RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:00pm in the Recreation
Conference Room.
PLEDGE OF ALLEGIANCE — Commissioner Shivan
ROLL CALL OF COMMISSIONERS
PRESENT: Randy Fowler, Joe Shivan, and Lyn Tom
EXCUSED: Raymond Cheung and Steve Swinney
A motion was made by Commissioner Shivan, seconded by Commissioner Tom and unanimously carried
on roll call vote to excuse Commissioners Cheung and Swinney from this meeting.

REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Fowler reported he visited a few City parks over the past month and is happy to say all is
looking good.
REPORT FROM CITY COUNCIL MEMBER LIAISON — None
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of September 13, 2017
Consent Calendar Item 2.a was tabled at the Regular Meeting of the Recreation and Parks
Commission, November 8, 2017 due to lack of a quorum.
3. REGULAR ITEMS
a. Report from Public Works Services Department
Public Works Services Street Superintendent (PWSSS), Dave Thompson reported the new
landscaping project outside the Recreation Office will be complete next week. Landscaping in
front of the Community Center and on the sides will be the next phase.
b. Report of Director of Recreation and Community Services
Director of Recreation and Community Services (DRCS) Sara Somogyi reported Council
Member Verlato is attending a closed session meeting this evening regarding the possible
transition to a district-based voting system to select its City Council Members, replacing its
current at-large election system.
I. Department Monthly Report
DRCS Somogyi reported on the Senior Services Division activities. Free blood pressure
checks are available every second Tuesday of the month from 10-11:15am. This service is
provided in collaboration with Arcadia Methodist Hospital. The Braille mobile van comes to
the Community Center on a monthly basis to provide an opportunity for people with vision
impairments to utilize specialized equipment from the Braille Institute. The Cancer Support
Group meets the second Tuesday and Wednesday of the month at the Community Center.
Coffee with the Mayor where seniors have the opporunity to listen and chat with the Mayor
about City issues had 23 seniors in attendance. The Knit & Crochet group gathers every
Friday in the lobby of the Community Center to knit, crochet, and socialize with each other.
DRCS Somogyi reported on the Recreation Services Division. The Father Daughter Dance
was held September 29 at the Community Center with over 90 in attendance. The DJ
played great music and the guests enjoyed a catered dinner, candy bar, and a photo
booth. On September 27 the Arcadia Recreation and Community Services Department
hosted the Arcadia Leadership Academy. The Arcadia Leadership Academy is a free,
interactive civic education program for Arcadia residents 18 years and older who are
interested in becoming better acquainted with City operations. Partiripcants started the
night off with a tour of the community center. Everyone enjoyed a short lesson in the Tai-
Chi class and ended the night learning to make pineapple upside down cake. Participants
also learned about the programs, events, and the Recreation and Parks Master Plan.
Commissioner Fowler inquired as to the new ruling allowing girls into the Boy Scouts of
America (BSA) Organization. DRCS Somogyi stated the BSA announced this week they
will begin to integrate girls into the youth organization. Girls will be allowed to join the Cub
Scouts — a Scouting program for those aged 7-12 — next year, while older girls will be
allowed to join the BSA at a later date.
II. Financial Statements
DRCS Somogyi referenced the August 2017 Financial Statement. Total expenditures
through August 2017 are $532,861 which is 16.2% of the budgeted amount for this fiscal
year. The total fiscal year revenue as of August 2017 is $401,211 which is 32.5% of the
budgeted amount.
DRCS Somogyi referenced the August 2017 Park & Recreation Facilities Fund, with an
account balance of $10,118,317. DRCS Somogyi reported staff will soon begin to prioritize
Tier 1 projects of the Parks Master Plan. DRCS Somogyi stated staff is waiting to see
when Measure A funds will be available to the City of Arcadia as this money could be in
addition to the Park and Recreation Facilities Fund for Parks Master Plan projects.

Commissioner Tom adjourned the meeting at 6:25pm to November 8, 2017 at 6:00pm in the Recreation
Conference Room located at 375 Campus Drive, Arcadia.

RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER— Chairperson Cheung called the meeting to order at 6:00pm in the Recreation
Conference Room.

A motion was made by Vice-Chairperson Swinney, seconded by Commissioner Fowler and unanimously
carried on roll call vote to excuse Commissioner Tom from this meeting.

REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Fowler reported he attended the Snow Festival on December 2 and was very impressed
with the addition of the photo booth and Dumbo ride. Commissioner Fowler mentioned he attended Glow
Ball Night at Arcadia Par 3 Golf Course and had a great time. The fee includes the green fee, glow ball
and glow sticks.
Commissioner Shivan stated he and his family had fun at the Santa Breakfast and Snow Festival and the
weather was perfect. Commissioner Shivan thanked the staff for another successful event.
Chairperson Cheung reported he and his family didn't make the Santa Breakfast this year but heard it
was great. They did however attend the Snow Festival in the late morning and really appreciated the
great job done by staff.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Verlato reported she attended the Santa Breakfast on December 2 with her daughter
and they really enjoyed themselves. Council Member Verlato announced the Holiday Market held on
Saturday, December 9 was a great success with over 4,000 attending. This event was put on by the
Downtown Arcadia Improvement Association and included vendors, pictures with Santa, a horse drawn
carriage, live music, and crafts for kids. Council Member Verlato stated the next regular election for City
Council Members for Districts 2, 3, and 5 will take place on Tuesday, April 10, 2018. Nominations for this
election will be taken December 18, 2017 through January 12, 2018. Council Member Verlato stated this
election will be mail-in ballots and must be postmarked by April 10, 2018 or can be dropped off at the City
Clerk's office at City Hall. The next regular election for Districts 1 and 4 will not be until 2020. Council
Member Verlato wishes everyone a happy holiday!

It was moved by Commissioner Shivan, seconded by Vice-Chairiperson Swinney and
unanimously carried on roll call vote to approve Consent Calendar Item 2.a.

b. Approve the Regular Meeting Minutes of October 11, 2017
Tabled to the January 10, 2018 Recreation and Parks Commission Meeting due to lack of a
quorum.
3. REGULAR ITEMS
a. Report from Public Works Services Department
Public Works Services Street Superintendent (PWSSS), Dave Thompson reported the tree
trimming contractor, West Coast Arborist, will begin trimming trees at parks in the southeast
portion of the City in January.
b. Report of Director of Recreation and Community Services
I. Department Monthly Report
Assistant Director of Recreation and Community Services (ADRCS) Ryan Wright reported
on the Senior Services Division activities. "Coffee with the Mayor" had 33 attendees, where
the seniors have the opportunity to listen and chat with the Mayor about City issues and
topics of personal interest. The Mahjong group meets the first, second, and fourth Friday of
the month with an average attendance of 27 participants. The Tech Talk program is very
popular where Volunteens provide assistance for seniors with electronic devices such as
cell phones, tablets, and computers with 23 in attendance. The weekly movies shown
every Wednesday continues to be popular with an average of 240 seniors per month. The
annual Veterans Day Lunch took place on November 3 with a total of 200 individuals
including Veterans, City Council, Senior Commissioners, and seniors enjoying lunch and a
patriotic vocal performance by the Darden Sisters. The Timeless Melodies program
featured a presentation on "Songs from World War II" with 78 seniors in attendance.
ADRCS Wright reported on the Recreation Services Division. The Girls Youth Volleyball
"A", "B" and "C" teams made it to the playoffs in the Pasadena League. The "C" level team
and "A" level team received second place in their respective divisions and the "B" level
team won their division and were crowned the champions. The Kid's Fall Camp held at
Holly Avenue Elementary School from November 20 to 22 had 142 participants registered.
Weekend reservations at Wilderness Park for November totaled 335. Community Center
rentals in November totaled 970.
II. Financial Statements
ADRCS Wright referenced the October 2017 Financial Statement. Total expenditures
through October 2017 are $1,066,831 which is 32.4% of the budgeted amount for this
fiscal year. The total fiscal year revenue as of October 2017 is $550,640 which is 44.7% of
the budgeted amount.
ADRCS Wright referenced the October 2017 Park & Recreation Facilities Fund, with an
account balance of $10,482,146.
ADJOURNMENT
Commissioner Cheung adjourned the meeting at 7:00pm to January 10, 2018 at 6:00pm in the
Recreation Conference Room located at 375 Campus Drive, Arcadia.
