HomeMy WebLinkAboutRP Minutes: 11/09/16 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, November 9, 2016 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER— Chairperson Randy Fowler called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Joe Shivan, Commission Member ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan EXCUSED: Steve Swinney and Lyn Tom A motion was made by Commissioner Cheung, seconded by Commissioner Shivan to excuse Commissioners Swinney and Tom from this meeting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Cheung stated he and his family recently visited Wilderness Park for a picnic and noticed the park is holding up nicely during the drought. Chairperson Fowler inquired if the City of Arcadia was working with Los Angeles County to design a walking trail around Arcadia County Park and if so what material would be used. Deputy Public Works Services Director (DPWSD) Paul Cranmer reported this project is part of the Recreation and Parks Master Plan and the design and materials used would be a collaboration between the City of Arcadia and Los Angeles County. Chairperson Fowler stated the installation of a new walking trail around the perimeter of Arcadia County Park was a popular request. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Verlato announced the Arcadia Tree Lighting Ceremony will be held on Friday, December 2 at the Arcadia Transit Plaza at 5pm. Council Member Verlato announced a Holiday Market will be held on Saturday, December 3 from 11am-7pm. This event is put on by the Downtown Arcadia Improvement Association and will include vendors, pictures with Santa, a horse drawn carriage, live music, snow and crafts for kids. Council Member Verlato proudly announced the City of Arcadia has secured the coveted AAA bond rating from Standard & Poor's (S&P) with the outlook for the City as "stable." Council Member Verlato stated the City increased its rating from AA+ to the highest rating of AAA. Council Member Verlato reported this is a reflection of Arcadia's strong economy, budgetary performance and solid financial practices and responsibility by City leaders. Council Member Verlato reported the City of Arcadia was recently announced as an Eddy Awards finalist for Most Business- Friendly City by the Los Angeles County Economic Development Corporation (LAEDC) for cities with a population under 68,000. This is the first time the City of Arcadia has been selected as a finalist for this award. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of September 14, 2016 and November 9, 2016. It was moved by Commissioner Shivan, seconded by Commissioner Cheung and unanimously carried on roll call vote to postpone approval of the Regular Meeting Minutes of September 14, 2016 to the December 14, 2016 meeting on consent calendar item 2.a. AYES: Commissioners Cheung, Fowler, and Shivan NOES: None ABSTAIN: Commissioner Swinney and Tom 3. REGULAR ITEMS a. Report from Public Works Services Department — Project Updates. DPWSD Cranmer reported repair work was done on the fountain at the Arcadia County Park just in time for the Breeder's Cup. DPWSD Cranmer stated the Leadership Academy participants visited the Public Works Services facility and asked some very interesting questions about water conservation, how the pumps worked and where the wells are located. Commissioner Shivan inquired about the scheduled outages in his area by Southern California Edison (SCE). DPWSD Cranmer stated SCE does notify the City for outages and repair work but they are responsible for notifying residents. b. Report of Director of Recreation and Community Services. DPWSD Cranmer presented the Report of Director to the Recreation and Parks Commission on senior and recreation activities. The Senior Services Division - Spooky Bunco was held on Friday, October 7, 48 participants enjoyed sandwiches, cookies, and three rounds of bunco. Prizes were given to those with the most wins, most losses, most baby buncos, and must buncos overall. On October 13, 60 seniors experienced the food, entertainment, and culture of Australia at the Annual Cultural Day Camp. Participants ate meat pies, learned about dot art, saw various native animals, listened to the didgeridoo, and so much more. Taste the Town Event is a new program that explores different restaurants around Arcadia. The first Taste the Town Event was held on Wednesday, October 19 at Garden Café in Arcadia. 30 participants were provided name tags in English and Chinese and learned a few words in Mandarin. On Friday, October 31, 90 seniors attended the Boo Bash. They joined in the Halloween spirit with a Halloween themed meal, dressed up in costumes and played Halloween themed activities. The Recreation Services Division - The annual Fall Festival and Trick or Treat Lane took place throughout City Hall and the West Lawn on Monday, October 31. There were plenty of carnival games, a beautiful photo booth, inflatable jumper, candy, and prizes at the event for approximately 1,000 in attendance. Parents and their kids were dressed up in creative costumes and enjoyed strolling through City Hall, plus the festive atmosphere. A big thank you to all City Hall and Recreation staff for contributing to a successful event. Teen Night was held on Friday, October 14 at the Dana Gym in Arcadia. Participants enjoyed a night of Bubble Soccer, dinner and indoor activities such as basketball, dodgeball, raffles, tournaments and more. We had a total of 10 participants who attended Teen Night. III. Financial Statements DPWSD Cranmer referenced the September 2016 Financial Statement. Total expenditures through September 2016 are $722,953 which is 23.3% of the budgeted amount for this fiscal year. The total fiscal year revenue as of September 2016 is $482,477 which is 41.8% of the budgeted amount. DPWSD Cranmer referenced the September 2016 Park & Recreational Facilities Fund. To date the account balance is $8,653,496.
