HomeMy WebLinkAboutLB Minutes: 10/20/2016 LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, OCTOBER 20, 2016 CALL TO ORDER — Chair Janet HasBrouck called the meeting to order at 4:45 p.m. in the Library Conference room. PLEDGE OF ALLEGIANCE —Trustee Alice Wang ROLL CALL: Trustees Janet HasBrouck, Barbara Delphey, Elizabeth Renfrew, and Alice Wang; Director of Library & Museum Services Mary Beth Hayes (Secretary); Library Services Managers Darlene Bradley and Roger Hiles. ABSENT: Trustee Joanna Liang Chair HasBrouck noted that Trustee Liang's absence had been announced at the September 15 meeting. PUBLIC COMMENTS — None. REPORTS FROM LIBRARY TRUSTEES / LIAISONS Chair HasBrouck reported that the High School had participated in the "Great California Shakeout" earthquake drill again this year. Trustee Wang reported that she had become a Neighborhood Watch Captain, and that she had volunteered at the Museum fundraiser last Sunday. Trustee Delphey reported that the Friends of the Library was holding a Halloween book sale at the end of the month, and that past Friends president Jerry Selmer will be giving a talk at the Library in November about his experiences growing up in Arcadia. She stated that the Friends are also raising membership fees and planning to create the category of Business Friends to attract support of local businesses. In addition, there will be another Paul Stein Classical Kaleidoscope concert in November, this time supported by the Friends instead of the former Library Foundation. Trustee Renfrew recounted a scene she witnessed in which a child returning library books to the interior book drop was saying goodbye to the lead characters in each book as she returned it. REPORTS FROM THE DIRECTOR An nouncements/Statements/Reports Director Hayes announced that the annual Library holiday breakfast would be held on December 8 at 8:00 a.m. this year. She also reported that the City Council would be voting November 1 on a proposal to tent and fumigate the library building to combat the termites that are currently infesting it. Succession Planning/Director position description update: Director Hayes reported that the recruitment was ongoing, and that a list of written questions would be developed that would be sent to candidates. Monthly Report Statistics: September 2016: Chair HasBrouck noted that the numbers showed many successful and popular programs. • Monthly Report Narrative: September 2016: Chair HasBrouck mentioned that she was pleased to read about popularity of the Teen Zone program, as well as the growth in the number of teen volunteers. She also expressed concern about the continuing lack of progress with pending IT projects at the Library by the City's IT support company. Fiscal Year End Financial Report: Director Hayes noted that the Library budget for the 2015/16 fiscal year had been 98.84% spent. Monthly Financial Report: August 2016: Director Hayes stated that through the end of August, about 15% of this year's budget had been spent. Library Annual Report 2015/2016: Chair HasBrouck stated that she loved the annual report, appreciated Director Hayes' message in it, and also agreed with the report's positive emphasis. Policy Manual Distribution: Director Hayes announced that any Trustees who had not yet done so could bring their Policy Manual Binders to Library Administration so that the pages could be updated. Staff Update: Library Services Manager Bradley stated that both Substitute Librarian and Library Technician recruitments were in progress. Library Services Manager Hiles announced that a Library Aide I/II recruitment would start on October 21. Gilb Museum of Arcadia Heritage: Director Hayes reported that the Museum's 15th Annual Fundraiser had been held on Sunday, October 16, and that 63 people had been in attendance. She also stated that Trustee Wang is on the Museum Foundation Board and had helped with room setup. Director Hayes added that a new figure of Lucky Baldwin was on display at the Museum. Staff Report to the City Council: Director Hayes noted that the $12,000 gift from the Friends of the Library was to help pay for online homework help. CONSENT CALENDAR a. The Library Board of Trustees traditionally does not meet in December Recommended action: Approve d. Library Closure to the public on Martin Luther King, Jr., Day (Monday, January 16, 2017) for staff training Recommended action: Approve Approval of Consent Calendar Items "a", "c" and "d" was moved by Trustee Delphey, seconded by Trustee Wang, and carried on a voice vote. AYES: Trustees HasBrouck, Delphey, Renfrew, and Wang. NOES: None ABSENT: Trustee Liang • Motion to table item "b" until the November meeting was moved by Trustee Renfrew, seconded by Trustee Delphey, and carried on a voice vote. AYES: Trustees HasBrouck, Delphey, Renfrew, and Wang.
