REGULAR MEETING MINUTES
Tuesday, September 25, 2018
CALL TO ORDER Chair Thompson called the meeting to order at 7:00 p.m. in the City Council Chamber
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Chair Thompson, Vice Chair Lewis, Commissioners Chan, Lin and Wilander
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Planning & Community Development Administrator, Lisa Flores did not have any supplemental
information.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARING
All interested persons are invited to appear at a public hearing and to provide evidence or testimony concerning any of the
proposed items set forth below for consideration. Separate and apart from the applicant (who may speak longer in the discretion
of the Commission) speakers shall be limited to five (5) minutes per person. The applicant may additionally submit rebuttal
comments, at the discretion of the Commission.
You are hereby advised that should you desire to legally challenge in court any action taken by the Planning Commission
regarding any Public Hearing item, you may be limited to raising only those issues and objections you or someone else raised
at the public hearing or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
Resolution No. 2021- Approving a Multi -family Architectural Design Review and a Tentative
Parcel Map with a Categorical Exemption under the California Environmental Quality Act
("CEQA") for a three -unit residential condominium development at 121 Bonita Street.
Applicant: Thomas Li, Prestige Design, Planning, and Development Inc.
Recommended Action: Adopt Resolution No. 2021
Chair Thompson introduced the item and turned it over to Assistant Planner, Vanessa
Quiroz to present the project.
Chair Thompson opened the public hearing and asked if the applicant would like to speak
on the item.
Applicant Thomas Li responded.
Commissioner Chan asked the applicant if he would be open to installing additional
lighting at the rear of the property for safety and installing motion sensor lights in the
hallway/stairway area.
Mr. Li stated he had no issues adding the requested additional lighting.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City's Planning Services Office located at 240 W Huntington Drive, Arcadia, California,
during normal business hours.
Chair Thompson had questions regarding the size of the garages, which seemed small.
Mr. Li responded and stated that the garages may seem small however they meet the
development code requirements.
Chair Thompson is there was anyone who would like to speak in favor of the proposal.
No one responded.
Chair Thompson asked if there was anyone would like to speak in opposition of the
proposal.
No one responded.
MOTION- PUBLIC HEARING
It was moved by Vice Chair Lewis, seconded by Commissioner Lin to close the public
hearing. Without objection, the motion was approved.
DISCUSSION
Commissioner Welander stated that she was pleased that there are fewer units proposed
than the maximum that the code allows.
Chair Thompson agreed but added that he is concerned with the small size of the garages
and lack of storage space.
Commissioner Lin complimented the design and stated the proposal is an improvement
upon the existing property.
The Commission was in favor of approving the project provided the applicant install the
additional lighting requested by Commissioner Chan.
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Lin to adopt Resolution
No. 2021- Approving Multi -family Architectural Design Review No. MFADR 18-02 and
Tentative Parcel Map No. TPM 18-02 with a Categorial Exemption under the California
Environmental Quality Act (CEQA) for a three -unit residential condominium development
at 121 Bonita Street.

NOES: None
There is a ten day appeal period after the approval/denial of the Appeal. If adopted, appeals are
to be filed by 4:30 p.m. on Friday, October 5, 2018.

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will
be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be
removed from the Consent Calendar for separate discussion and action.
2. Minutes of the August 28, 2018 Arcadia Planning Commission Regular Meeting
Recommended Action: Approve
MOTION
It was moved by Vice Chair Lewis, seconded by Commissioner Chan to approve Consent
Calendar Item 2, approving the August 28, 2018 Arcadia Planning Commission Regular
Meeting minutes.

MATTERS FROM CITY COUNCIL LIAISON
City Council Liaison Amundson discussed City Council related news such as an upcoming study session
on Historic Preservation and discussions on parking in the City including an evaluation of overnight
parking fees. He announced that the Arcadia Chinese Association, in conjunction with the City, will be
hosting a Moon Festival which will take place at Arcadia City Hall on Saturday, September 29, 2018.
MATTERS FROM PLANNING COMMISSIONERS
Commissioner Chan asked if staff can make hallway/stairway lighting a requirement in new constructions.
Ms. Flores noted the request and stated she will examine the current electrical code requirements, but
typically the City does regulate interior lighting.
MATTERS FROM CITY ATTORNEY
Assistant City Attorney Maurer discussed wildfire legislation and announced that he will update the
Commission on any new legislation and/or land use measures which may affect local jurisdictions and
that they can expect an annual review within the next several months.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Ms. Flores announced there are currently no items pending for the October 9, 2018 Planning Commission
meeting therefore it will most likely be cancelled. She added that if the Commission would like to evaluate
parking code requirements, they can request to do so at any time. She discussed a new mixed-use
proposal at the current bowling alley site on Baldwin Avenue. Lastly, she informed the Commission that
there will be an upcoming study session on Historic Preservation to be located at the Arcadia City Council
Chamber on Wednesday, October 3, 2018.
ADJOURNMENT
The Planning Commission adjourned this meeting at 7:29 p.m. to Tuesday, October 9, 2018 in the City
Council Chamber at 240 W. Huntington Dr., Arcadia.
