RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Fowler called the meeting to order at 6:00pm in the Recreation
Conference Room.

ROLL CALL OF COMMISSIONERS
PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney and Lyn Tom
ELECTION OF OFFICERS
A motion was made by Commissioner Tom, seconded by Commissioner Swinney and unanimously
carried that Raymond Cheung be elected Chairperson of the Recreation and Parks Commission. A
motion was made by Commissioner Tom, seconded by Commissioner Fowler and unanimously carried
that Steve Swinney be elected Vice-Chairperson of the Recreation and Parks Commission.

1. PUBLIC COMMENTS - None
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Tom reported she, her husband and In-Laws attended two of the Concerts in the Park this
summer and they especially enjoyed the Swing Cats Big Band.
Commissioner Fowler attended many of the Concerts in the Park this summer and his favorite was Cold
Duck. Commissioner Fowler inquired as to who would be the new City Council Liaison for the Recreation
and Parks Commission. Director of Recreation and Community Services (DRCS) Sara Somogyi stated
Coumcil Member April Verlato will be the new City Council liaison to the Recreation Commission.
Commissioner Fowler commended the City for co-hosting the Disposal of Household Hazardous Waste
and E-waste Event with Los Angeles County Public Works and the Sanitation District on August 5, 2017
at Santa Anita Park.
Commissioner Shivan and his family attended the first Movies in the Park, "Sing" and his children loved it.
Commissioner Cheung reported the first day of school in Arcadia is next Thursday, August 17.
Chairperson Cheung reported his children thoroughly enjoyed the Outdoor Adventure Day Camp held at
Wilderness Park this summer and gave the camp a "ten thumbs up". Commissioner Cheung stated his
children especially loved the End of Summer Carnival held at Eisenhower Memorial Park.
REPORT FROM CITY COUNCIL MEMBER LIAISON — None.
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of June 14, 2017
It was moved by Commissioner Swinney, seconded by Commissioner Fowler and unanimously carried on
roll call vote to approve Consent Calendar Item 2.a.
AYES: Commissioners Cheung, Fowler, Swinney and Tom

3. REGULAR ITEMS
a. Report from Public Works Services Department
Public Works Services Street Superintendent (PWSSS), Dave Thompson reported repair
concrete work was done at Eisenhower Park on the first base side of the field where two trees
had to be uprooted. Public Works Services will be planting three new trees to replace them.
Commissioner Tom inquired as to the legality of a large trash bin taking up a parking space in
the lot at her place of business in Arcadia. PWSSS Thompson will look into the matter and get
back to her.
b. Report of Director of Recreation and Community Services
Department Monthly Report
DRCS Somogyi congratulated Commissioner Cheung as the new Chairperson of the
Recreation and Parks Commission and also Commissioner Swinney as the new Vice-
Chairperson. DRCS Somogyi thanked Commissioner Fowler for the past year as Chairperson
of the Recreation and Parks Commission and especially for his guidance and help through
the process of updating the Recreation and Parks Master Plan. DRCS Somogyi proudly
announced the Recreation and Parks Master Plan was adopted by resolution at the City
Council Meeting on August 1, 2017.
DRCS Somogyi reported the City is applying for a $30,000 Grant with Measure H — Los
Angeles County Homeless Initiative. DRCS Somogyi stated the homeless count indicated
there are 12 homeless persons in the City. This measure is expected to generate an
estimated $355 million annually for services to combat homelessness. DRCS Somogyi
stated an open and inclusive process determined how the dedicated funding should be spent
for maximum impact across 21 interconected Homeless Initiative Strategies. This inclusive
and collaborative planning process had participation from 25 County departments, 30 cities,
and over 100 community organizations.
DRCS Somogyi reported on Thursday, August 3, 2017 at about 6:12 a.m., officers responded
to the 800 block of Fairview Avenue regarding reports of a fire. The roof of a two-story
apartment complex had become fully engulfed in flames. Officers assisted with evacuating
every unit in the complex and the Arcadia Fire Department responded to extinguish the fire.
DRCS Somogyi stated in partnership with the American Red Cross and Los Angeles County
Social Services, the Recreation and Community Services Department (RCSD) assisted ten
residents who were displaced during the Kenwood Apartment Fire. RCSD quickly set up a
short term shelter in the Museum Education Center by providing breakfast, lunch,
entertainment, and resources for those looking for short-term housing. Residents joined the
shelter around 10am and were re-located to an overnight shelter around 5pm to the Arcadia
County Park community room and were provided dinner. Thanks to the quick efforts of law
and fire personnel, no one was injured. The building was deemed uninhabitable and the
American Red Cross was contacted to assist the displaced residents.
DRCS Somogyi announced the Arcadia Firefighters' Association (AFFA) is spearheading
fundraising efforts to provide aid for the families displaced by the fire at the Kenwood
Apartments. All the proceeds will go to the nearly 40 residents affected by the fire. The AFFA
has set up an account for the Fairview Fire Families Fundraiser and is accepting monetary
donations via mail. The Association will work with the American Red Cross to determine the
displaced residents' needs and use that information to decide how the money is distributed.
In addition, on August 14, Matt Denny's Ale House Restaurant will set aside 25 percent of all
proceeds from 11 a.m. to closing for the families affected by the fire.
DRCS Somogyi announced this is the last week for the children's Outdoor Adventure Day
Camp, Concerts in the Park and Movies in the Park. DRCS Somogyi stated the fall Buzz
Brochure is ready and has been mailed to residents. DRCS Somogyi reported on the Senior
Services Division activities. The gift shop had 188 visitors this month with a revenue of $495.
There are three pool tables in the Community Center available Monday through Friday from
7:30am to 4:30pm with 205 seniors playing pool. A billiards tournament will be held on
October 24 from 11:30am-2pm for a $5 fee which includes pizza, drinks and a chance to win
a $25 gift card. A new program takes place on Thursdays at 10:30am, where seniors join a
staff member for a short, leisure walk around the Community Center and surrounding areas.
This month, 56 seniors enjoyed the Walk & Talk program.
DRCS Somogyi reported on the Recreation Services Division. Kid's Night Out in July had 43
participants. The Volunteen Program had 144 volunteers working 300 hours over the summer
at the playgrounds, Wilderness Park for day camp; Concerts and Movies in the Park; and
special events.
II. Financial Statements
DRCS Somogyi referenced the June 2017 Financial Statement. Total expenditures through
June 2017 are $2,980,364 which is 95.9% of the budgeted amount for this fiscal year. The
total fiscal year revenue as of June 2017 is $1,055,471 which is 91.5% of the budgeted
amount.
DRCS Somogyi referenced the June 2017 Park & Recreation Facilities Fund, with an
account balance of $10,020,443.
ADJOURNMENT
Chairperson Cheung adjourned the meeting at 6:40pm to September 13, 2017 at 6:00pm in the
Recreation Conference Room located at 375 Campus Drive, Arcadia.
