson Wong -Dion ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners Dolan, Francone, McMahon, Rock, and Wong -Dion ABSENT: None PRESENTATIONS — Hue Quach, Administrative Services Director, introduces Shama Curian, the new Human Resources Administrator and provides a brief summary of her work experience. Shama thanks Hue for the introduction and expresses her excitement to work with everyone at the City. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None PUBLIC COMMENTS — None present REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None REPORTS FROM CITY COUNCIL LIAISON — Mr. Sho Tay informed the Commission that the City is going through a transition this year and will be moving towards District elections. Chairperson Wong -Dion asked him how long the terms would be for each candidate. Chairperson Wong -Dion asked if the terms would be different and Mr. Sho Tay said that it would be the same as before, 4 years. 1. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of July 13, 2017. Recommended Action: Approve AYES: Commissioners Dolan, Francone, McMahon, and Rock, Wong -Dion NOES: None ABSENT: None 2. REGULAR ITEMS a. Abolish Eligibility List No 17-07 for the position of Human Resources/Senior Human Resources Anal Recommended Action: Approve Stephanie Luu, Senior Human Resources Analyst, presented the staff report. 01-11-2018 Stephanie Luu informed the Commission that the staff report before them was to abolish the eligibility list for the Human Resources/Senior Human Resources Analyst position. Stephanie explained that the recruitment was opened in May as a hybrid position to allow for flexibility to evaluate the applicant's knowledge and background and hire them at the appropriate level. Ten candidates were invited to be interviewed and six were certified. A Human Resources (HR) Analyst was hired in August and after three months resigned to return to her previous agency. An offer was made to the second candidate on the list, but she declined the offer as she had recently accepted a position elsewhere. That left four candidates on list, two of which only wanted to be considered at the senior level and two that are open to be considered at the Analyst level. Due to the recent changes within the HR Division and current workload, the decision was made that the HR Division would like to hire at the HR Analyst level. As such, the HR Division requests the HR Commission to abolish the list under Personnel Rule IV, Section B, that allows a list with less than three eligible candidates to be abolished. Commissioner Wong -Dion asked how many Analyst positions are currently in HR and Stephanie replied that there are currently budgeted for one HR Analyst and one Senior HR Analyst. It was moved by Commissioner Rock, second by McMahon, and carried on roll call vote to approve to abolish eligibility list no. 17-07 for the position of Human Resources/ Senior Human Resources Analyst. Revisions to the Existing Classification Specifications for Human Resources Analyst Recommended Action: Approve Human Resources Administrator, Shama Curian presented the staff report. Shama Curian informed the Commission that due to recent staffing vacancy it afforded the department an opportunity to review the class specification for Human Resources Analyst and it was determined that an update was warranted. The last time the class specification was updated was in the year 2000. The change is to add language to the education and experience requirement to provide flexibility when moving through recruitment process. The requested language would state, "Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for successful job performance is qualifying." It would still maintain the education and experience as an example of what a qualified candidate would be. Chairperson Wong -Dion asked a question regarding how the "equivalent of a Bachelor's degree" is defined. Shama answered that it could be one of two things, either they have education in another country that may be equivalent to a Bachelor's or have earned a number of credits or units in a college setting that would be equal to a Bachelor's degree. Commissioner Francone also asked about the salary range for the position and would that be changed since the class specification is being updated? 01-11-2018 Shama replied that the salary range would remain for the position at $5,946 to $7,426 and that there would be no fiscal impact. It was moved by Commissioner Francone, second by McMahon, and carried on roll call vote to approve the classification specification changes as for the existing Classification Specification for Human Resources Analyst. AYES: Commissioners Dolan, Francone, McMahon, Rock, and Wong -Dion NOES: None ABSENT: b. New Classification Specification for Information Technology Manager Position. Recommended Action: Approve Administrative Services Director, Hue Quach presented the staff report. Hue Quach informed the Commission that the particular staff report is for the approval of job specifications for an in-house Information Technology (IT) position. The City's IT services are contracted out while the Administrative Services Director handles the management of the services. Hue -explains that IT has become increasingly more complex and the world of technology is constantly evolving so much that it requires someone with more expertise. Hue explains how this person would work in conjunction with the current contracted IT staff and assist with the strategic plans for IT efficiency as well as retain institutional knowledge by having a dedicated in-house IT professional. Commissioner Dolan asked if currently the Administrative Services Director oversees the contractors and Hue confirmed that is correct. Commissioner Dolan also inquired if there were any other in-house staff that works with the contracted employees. Hue let him know that he was the only one currently but that the new in- house position would oversee the contracted employees and ensure that the contracted services are carried out. It was moved by Commissioner Rock, second by McMahon, and carried ori roll call vote to approve the new classification specification for Information Technology Manager.
