ROLL CALL: Chair Elizabeth Renfrew, Trustees Barbara Delphey, Janet HasBrouck, Joanna
Liang, and Alice Wang; Director of Library & Museum Services Darlene Bradley
(Secretary); Library Services Managers Roger Hiles and Pat Smith.
REPORTS FROM LIBRARY TRUSTEES / LIAISONS
Trustee Liang will be out of town from February 16 through March 14, 2018.
Trustee Wang reported that the Arcadia Chinese Association will provide lunch to the Library's
English Conversation Class tutors on March 26, 2018. Library Services Manager Smith
expressed her gratitude.
Trustee HasBrouck asked about the Virtual Reality app that is featured during the Winter
Olympics. Director Bradley described the Library's virtual reality equipment and its limitations.
Trustee Delphey wondered if the City will be honoring Arcadia resident Mirai Nagasu, who
medaled in figure skating. She urged the City Council and City Manager's Office to honor her.
Director Bradley said that she would relay the sentiments.
Director Bradley reported on the Friends of the Arcadia Public Library. The Friends will be
sponsoring the March 27 Classical Kaleidoscope Concert. Their next meeting is scheduled for
March 1, 2018 at 4:15 p.m.
Director's Update: Director Bradley announced that the Library will be the site for the City
Council Candidate Forum on March 7. The Arcadia Association of Realtors and Arcadia
Chamber of Commerce will co-sponsor and moderated the event. Districts 2, 3 and 5 are voting.
Everyone is invited to attend regardless of their district. Director Bradley handed out information
on the Brown Act. Director Bradley reminded Board Members to file their Statement of
Economic Interest. Members should file under Agency on the form and submit before April 1,
2018. The Serving with a Purpose workshop for Trustees and Friends is scheduled for May 2,
2018. Director Bradley reported that the new furniture for the Silent Room is on order, and that
over 280 attended the Library's Chinese New Year celebration, presented by the Children's
staff. Director Bradley and Library Services Manager Smith attended the Founders' Day
Luncheon. Read Across America is scheduled for February 28 at 10:30 a.m. The Senior Expo is
scheduled for March 9 from 10 a.m. to noon. Director Bradley reported that staff is in the
process of preparing the budget for this next fiscal year.
Monthly Report Statistics (January 2018): The gate count was up last month. The number of
discards increased due to annual culling of old magazines. The Library received a $10,000
Innovation Station grant. This grant will provide the public with a Sprout Scanner and digital
recording stations that could be used to record oral histories. Web use is down due to the
change in the way the usage for the City is counted.
Monthly Report Narrative (January 2018): Trustee Delphey liked the new format for the
statistics. Chair Renfrew inquired about the Braille Institute event. Trustee HasBrouck asked
about the cooperation between the Library and the schools in the District. Director Bradley
noted that the Library staff tries to regularly meet with the District Librarian to share resources
and to look at ways to not duplicate resources. Trustee HasBrouck asked about the Innovation
Station. Director Bradley discussed possible partnerships and programming based on
community stories. Library Services Manager Hiles described the Sprout 3D scanner.
Financial Report (December 2017): The Library is on target, although some areas are
overspent due to unforeseen circumstances such as the broken window from last September
which was $2,000. Passport Services has not yet generated revenue to cover expenses. With
some of the salary savings due to vacancies this year, the overall bottom line should be close.
Reserve Items: The Library would like to move materials holds to self-service, with the option to
use the self -check stations, providing patrons with a self -serve option and potentially quicker
customer service by using a self -check machine. This would alleviate long waits at the front
counter to just pick up and pay for a book on hold. Telephone holds would still be at the front
counter at this time as we only hold those items for 24 hours. Hold fees would only be charged if
materials are not picked up within the 7 days. There is still staff labor involved in setting items
on the hold shelf as well as managing it, taking items off not checked out so that items can get
moved on to the next person waiting for an item. Director Bradley believes these changes would
improve customer service and help increase availability and checkouts. Details are still being
worked out.
Tech Center Update: Library Services Manager Hiles reported that the project is coming to an
end. The door locks need to be installed, and furniture and carpeting are almost ready. Moving
and installing computers will be the last step. A ribbon -cutting is planned for April 12, during
National Library Week.
Passport Services: Director Bradley reported that the City Council approved the passport -
services fees. Seven staff members received training from the Department of State's Los
Angeles Passport Office and have been certified as Agents. Fees for passports will be
increasing to $35 on April 1, 2018. Publicity is being prepared.
Staff Update: Danielle Guerrero has become Principal Librarian for Adult and Teen Services.
Melissa Camaiore is now a full-time Librarian in Adult Services. The half-time Librarian
recruitment will open up soon. Shu Wen Tam has retired after 32 years of service at the Library.
Four Aide positions are being recruited: Interviews have been held and three conditional offers
have been made. Cross -training is proceeding. Director Bradley expressed her belief that this
will improve customer service and staff flexibility.
Field Trip: Director Bradley reminded the Board that they usually take their annual field trip in
the spring. Different options were discussed. The Board agreed that May might be the best time,
preferably on a Friday. Board will consider their options and discuss later.
tail b Museum of Arcadia Heritage.-, Director Bradley reported that City Clerk Gene Glasco did
a presentation on Tony Antista. Antista's granddaughter and great-grandson were in
attendance. The talk was professionally recorded and will be broadcast on Channel 3. The
Museum is currently featuring exhibits on the early Rancho owners and Richard Henry Dana; an
exhibit of the artwork of Sidney Bingham will open in the spring. The Spring Soirees, featuring
wine and music, have been scheduled. The Spring Symposium in May will feature the 100th
anniversary of the Ross Field and Balloon School.
Staff Reports to Council: Only one public comment was received regarding staffing for the
Passport Service. A member of the public expressed a preference for security reasons—for
one full-time person instead of four part-time people. The new city fees as well as the U.S.
Department of State's mandated fees were included in the report. The resolution passed
unanimously.
Calendar of activities in the Auditorium (February 2018): The Beijing Friendship Association
and other local Chinese cultural organizations hosted an author event in the Library's auditorium
and donated books by the featured writers to the Library.
Calendar of activities in Adult/Teen Services (February 2018): This month's Teen movie,
"Only the Brave," will be attended by members of the Fire Department, who will demonstrate
their equipment and view the movie as a training exercise.
Calendar of Activities in Children's Services (February 2018/March2018): Chair Renfrew
noted how happy children are to come to the Library. The Principal Librarian for Children's
Services has been ill, but will be coming in to host the Bilingual Storytime. Trustee HasBrouck
asked about the special writing program that will be offered by UScribe.

Maker Spaces: Library Services Manager Hiles showed two videos about the importance of
Maker Spaces. Director Bradley discussed the importance of maker spaces to Library services
and how they are being added to Arcadia Public Library's offerings to the public.

The motion was moved by Trustee Liang, seconded by Trustee HasBrouck, and carried on a
voice vote.
