REGULAR MEETING MINUTES
THURSDAY, MAY 18,2017
CALL TO ORDER — Chair Janet HasBrouck called the meeting to order at 4:30 p.m. in the
Library Conference room.
PLEDGE OF ALLEGIANCE — Director of Library & Museum Services Darlene Bradley
ROLL CALL: Trustees Janet HasBrouck, Joanna Liang, and Alice Wang; Councilmember Tom
Beck (City Council Liaison); Director of Library & Museum Services Darlene
Bradley (Secretary); Library Services Manager Roger Hiles.
ABSENT: Trustee Barbara Delphey, Trustee Elizabeth Renfrew
Chair HasBrouck moved to excuse the absence of Trustees Barbara Delphey and Elizabeth
Renfrew, and the motion was seconded by Trustee Wang and carried on a voice vote.
AYES: Chair HasBrouck, Trustees Wang and Liang
NOES: None
ABSENT: Trustees Delphey and Renfrew
PUBLIC COMMENTS — None
REPORTS FROM LIBRARY TRUSTEES / LIAISONS
Trustee Wang reported that she had attended the Fire Department's Pancake Breakfast, and
that more people had attended this year, although it was a rainy day.
Councilmember Beck reported that the main concerns occupying the Council are the spike in
burglaries, the increasing number of coyote incidents, and historic preservation of the City's
older buildings.
REPORTS FROM THE DIRECTOR
Announcements/Statements/Reports
Director Bradley reported that most of the carpeting in public areas would be replaced in mid-
June, and that the work would be done during the day to save money. Some additional painting
will also be done, as will the renovation of the Tech Center. The bar tables should also arrive.
a. 2017 Summer Reading Program: Director Bradley introduced Petra Morris, Principal
Librarian for Children's Services, who described the upcoming Summer Reading
Program. Trustee Wang suggested getting publicity in Chinese language publications.
b. Director's Update: Director Bradley reported that a new agreement for the Book
Buddies program had been signed. She also stated that she and Acting Library Services
Manager David Dolim had attended the annual "Serving with a Purpose" conference,
where she'd had the chance to speak with State Librarian Greg .Lucas about the need for
more state funding for local governments. She added that at the Federal level, major
cuts were proposed for the IMLS grant programs for libraries and museums.
c. 201712018 Budget Process update: Director Bradley reported that a budget study
session was held on May 16, and the proposed budget should be coming up for a City
Council vote at the June 6 session.
d. Proposed Passport Service: Director Bradley stated that the Library is proposing a
Passport Program for the next fiscal year that will be fully funded from program
revenues. Two .new part-time positions are being proposed to conduct the program.
e. Budget 2017-2018-, Director Bradley reported that the proposed Library budget for the
next fiscal year represents a 1.39% increase over the preceding year, largely because of
the rising minimum wage and some inflation -related contract cost increases. Trustee
Wang asked if funds from the defunct Library Foundation could be used to supplement
the Library's budget, and Director Bradley reported that the funds have been transferred
to the Friends of the Library, which again this year will be funding the Library's Summer
Reading Program. Trustee Wang added that at a recent Arcadia Chinese Association
meeting, an appeal was made for funds for the Library, but an exact amount was not
requested, nor was the purpose of the funds stated. Director Bradley replied that she
would get the specifies to Trustee Wang.
f. Staff Update: Director Bradley reported that a conditional offer of employment has been
made to one of the candidates for the vacant Library Services Manager position. We are
waiting to hear the results of the candidate's LiveScan and physical.
g. Monthly Report Statistics: April.2017.- Chair HasBrouck commented that again this
month some numbers were up slightly, and some were down slightly, but a lot of people
still come through the doors. Director Bradley noted that "in-house" circulation is now
being counted and that in April 13,534 books were used by patrons inside the building
but not checked out. Chair HasBrouck suggested-, this number be included in the
statistics report in the future.
h. Monthly Report Narrative: April 2017: Chair HasBrouck noted the positive comment
about our services to the sight -impaired made by visitors from the Braille Institute.
Director Bradley reported that children's eBooks had circulated more than adult eBooks
for the first time this month.
i. Monthly Financial Report: March 2017: Director Bradley commented that again this
month, the part-time staff line was overspent as part-timers are used to fill in for vacant
full-time positions, but that salary savings from the vacancies would more than balance
that out.
j. Gilb Museum of Arcadia Heritage: Director Bradley reported that the Spring Soiree at
the Museum would be this Saturday night, and that the Kathryn Hansen exhibit was
continuing. A Renaissance history program will be held on June 3.
k.— m. Calendars, Flyers and Historical Photo: Chair HasBrouck asked if reservations for
the Harry Potter Trivia contest looked promising, and Director Bradley said that a good
number of signups were reported.

The motion was moved by Trustee Wang, seconded by Trustee Liang, and carried on a voice
vote.
