HomeMy WebLinkAboutLB Minutes: 11/15/18LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, NOVEMBER 15, 2018 CALL TO ORDER — Chair Elizabeth Renfrew called the meeting to order at 4:30 p.m. in the Library Conference room. ROLL CALL: Trustees Miriam Carter, Barbara Delphey, Janet HasBrouck, Elizabeth Renfrew, and Alice Wang; Councilmember Tom Beck (City Council Liaison); Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Manager Roger Hiles, Library Services Manager Pat Smith. ABSENT — None CLOSED SESSION A closed session, pursuant to Government Code Section 54957, was held to conduct a performance evaluation of the Director of Library and Museum Services. REPORTS FROM LIBRARY TRUSTEES / LIAISONS Councilmember Beck reported that the City Council was considering the Citizen's Financial Advisory Committee's proposal to declare a fiscal emergency and schedule an election for voters to decide on a 0.75% sales tax increase. The election could come as soon as June 2019. Trustee HasBrouck reported that the 65th Annual Arcadia Festival of Bands would be held this coming Saturday, November 17, and would likely affect traffic conditions around the Library. Trustee Wang announced she was helping raise money for victims of the recent brush fires. Trustee Delphey said that she had visited the Museum for a one-on-one tour with Curator Dana, Hicks, and found the experience very impressive. Trustee Carter added that Curator Hicks was doing a fantastic job and really knew the community. Chair Renfrew reported that she had attended the Library's Halloween program and found it a lot of fun for the children. She also reported that the Friend's Book Store would be closed November 22 through 24 this year. REPORTS FROM THE DIRECTOR Announcements/Statements/Reports a. Director's Update: Director Bradley announced that she had given presentations about the organization and operations of the Library and the Museum to members of the City's 2018 Leadership Academy in October.. She also reported that she had attended the Arcadia Historical Society's Mystery Dinner on November 10. 1 b. Monthly Statistical Report: October 2018: Chair Renfrew noted that many people had visited the Library in October. c. Monthly Report Narrative: October 2018: Chair Renfrew commented that she was pleased that the Basic Computer Skills in Mandarin program has been a success. Trustee HasBrouck added that Chinese -language digital magazine circulation was up. She said she was also happy to read that Library Staff had met with nine AD library aides to discuss our online services that are available to students. I r - a. i-inanciall Report: September 2018: Director Bradley reported that the September report is included again this month since the October report has not yet been distributed by the City's accounting staff. e. Ethics Training: Director Bradley reminded trustees that they are required to complete two hours of online ethics training. f. Staff Training Day: Director Bradley reported' that the traditional training in fire extinguisher use and bloodborne pathogen safety has been scheduled for Staff Training Day to be held on January 21, 2019. In addition, training in Harwood Institute methods is being planned. g. Holiday Breakfast: Director Bradley announced that the annual Library staff holiday breakfast would be on December 11 this year. She also handed out invitations to the Trustees. Chair Renfrew asked if staff could wear name tags at the breakfast, and Director Bradley replied that they would. h. Annual Cookies: Director Bradley stated that in previous years, Trustees had provided holiday cookies tothe Library staff. There was a general discussion and the following Trustees agreed to provide 60 cookies each on the week of December 17 as follows: Monday (12/17/18) -- Chair Renfrew Tuesday (12/18/18) --Trustee HasBrouck Wednesday (12/19/18) —Trustee Delphey Thursday (12/20/18) —Trustee Carter Friday (12/21/18) —Trustee Wang Chair Renfrew asked if Director Bradley could send out email reminders to the Trustees that week, and Director Bradley agreed to do so. i. Staff Update: Director Bradley announced that Museum Education Coordinator Rebecca Wilcox had resigned and that a recruitment for a replacement was in the works. Library Aide Danyne Alegre also resigned. Director Bradley also stated that she and two of the front-line supervisors had interviewed numerous candidates for entry-level Library Aide positions. Preliminary job offers have been made to three candidates to fill current Aide vacancies. j. Gilb Museum of Arcadia Heritage: Director Bradley distributed copies of the new brochure detailing upcoming Museum programming for 2019. She announced that the Museum would be creating a speaker's bureau, hosting a Balinese shadow puppet program, and adding an exhibit for Arcadia immigration stories in 2019. Director Bradley also reported that an "Arcadia Time Machine" kit would be available for checkout and use in schools. k.— o. Calendars, Flyers, Board Photograph: Director Bradley noted that there had been good attendance for the Chinese American Film Festival again this year. She also noted that the business programs partnership of the Arcadia Public Library, the Los Angeles County Law Library and the Los Angeles County Library would be hosting a series at the West Covina Branch Library. The first will be on How to Form a Corporation or LLC on January 30. The Trustees also posed for the annual Board photograph. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of October 18, 2018 Recommended action: Approve The motion to approve the minutes as corrected was moved by Chair Renfrew, seconded by Trustee Delphey, and carried on a voice vote. AYES: Chair Renfrew, Trustees Carter, Delphey, HasBrouck, and Wang NOES: one b. Approve Closing the Library at 1:00 p.m. on Christmas Eve and New Year's Eve. Recommended action: Approve The motion to approve consent calendar item b was moved by Trustee Delphey, seconded by Trustee HasBrouck, and carried on a voice vote.
