HomeMy WebLinkAboutRP Minutes: 09/14/16 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, September 14, 2016 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER— Chairperson Randy Fowler called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Steve Swinney, Commission Member ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, Steve Swinney and Lyn Tom EXCUSED: Joe Shivan A motion was made by Commissioner Swinney, seconded by Commissioner Cheung to excuse Commissioner Shivan from this meeting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Cheung inquired about the controversial article in the Arcadia Weekly about the replacement of the artificial soccer field at City Hall. Director of Recreation and Community Services, Sara Somogyi (DRCS) reported the debate over the safety of recycled tire crumb used in playing fields all over the United States has not shown an elevated health risk for youth according to the US Environmental Protection Agency (EPA). DRCS Somogyi reported the City is going forward with the replacement of the existing synthetic turf with the monofilament Revolution 360 with the cool play infill. Commissioner Swinney announced he was accepted into the Leadership Academy and will start on September 21, 2016. Commissioner Tom announced she was also accepted into the Leadership Academy and is very excited. Chairperson Fowler reported he attended the last Concerts in the Park, the Doo Wah Riders, and really enjoyed receiving a free lunch bag give-a-way. Chairperson Fowler inquired why the Recreation and Community Services Department doesn't have information about their programs on the City's cable channel. DRCS Somogyi reported the City recently purchased a GoPro camera to capture special moments at our events and hopes to get them on the cable channel soon. REPORT FROM CITY COUNCIL MEMBER LIAISON — none. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of August 10, 2016. It was moved by Commissioner Tom, seconded by Commissioner Swinney and carried on roll call vote to approve consent calendar item 2.a. AYES: Commissioners Cheung, Fowler, Swinney and Tom NOES: None ABSTAIN: Commissioner Shivan 3. REGULAR ITEMS a. Report from Public Works Services Department— Project Updates. Deputy Public Works Services Director (DPWSD) Paul Cranmer reported replacement of electrical and switch gear panels will take place in October for the lights on the driving range and putting green at Par-3 Golf Course. b. Report of Director of Recreation and Community Services. DRCS Somogyi presented a video highlighting the 2016 summer programs to the Commission. This year the video was made by a Recreation Activity Leader. Pictures were collected throughout the summer by many staff members and put together for this video. The Commissioners watched the video and were very impressed. DRCS Somogyi stated the exceptional Recreation Staff are noticed throughout the City all year long from participants attending programs and special events. DRCS Somogyi reported she has been working with the Recreation and Parks Master Plan consultant to finalize the plan and hopefully present it to the Commission in November. DRCS Somogyi reported there will also be a public review phase and final approval from the City Council. DRCS Somogyi reported on the Senior Services Division. 25 seniors had a free blood pressure check this month. This service is available every second Tuesday of the month and is provided by Arcadia Methodist Hospital. Senior classes including aerobics, line dancing, strength training, yoga and zumba had over 3,771 students attending. Senior Services offered a complete Health Fair on September 9 at the Community Center and it was a great success. The gift shop had 196 visitors this month taking in $939. The Monday Dances had 231 seniors attending. The Senior Craft Fair will be held on Saturday, October 8 at the Community Center. The Senior Services Division is working in collaboration with the Arcadia Fire Department to secure a grant in conjunction with Health Care Partners to have classes for at risk seniors who have problems with balance and mobility. These classes will begin in January 2017. A group of seniors gather every Friday in the lobby of the Community Center to knit, crochet and socialize with each other. The Monday Dances had 81 seniors attending. The Senior Nutrition Program is still growing and offered 83 meals per day with a total of 1,829 for the month. There were five movies shown in August with an average of 65 seniors attending each week. 47 volunteers worked 639 hours this month. DRCS Somogyi reported on the Recreation Services Division. Arcadia Unified School District (AUSD) began classes the third week in August. As a result of school beginning earlier, the After School Year Playground Program began August 22, 2016. Recreation Staff attended the AUSD's monthly Principals Meeting recently to go over programs for the school year and to answer questions. Over 3,000 participated in Community Center classes for the month. 72 teens volunteered over 3,105 hours for the month of August. DRCS Somogyi reported for the first time, the attendance for the Movies in the Park was higher than the attendance for the Concerts in the Park. DRCS Somogyi attributes this to movie characters making a special appearance at the show. The characters also take pictures with the children and it is very popular. The characters have also visited some senior programs and the Summer Fun n Play program. II. Financial Statements DRCS Somogyi referenced the July 2016 Financial Statement. Total expenditures through July 2016 are $229,875 which is 7.4% of the budgeted amount for this fiscal year. The total fiscal year revenue as of July 2016 is $218,533 which is 18.9% of the budgeted amount. DRCS Somogyi referenced the July 2016 Park & Recreational Facilities Fund. To date the account balance is $8,365,912. ADJOURNMENT Chairperson Fowler adjourned the meeting at 6:45pm to October 12, 2016 at 6:00pm in the Recreation Conference Room located at 375 Campus Drive, Arcadia.
