REGULAR MEETING MINUTES
THURSDAY, MARCH 21,-2019
CALL TO ORDER — Chair Elizabeth Renfrew called the meeting to order at 4:33 p.m. in the
Library Conference room.

ROLL CALL: Chair Elizabeth Renfrew, Trustees Miriam Carter, Janet HasBrouck, Alice Wang;
Councilmember Tom Beck; Director of Library & Museum Services Darlene
Bradley (Secretary); Library Services Managers Roger Hiles and Pat Smith.
ABSENT — Trustee Barbara Delphey
PUBLIC COMMENTS — None
REPORTS FROM LIBRARY TRUSTEES I LIAISONS:
Chair Renfrew noted that Trustee Delphey had an excused absence today. Councilman Beck
discussed the recent City Council meeting and actions on historic preservation and residential
parking regulations. He also reviewed the upcoming city election on increasing the sales tax by
1/4 of a cent (Measure A) scheduled for a mail -in ballot on June 4. Sources of information and
limits on City and City Council participation were discussed. He reminded the Board that the
City Council reorganization is scheduled for April 16. Chair Renfrew commented on her
enjoyment of the recent program on Anita Baldwin, in particular noting how well -attended it was.
REPORTS FROM THE DIRECTOR
Announcements/Statements/Reports
Director's Update: Director Bradley distributed copies of the Library Services overview for the
coming year. She also discussed a five -percent reduction scenario that will be unveiled at the
April 2 City Council meeting, as well as the zero -based budget that has been proposed for the
coming fiscal year. Upcoming Library programs and events were announced. The Statement of
Economic Interest form was reviewed and completed by individual Board members.
Monthly Statistical Report: February 2019: Director Bradley noted that circulation was up. The
City is working on a new website so statistics should improve. Under "Gifts and Grants," $1,000
was received from the Lion's Club for Large Type books.
Monthly Report Narrative: February 2019: Chair Renfrew noted that she enjoyed the Windy
Ridge Concert and that the Friends' silent auction had done well. She also observed that the
Read across America event was fun and popular.
Financial Report: January 2019: Director Bradley report that there was an increase in the fuel
costs of the city vehicle, which reflects fuel purchased for the Library's generator but charged
under this account. The rest of the budget is on target: at least 50 percent should be spent by
this point, especially collections.
Staff Update: Director Bradley reported that the Library is fully staffed.
Budget: The December update was reviewed. Director Bradley discussed possible effects of a
5 percent cut up for discussion at the April 2nd City Council meeting.
Serving with a Purpose: Trustee Carter signed up for the May 23 event in Ontario. Service
Manager Smith will be attending. Other Trustees were invited to attend.
Gilb Museum of Arcadia Heritage: Director Bradley reviewed programs and upcoming events
at the Museum. Currently the Museum Education Coordinator is working by herself: interviews
for the new Curator will begin with an outside panel on April 4th, then the Director will interview
after that. The Museum is looking for new volunteers.
Calendars, Flyers, Historical Photo: Upcoming Library events were reviewed including Silver
Circle, Law Day, and City Council reorganization.

The motion was moved by Trustee Carter, seconded by Trustee HasBrouck, and carried on a
voice vote.

ADJOURNMENT
Chair Renfrew adjourned this meeting at 5:57 p.m., to Thursday, April 18, 2019, at 4:30 p.m. in
the Conference Room of the Library, 20 W. Duarte Road, Arcadia.
