HomeMy WebLinkAboutLB Minutes: 01/19/17 LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, JANUARY 19, 2017 CALL TO ORDER — Chair Janet HasBrouck called the meeting to order at 4:34 p.m. in the Library Conference room. PLEDGE OF ALLEGIANCE—Chair HasBrouck ROLL CALL: Trustees Janet HasBrouck, Barbara Delphey, Elizabeth Renfrew, and Joanna Liang; Councilmember Peter Amundson (City Council Liaison); Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Manager Roger Hiles. ABSENT: Trustee Alice Wang PUBLIC COMMENTS— None. REPORTS FROM LIBRARY TRUSTEES/ LIAISONS Chair HasBrouck welcomed new Director of Library & Museum Services Darlene Bradley and thanked former Director of Library & Museum Services Mary Beth Hayes for her years of service to the people of Arcadia. Trustee Delphey reported that Anne Joseph and Kenny Kang have joined the Board of the Friends of the Arcadia Library. She also stated that Friends membership had declined since last year, but that the Arcadia Board of Realtors, the first of a new class of business members has joined. Chair HasBrouck asked if business members would receive a window sticker announcing their membership, and Director Bradley stated that they would receive a framed certificate that could be displayed at their business. Trustee Delphey further noted that the Friends will be sponsoring a program of Chinese instrumental music on February 25 and another Classical Kaleidoscope Concert in April. She reported that the effort to get the Friends included as an optional automatic donation on water bills is making progress, and Director Bradley added that it has just been approved by the City Manager. Trustee Renfrew reported that she had attended the Library staff training day on January 16, found it very helpful and thanked Director Bradley for the invitation. Chair HasBrouck joined in offering thanks. Trustee Renfrew stated that she especially appreciated the children's storytime demonstration presented by Principal Librarian Petra Morris and the staff of the Children's Division, and asked if the Library would consider presenting a program for parents on how to read to their children in the engaging way shown by Librarian Morris. City Council Member Amundson reported that the Council was concerned that crime was increasing in the city as a result of recent changes in state laws. He also noted that there would be a special session on coyotes in the near future. REPORTS FROM THE DIRECTOR Announcements/Statements/Reports a. Director's Report: Director Bradley provided progress reports on a number of CIP projects included in the Library's FY 2016/2017 budget. Public Works has reported to her that the bid for the re-carpeting of the public areas in the Library had come in $50,000 over the amount budgeted, and that new bids were being sought. She stated that Library Service Manager Hiles had met with an electrical engineer to get a bid on the electrical plan for the Technology Center renovation project. Director Bradley noted that the Library has been waiting since April of last year for SigmaNet (the City's IT support company) to setup 24 new public computers that were purchased from the company. SigmaNet quoted the Library a cost of$11,000 to do the setup because it was outside the scope of their Managed Services contract with the City. As it is worked out as to whether maintenance and replacement of City equipment falls in or out of the scope of the contract, Library staff Information Systems Specialist Peter Mercado has created a new user profile for the new machines and has begun to set them up and deploy them himself. Three computers have been completed so far. The new computers will begin the move away from the unsupported Microsoft Windows XP operating system, which has not received security updates since 2014. Discussions are ongoing with SigmaNet about several other projects they consider outside the scope of their contract with the City, and for which they have generated large additional price quotes. Director Bradley stated that Library staff is also working on the first year of a three- year CIP project to add "laptop bars" and much needed additional seating to the building, as requested by the public in the 2015 Community Library Needs Assessment. Director Bradley further reported that new shelves would be installed on January 31 as part of a project to combine paperback and hardback Children's fiction and make titles easier to find because now they would all be in one place. Several sections in the adult areas will also receive new shelves that will make it easier to retrieve paperback books from lowest shelves without having to crawl on the floor. She noted that parts of the children's collection will not be accessible to the public for a few days as books are first removed, and then returned to shelves. The Auditorium will be used as a staging area for this project, and will also be unavailable to the public for several days. b. Staff Training Day: Director Bradley reported that the annual staff training day had been successful. Staff once again received mandatory training in blood-borne pathogen safety and the use of fire extinguishers, and also saw a demonstration of the Library's Automated External Defibrillator (AED). In the afternoon, staff and several visiting board members toured the building as staff in each section described their activities. c. Staff update: Director Bradley announced that all three substitute librarians hired in October have accepted jobs from other libraries. She also reported that Principal Librarian David Dolim has been appointed acting Library Services Manager to temporarily fill her former position and take on many of her former duties while a permanent replacement is recruited. Library Services Manager Hiles reported that four aides are being hired to fill vacancies in Circulation, Shelving Management, and Information Services. d. Monthly Report Statistics: November and December 2016: Director Bradley noted that some of the numbers for November were down due to the closure during the building fumigation. e. Monthly Report Narrative: November and December 2016: Chair HasBrouck mentioned that the narrative is her favorite part of the monthly Board packet. Trustee Delphey asked about the early childhood literacy activities mentioned in the report, and Director Bradley said they included special storytimes and preschool class visits. f. Monthly Financial Report: Chair HasBrouck noted that spending is on course for this time of year. g. Staff Report to Council: Chair HasBrouck noted that a $2,000 donation to the Jackie Faust-Moreno Trust Fund was received. h. Gilb Museum of Arcadia Heritage: Director Bradley reported that the Museum would host an exhibit and discussion panel to mark the 75th anniversary of the Santa Anita Assembly Center used during the internment of Japanese-Americans during the Second World War. The State Library will help publicize the program. i.-m. Calendars, Flyers and Historical Photo: Chair HasBrouck and Trustee Renfrew expressed interest in the upcoming "Friend Me" program and asked for an update at the next Board meeting. Approve the Special Meeting Minutes of December 20, 2016 Recommended action: Approve Chair HasBrouck noted that November 17, 2016 fell on a Thursday, not on a Monday as described on the special meeting minutes. Trustee Delphey moved that the day on the title of the Special Meeting Minutes for November 17 be corrected, and that Consent Calendar items "a", "b" and "c" be approved. The motion has seconded by Trustee Renfrew, and carried on a voice vote.
