RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER—Chairperson Lyn Tom called the meeting to order at 6:00pm in the Recreation
Conference Room.

PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney and Lyn Tom
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS- None
PUBLIC COMMENTS
Mr. Paul Joy, an Arcadia resident attended the meeting to express his concerns regarding the condition of
Tripolis Friendship Park, on the corner of Golden West and Fairview Avenues. Mr. Joy takes his children
to this park frequently and noticed how popular it is. He stated many families visit this park all week long
and at all hours. Assistant Director of Recreation and Community Services (ADRCS) Ryan Wright
explained about the Recreation and Parks Master update process that is currently being conducted.
ADRCS Wright encouraged Mr. Joy to fill out the Community Survey and asked him to attend the Public
Workshop to be held on January 20 at the Police Department. ARCSD Wright thanked him for his input.
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Fowler reported he visited Windsor Field at Hugo Reid Park recently and noticed the
batting cages were in need of cleaning. ADRCS Wright explained the City is in charge of cleaning and
maintenance of the park itself but the batting cage is the responsibility of Arcadia American Little League.
Commissioner Fowler stated when he drove past the park later in the week, the cages were clean.
Commissioner Fowler stated he visited Clocker's Corner at Santa Anita Park over the weekend and highly
recommends anyone who hasn't been there to do so.
Commissioner Cheung reported he attended tryouts for Arcadia American Little League with his son at
Windsor Field in Hugo Reid Park. Commissioner Cheung stated he and his family visited Wilderness Park
recently and enjoyed a picnic and a hike. Commissioner Cheung noticed some rebar sticking up at the
trail head by the Nature Center. Public Works Services Street Superintendent (PWSSS) Dave Thompson
stated he would take care of it immediately.
Commissioner Swinney reported he had a very busy December with his involvement in the Pasadena
Tournament of Roses and as a Caroler.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Tom Beck commended PWSSS Thompson on the great job he did as the emcee for the
City's Holiday Party. Council Member Beck inquired as to the dates of the little leagues' opening day
ceremonies. ADRCS Wright reported the three Arcadia Little Leagues (American; National and Santa
Anita) will host their opening day ceremonies on February 20 and Arcadia Girls Softball will host their
opening day ceremony on March 5. Council Member Beck reported there have been many burglaries in
north Arcadia and wants to remind everyone to follow the "see something, say something" motto. The
Arcadia Police Department is patrolling more but needs the help of the citizens as well.
1. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of December 9, 2015.
It was moved by Commissioner Fowler, seconded by Commissioner Swinney and carried on roll call vote
to approve consent calendar item 1.a. with the noted correction.

2. REGULAR ITEMS
a. Report from Public Works Services Department— Project Updates.
PWSSS Thompson reported on a road rehab project beginning soon on Camino Real Avenue from
Baldwin to El Monte Avenues to include sidewalk repair; curb and gutter work; and the removal of some
trees. Commissioner Tom inquired about a small renovated section of land encompassing the intersection
of Hugo Reid Drive and Golden West she noticed on her morning walk. PWSSS Thompson reported this
is a Safe Route to School Project funded by a grant from the Government. Commissioner Tom would
appreciate if those residents were reminded of the watering schedule. PWSSS Thompson stated he will
let the residents know to water only two days per week. PWSSS Thompson reported the crosswalk on
Sunset has been repainted.
b. Report of Director of Recreation and Community Services.
I. Department Monthly Report
ADRCS Wright reported on the Senior Services Division. 22 seniors attended Coffee with the Mayor
where they get the opportunity to listen and chat with the Mayor about City issues and topics of personal
interest. The Senior Gift Shop had over 300 visitors and brought in $1,595 for the month. There were
two senior movies this month with an average of 70 attending each week. The Senior Holiday Brunch
had 150 attending this festive event which included breakfast and entertainment. The Senior Volunteer
Lunch honored 77 senior volunteers and were served a catered meal, given a 2016 calendar and
entertained by Violinist Paul Stein.
ADRCS Wright reported on the Recreation Services Division. Kid's Night Out had 48 registered for
"Winter Wonderland" and Teen Night had 19 registered both held at the Arcadia Community Center.
There is a special Teen Night After Dark Event to be held at the Los Angeles County Museum of Art
(LACMA)for February 13. The kids will enjoy a night of art and dancing under the stars. Wilderness Park
had over 205 in attendance for different large groups for overnight use. The Community Center had two
rentals in December with 280 in attendance.
ADRCS Wright reminded the Commissioners of the Recreation and Parks Master Plan Public Workshop
to be held on January 20 from 6-8pm at the Police Department in the Community Room. ADRCS Wright
reported 300 tickets were sold for the annual Chinese Association's New Year Luncheon for February 12
in two hours. If the Commissioners are interested in attending the luncheon please inform staff. ADRCS
Wright also reminded the Commissioners to save the date for Saturday, March 5 for the Metro Gold Line
Celebration Event which will include Arcadia's Metro Train Station Opening, activities, food and
entertainment.
II. Financial Statements
ADRCS Wright referenced November 2015 Financial Statement. Total expenditures through November
2015 are $1,320,024 which is 43.9% of the budgeted amount for this fiscal year, The total fiscal year
revenue as of November 2015 is $610,963 which is 55.7% of the budgeted amount compared to last year
which was 52.9%.
ADRCS Wright referenced the November 2015 Park & Recreational Facilities Fund. To date the account
balance is $7,183,451. Council Member Beck reported there will be additional revenue in the future with
over 260 potential building projects lined up.
ADJOURNMENT
Chairperson Tom adjourned this meeting at 6:30pm to February 10, 2016 at 6:00pm in the Recreation
Conference Room located at 375 Campus Drive, Arcadia.
