HomeMy WebLinkAboutRP Minutes: 05/10/17 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, May 10, 2017 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER— Chairperson Fowler called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Karen Collins, Office Assistant Recreation and Community Services Department. ROLL CALL OF COMMISSIONERS PRESENT: Randy Fowler, Joe Shivan, Steve Swinney and Lyn Tom EXCUSED: Raymond Cheung A motion was made by Commissioner Shivan, seconded by Commissioner Swinney to excuse Commissioner Cheung from this meeting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Fowler welcomed back City Council Member April Verlato as the Commission Liaison. Commissioner Fowler called attention to the summer Buzz brochure and some of the upcoming events such as the Concerts and Movies in the Park. He reported he was unable to attend the Community Bike Ride and the Arcadia Firefighter's Annual Pancake Breakfast. Commissioner Shivan reported he made it to the Arcadia Firefighter's Annual Pancake Breakfast but was unable to participate in the Community Bike Ride. Commissioner Swinney reported he dropped by the library to see how the mulch distribution was progressing. He stated many residents were participating in the distribution and it appeared to be going well. REPORT FROM CITY COUNCIL MEMBER LIAISON City Council Member Verlato reported she was able to attend the Arcadia Firefighter's Annual Pancake Breakfast. Council Member Verlato went on to discuss the Council's direction to adopt an Ordinance that will not prohibit accessory dwelling units on private property, meaning anyone can add a, "Granny Flat." Garages can be converted into living dwellings as long as parking is available and accessible in the driveway. The City is in the process of finalizing the Ordinance before it is put into effect. Commissioner Shivan asked Council Member Verlato about the large vacant homes and the rental of these homes. Council Member Verlato explained the City Council is in the process of passing an Ordinance that will prohibit short term use of these properties such as weekend rentals or Air B&B use. Council Member Verlato directed the Commissioners to report these activities to Mike Bruckner in the City Manager's Office. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of May 10, 2017 It was moved by Commissioner Tom, seconded by Commissioner Swinney and unanimously carried on roll call vote to approve consent calendar item 2.a. AYES: Commissioners Fowler, Shivan, Swinney and Tom NOES: None 3. REGULAR ITEMS a. Report from Public Works Services Department— Project Updates Deputy Public Works Services Director (DPWSD) Paul Cranmer reported the second date of the Mulch give away will be at the Arcadia Public Library on Saturday, May 20, 2017. He reported the first distribution went well on May 6, 2017. b. Report of Assistant Director of Recreation and Community Services I. Department Monthly Report ADRCS Wright reported on the Senior Services Division activities beginning with, "Coffee with the Mayor" program which had 36 attendees, the Community Center gift shop visited by approximately 238 shoppers and the senior nutrition program is serving an average of 63 participants per day. ADRCS Wright concluded the Senior Services report with an overview of the Tax Prepartation Services that concluded in April. A total of 119 seniors were provided free tax prepartation services by two dozen qualified volunteers. ADRCS Wright reported on the Recreation Services Division focusing on the recent Spring activities youth in the community participate in, including the Spring Camp at Baldwin Stocker with 280 children attending, the Teen Egg Hunt with approximately 450 participants including teens and parents, and the annual Eggstavaganza Egg Hunt for younger ages with approximately 850 children plus their family members in attendance. II. Financial Statements ADRCS Wright referenced the March 2017 Financial Statement. Total expenditures through March 2017 are $2,072,756 which is 66.8% of the budgeted amount for this fiscal year. The total fiscal year revenue as of March 2017 is $896,596 which is 77.7% of the budgeted amount. ADRCS Wright referenced the March 2017 Park & Recreation Facilities Fund, with an account balance of$8,237,965. c. Recreation and Parks Master Plan ADRCS Wright reviewed the recommended action for the 2017 Recreation and Parks Master Plan including the upcoming meeting dates in the process. ADRCS Wright stated upon recommending the City Council approve the 2017 Recreation and Parks Master Plan from the Recreation and Parks Commission, the next step in the process is the presentation to the Planning Commission on May 23, followed by the first study session by the City Council on June 6, the second City Council Study Session on July 18, and concluding with the recommended approval by the City Council on August 1, 2017. Based on the input from the last Recreation and Paks Commission Meeting in April, ADRCS Wright read through the comments and suggestions that have been included into the 2017 Recreation and Parks Master Plan. A motion was made by Commissioner Swinney, seconded by Commissioner Shivan and unanimously carried to recommend the City Council approve the 2017 Recreation and Parks Master Plan. ADJOURNMENT Chairperson Fowler adjourned the meeting at 6:32pm to June 14, 2017 at 6:00pm in the Recreation Conference Room located at 375 Campus Drive, Arcadia.
