HomeMy WebLinkAboutRP Minutes: 04/13/16 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, April 13, 2016 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER— Chairperson Lyn Tom called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Raymond Cheung, Commission Member ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, and Lyn Tom EXCUSED: Joe Shivan and Steve Swinney A motion was made by Commissioner Cheung, seconded by Commissioner Fowler to excuse Commissioner Shivan and Commissioner Swinney from this meeting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Fowler reported the Silver Circle Dinner held April 6 at the Arboretum in Arcadia was a success and he and his wife had a great time. Commissioner Fowler stated he was sorry he missed the Teen Egg Hunt and the Eggstravaganza events this year and would like to be reminded of important dates. Commissioner Cheung also missed the egg hunt this year due to his son's little league game but will try again next year. Commissioner Cheung and his wife also attended the Silver Circle Dinner and really enjoyed themselves. Chairperson Tom announced she and her husband will be participating in the Department's hike to the Hollywood Sign on May 14. They are both very excited. Chairperson Tom expressed her apology for not attending the Silver Circle Dinner on April 6 but heard it was a great event. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Tom Beck announced he participated in the Santa Anita Derby 5K on Saturday, April 9 and was happy to see so many familiar faces. Council Member Beck reported on the results of the election so far: Peter Amundson and April Verlato are in the lead; and Measure A did not pass. Council Member Beck stated final results will be available in one week. Council Member Beck stated the Reorganization of the City Council Reception will be held on Tuesday, April 26 in the City Council Chambers. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of March 9, 2016. It was moved by Commissioner Fowler, seconded by Commissioner Cheung and carried on roll call vote to approve consent calendar item 1.a. with the noted correction. AYES: Commissioners Cheung, Fowler, and Tom NOES: None ABSTAIN: Commissioner Shivan and Commissioner Swinney 3. REGULAR ITEMS a. Report from Public Works Services Department— Project Updates. Public Works Services Street Superintendent (PWSSS) Dave Thompson reported an asphalt rehabilitation project will begin at the end of April on a section of Sixth Avenue north and to the east of Camino Grove School. PWSSS Thompson stated the Breeders Cup countdown clock has been installed in front of the Chamber of Commerce and will be activated soon. b. Report of Director of Recreation and Community Services. I. Department Monthly Report Director of Recreation and Community Services (DRCS) Sara Somogyi thanked the Commissioners for volunteering their time over the past year as well as attending the Silver Circle Dinner. DRCS Somogyi sadly announced the passing of former Director of Recreation and Community Services, Jerry Collins. There will be a Celebration of Life reception on June 11 at the Community Center. DRCS Somogyi reported City Council approved naming of the picnic shelter at Wilderness Park in honor of Jerry to read, "The Jerry Collins Picnic Pavilion". A plaque is being made and will be unveiled sometime after the memorial service in June. DRCS Somogyi reported on the Senior Services Division. Senior classes including aerobics, line dancing, strength training, yoga and zumba had over 2,357 students attending. DRCS Somogyi stated there are over 75 Contract Instructors that teach for all classes and programs offered in The Buzz and The Connection. The Coffee with the Mayor is on hold until the reorganization of the City Council on April 26 and a new Mayor is chosen. The Senior Nutrition Program is growing and offered 71 meals per day with a total of 1,633 for the month. DRCS Somogyi reported the contracts for the Senior Meals Program, the Basketball Officials and the Busses for Day Camp and Excursions were recently rebid and will go to City Council in May. The Recreation and Community Services Department had the most volunteer hours for the City at 10,000 for the calendar year. The youngest volunteer is 13 years old and the oldest is almost 100 years old. 53 volunteers worked 585 hours this month. The free Income Tax service volunteers prepared over 246 returns for people 55 years of age and older with low to moderate income. 170 'participants enjoyed tea and treats at the Vintage Fashion Show on March 11. The Senior Citizens' Commission nominated Mrs. Carol Libby as the Senior Citizen of the Year for 2016 and she MC'd the event. DRCS Somogyi reported on the Recreation Services Division. Kid's Night Out had 61 registered for "Spring Fun". The Great Teen Egg Hunt on March 25 had over 400 youth and parents participating and the Eggstravaganza held on March 26 had over 1,000 in attendance. The All City Track Meet held at Arcadia High School on March 16 and 23 for both elementary and middle school students had over 1,000 athletes combined attending. Participants who finished first or second in selected events have the opportunity to advance to the San Gabriel Valley Track Meet on May 7 in San Dimas. DRCS Somogyi reminded the Commission about the Community Bike Ride and the Arcadia Fire Department's Pancake Breakfast on May 7. II. Financial Statements DRCS Somogyi referenced the February 2016 Financial Statement. Total expenditures through February 2016 are $1,851,465 which is 61.5% of the budgeted amount for this fiscal year. The total fiscal year revenue as of February 2016 is $810,943 which is 73.9% of the budgeted amount compared to last year which was 70.9%. DRCS Somogyi referenced the February 2016 Park & Recreational Facilities Fund. To date the account balance is $7,471,208.
