RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Fowler called the meeting to order at 6:00pm in the Recreation
Conference Room.

PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan and Lyn Tom
EXCUSED: Steve Swinney
A motion was made by Commissioner Cheung, seconded by Commissioner Tom to excuse
Commissioner Swinney from this meeting.

REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Cheung wished everyone a Happy New Year and is looking forward to 2017.
Chairperson Fowler noticed the renovation of the Civic Center Soccer Field is going well.

2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of December 14, 2016.
It was moved by Commissioner Tom, seconded by Commissioner Cheung and unanimously carried on
roll call vote to approve the Regular Meeting Minutes of December 14, 2016 on consent calendar item
2.a.
AYES: Commissioners Cheung, Fowler, Shivan and Tom
NOES: None
ABSTAIN: Commissioner Swinney
3. REGULAR ITEMS
a. Report from Public Works Services Department — Project Updates.
Deputy Public Works Services Director (DPWSD) Paul Cranmer reported the Civic Center Soccer Field
renovation began in December and despite the rain, is on schedule for completion the beginning of
February 2017. Council Member Verlato inquired about the materials used for the underlay of the new
field. DPWSD Cranmer stated the materials used are gravel, soil, the Brock underlay system, then the
synthetic turf with the cool play which is a composite of rubber and cork. DPWSD Cranmer reported the
replacement of the electrical and switch gear panels at Arcadia Par 3 Golf Course should be complete in
two weeks depending on the weather. DPWSD Cranmer stated Public Works Services will start the
scheduled tree trimming at New Castle, Hugo Reid and Wilderness Parks.
b. Report of Director of Recreation and Community Services.
I. Department Monthly Report
DRCS Somogyi reported on the Senior Services Division. The senior classes including
aerobics, line dancing, strength training, yoga and zumba had over 1,700 students
attending. The Senior Gift Shop sales were $1,312 with 270 visitors. Yuan Chi Dance is a
drop-in exercise program based on movement and balance with 48 seniors attending.
DRCS Somogyi mentioned the senior clubs: Arcadia Senior Men's Club; Golden Age Club;
Senior Friendship Club and Arcadia Travelers. The Senior Holiday Brunch was sold out
with 140 in attendance. In collaboration with East San Gabriel Valley Coalition for the
Homeless Winter Shelter, department staff put together 25 gift bags for those less
fortunate. The bags were filled with small items like toiletries, snacks, gift cards, gloves
and hats all purchased by staff. The snowflake Bunco was sold out with 45 participants.
DRCS Somogyi reported on the Recreation Services Division. Kid's Night Out was popular
this month with 45 participants taking part in the "Build Your Own Animal Night" themed
evening. During the school holiday break, Youth Winter Camp took place at Highland Oaks
Elementary School with 384 participants attending. Staff was hard at work playing Santa's
elves responding to over 400 Letters to Santa that were mailed and dropped off from
children in the community. Staff is in the process of finding a Merit Badge Instructor to
replace Mr. Robert Wong who sadly passed away in October. Mr. Wong was a very
popular and knowledgeable instructor who helped many Boy Scouts earn badges to reach
their goal of being an Eagle Scout. Council Member Verlato inquired as to the condition of
the bridge at Wilderness Park because of the rain. DPWSD Cranmer reported at this time
the park is in good condition. DRCS Somogyi stated the bridge belongs to Los Angeles
County and there are plans to rebuild the bridge in the future. DRCS Somogyi announced
the Opening Day Ceremonies for the three Little Leagues in Arcadia: American; Santa
Anita; and National Little League will be on Saturday, February 25, 2017. The Opening
Ceremony for Arcadia Girls Softball will be on March 4, 2017. DRCS Somogyi requested
the Commissioners check their schedules to see if they would be interested in representing
the City at the ceremonies. Senior Administrative Assistant, Toni McKiernan (SAA) will be
contacting the Commissioners regarding their availability next week.
II. Financial Statements
DRCS Somogyi referenced the November 2016 Financial Statement. Total expenditures
through November 2016 are $1,236,782 which is 39.8% of the budgeted amount for this
fiscal year. The total fiscal year revenue as of November 2016 is $556,142 which is 48.2%
of the budgeted amount.
DRCS Somogyi referenced the November 2016 Park & Recreational Facilities Fund. To
date the account balance is $8,801,503.

Chairperson Fowler adjourned the meeting at 6:40pm to February 8, 2017 at 6:00pm in the Recreation
Conference Room loca -• 375 Campus Drive, Arcadia.
