RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER— Chairperson Lyn Tom called the meeting to order at 6:00pm in the Recreation
Conference Room.

PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, and Lyn Tom
EXCUSED: Steve Swinney
A motion was made by Commissioner Cheung, seconded by Commissioner Shivan to excuse
Commissioner Swinney from this meeting.

PUBLIC COMMENTS - None
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Fowler reported he attended the Public Community Workshop for resident input on the
Parks Master Plan at the Arcadia Police Department's Community Room in January and was very
impressed. Commissioner Fowler stated he was also very interested to know Los Angeles County Parks
and Recreation is also updating their Parks Master Plan. Commissioner Fowler attended the opening
ceremony for Arcadia National Little League on February 20 and reported the field looked great!
Commissioner Fowler reported he visited Wilderness Park after the rainstorm and everything was fine.
Commissioner Cheung reported he attended the opening ceremony for Arcadia American Little League at
Windsor Field in Hugo Reid Park on February 20. Commissioner Cheung stated he will be managing his
son's team this season. Commissioner Cheung thanked Public Works Services Street Superintendent
(PWSSS) Dave Thompson for removing a piece of rebar so quickly at the trail head by the Nature Center
at Wilderness Park. Commissioner Cheung and his family recently had a picnic and went on a hike at the
park when he noticed the rebar sticking up.
Chairperson Tom reported she enjoyed attending the opening ceremony for Santa Anita Little League at
Lojeski Field in Eisenhower Park on February 20 along with City Council Member Tom Beck.
Commissioner Tom announced Dennis Powell, a former pitcher in Major League Baseball who played for
the Los Angeles Dodgers also attended the ceremony and lots of pictures were taken. Chairperson Tom
stated she also attended the Public Community Workshop for the Parks Master Plan in January and
thought it was very informative and interesting.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Tom Beck reported he also attended the opening ceremony for Santa Anita Little
League and is always so excited to represent the City of Arcadia at these events. Council Member Beck
also had a photo opportunity with Dennis Powell of the Los Angeles Dodgers. Council Member Beck
reminded the Commission that the ballots for the April 12 election will be mailed to registered voters on
Monday, March 14. Council Member Beck reported there are many important issues facing the City in the
upcoming election.

a. Approve the Regular Meeting Minutes of January 13, 2016.
It was moved by Commissioner Fowler, seconded by Commissioner Shivan and carried on roll call vote to
approve consent calendar item 1.a. with the noted correction.

1. REGULAR ITEMS
a. Report from Public Works Services Department— Project Updates.
PWSSS Thompson reported as part of the Capital Improvement Projects (CIP), a new grill was installed
in the kitchen at the Arcadia Par 3 Golf Course. PWSSS Thompson stated Arcadia Par 3 will begin doing
Americans with Disabilities Act (ADA) upgrades/improvements to the parking lot soon.
b. Report of Director of Recreation and Community Services.
Department Monthly Report
Director of Recreation and Community Services (DRCS) Sara Somogyi announced as part of the CIP
budget the restrooms in the Community Center will be renovated pending City Council approval. DRCS
Somogyi thanked the Commissioners for attending the opening ceremonies for the three little leagues in
Arcadia.
DRCS Somogyi reported on the Senior Services Division. Council Member Mickey Segal was
instrumental in introducing the City to the Cancer Support Community Pasadena group. This group
provides free professional-facilitated support groups for cancer patients and meets weekly at the Arcadia
Community Center. Senior classes including aerobics, line dancing, strength training, yoga and zumba
had over 3,700 students attending. The Chinese game of Mahjong is played in the lobby of the
Community Center by 21 seniors. The Senior Nutrition Program offered 72 meals per day with a total of
1,371 for the month. 300 individuals attended a celebration lunch for Chinese New Year, "Year of the
Monkey" in collaboration with the Arcadia Chinese Association. The free Income Tax service volunteers
prepared over 246 returns for people 55 years of age and older with low to moderate income.
DRCS Somogyi reported on the Recreation Services Division. Kid's Night Out had 61 registered for "Be
My Valentine" at the Arcadia Community Center. There was a special Teen Night After Dark Event held at
the Los Angeles County Museum of Art (LACMA) on February 13. The kids enjoyed a night of art and
dancing under the stars. Community Center Classes offered including dance, exercise, art, music and
more had over 2,600 registered. The Museum Education Center also offers classes including guzhang,
belly dancing, sewing and strength training with over 450 registered.
II. Financial Statements
DRCS Somogyi referenced the January 2016 Financial Statement. Total expenditures through January
2016 are $1,687,891 which is 56.1% of the budgeted amount for this fiscal year. The total fiscal year
revenue as of January 2016 is $789,665 which is 72.0% of the budgeted amount compared to last year
which was 68.6%.
DRCS Somogyi referenced the January 2016 Park & Recreational Facilities Fund. To date the account
balance is $7,391,182.

Chairperson Tom adjourned this meeting at 6:25pm to April 13, 2016 at 6:00pm in the Recreation
Conference Room located at 375 Campus Drive, Arcadia.
