RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER— Chairperson Randy Fowler called the meeting to order at 6:00pm in the Recreation
Conference Room.

1. PUBLIC COMMENTS - None
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Cheung stated he and his family enjoyed the Santa Breakfast and Snow Festival again
this year. Commission Cheung announced his children attended the Fall Camp held at Baldwin Stocker in
November and had a great time. Commissioner Cheung reported soccer season is over and his children
are looking forward to Little League again. Commissioner Cheung reported Arcadia American Little
League recently renovated the infield at Windsor Field in Hugo Reid Park. Commissioner Cheung
announced opening day for Arcadia American Little League is February 17 and it is a special one for
them this year as it is the 50`h Anniversary of Windsor Field. Commissioner Cheung inquired if the City
Council would consider doing something for this special occassion.
Commissioner Swinney announced both he and Commissioner Tom recently graduated from the Arcadia
Leadership Academy. Commissioner Swinney stated he learned a lot about the Recreation and
Community Services Department. Commissioner Swinney stated all City departments had strong
presentations with valuable information.
Commissioner Tom announced she also learned a lot about the different City departments from the
Arcadia Leadership Academy and had a great experience. Commissioner Tom stated she had fun
volunteering at the Santa Breakfast on December 3.
Commissioner Shivan stated he and his family also had fun at the Santa Breakfast and Snow Festival
and the weather was perfect. Commissioner Shivan thanked the staff for another successful event.
Chairperson Fowler attended the Tree Lighting Ceremony on December 2 and stated there were many
good crafters and a big crowd. Chairperson Fowler and his wife enjoyed the Santa Breakfast again this
year on December 3 and were very impressed with the snow sled runs and the Recreation and Parks
Master Plan booth.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Verlato reported the Arcadia Tree Lighting Ceremony held on Friday, December 2 at the
Arcadia Transit Plaza was a great success. Council Member Verlato stated she attended the Santa
Breakfast on December 3 with her daughter and they really enjoyed themselves. Council Member
Verlato reported the Holiday Market also held on Saturday, December 3 was a great success. This event
was put on by the Downtown Arcadia Improvement Association and included vendors, pictures with
Santa, a horse drawn carriage, live music, and crafts for kids. Council Member Verlato reported Phase 1
of the Santa Anita Inn development has been approved by City Council. The new project will include a
Marriott Hotel, condominiums and stores. Council Member Verlato reported the City has purchased a
new fire pump truck for $740,000.

a. Approve the Regular Meeting Minutes of September 14, 2016.
It was moved by Commissioner Tom, seconded by Commissioner Cheung and unanimously carried on
roll call vote to approved the Regular Meeting Minutes of September 14, 2016 on consent calendar item
2.a.

ABSTAIN: Commissioner Shivan
b. Approve the Regular Meeting Minutes of November 9, 2016.
It was moved by Commissioner Shivan, seconded by Commissioner Cheung and unanimously carried on
roll call vote to approved the Regular Meeting Minutes of November 9, 2016 on consent calendar item
2.b.

3. REGULAR ITEMS
a. Report from Public Works Services Department— Project Updates.
Director of Recreation and Community Services, Sara Somogyi (DRCS) reported the Civic Center Athletic
Field will be closed for renovation beginning December 19, 2016 through February 1, 2017. DRCS
Somogyi reported all Arcadia Par 3 Golf Course, driving range, putting green and parking lot lighting will
be out January 3, 4, & 5, 2017 due to the replacement of electrical equipment.
b. Report of Director of Recreation and Community Services.
DRCS Somogyi was happy to hear Commissioners Swinney and Tom enjoyed the Arcadia Leadership
Academy. DRCS Somogyi stated the Leadership Academy is a very valuable program to the City. DRCS
Somogyi thanked the Commissioners for their support and kind words in regards to the Santa Breakfast
and Snow Festival, it is much appreciated.
I. Staff Presentation
DRCS Somogyi introduced Recreation Coordinator, Ashley Marston (RC) to the
Commission. RC Marston prepared a power point presentation explaining her duties. RC
Marston has been with the City for seven months. Previously RC Marston worked for the
City of La Verne as a Recreation Coordinator and the City of Claremont as a Senior
Human Service Leader. RC Marston has a Bachelor of Arts with honors from Cal State
Fullerton. RC Marston oversees the Information and Referrals Program for the Senior
Division which includes homelessness, caregiving, and government benefits. RC Marson
organizes seminars for the seniors on Medicare, eBay, Learn Metro and downsizing. RC
Marson also oversees many different special events for the seniors. RC Marston also
coordinates the Senior Volunteer Program. The volunteers work at the Carefree Café lunch
program, the front desk, taxes and many special events.
II. Department Monthly Report
DRCS Somogyi reported on the Senior Services Division. The Senior Gift Shop is busiest
in November and December with an average of 290 visitors each month and is run by
Senior Volunteers. The Lions Sight Program works on projects designed to prevent
blindness, restore eyesight, improve eye health and eye care, recycling eyeglasses and
screening the vision of seniors. The Senior Nutrition Program is still very popular with an
average of 82 meals sold per day. IRS Certified AARP volunteer tax aides help prepare
income tax returns for seniors 50 years of age and older with low to moderate income. A
group of seniors gather every Friday in the lobby of the Community Center to knit, crochet
and socialize with each other. The annual Veterans Day Recognition luncheon was held on
November 10 and consisted of the Arcadia Police Honor Guard, Pastor Tom Shriver and
Congresswoman Judy Chu. On November 22, seniors attended the sold out Thanksgiving
Feast. Guests enjoyed a traditional Thanksgiving meal served by the Arcadia Fire
Department, entertainment and raffle prizes.
DRCS Somogyi reported on the Recreation Services Division. The After School Year
Playground Program at all six elementary schools continues to be popular. Kid's Night Out
is doing well with 52 participants. The Adult Basketball League has 37 teams and runs
through January 15. Recreation classes are held at the Dana Gym, Community Center,
Wilderness Park and the Museum Education Center with over 3,000 participants
combined.
III. Financial Statements
DRCS Somogyi referenced the October 2016 Financial Statement. Total expenditures
through October 2016 are $1,008,873 which is 32.5% of the budgeted amount for this
fiscal year. The total fiscal year revenue as of October 2016 is $508,050 which is 44.0% of
the budgeted amount.
DRCS Somogyi referenced the October 2016 Park & Recreational Facilities Fund. To date
the account balance is $8,701,812.
ADJOURNMENT
Chairperson Fowler adjourned the meeting at 6:35pm to January 11, 2017 at 6:00pm in the Recreation
Conference Room located at 375 Campus Drive, Arcadia.
