HomeMy WebLinkAbout09/12/2018 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, September 12, 2018 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Swinney called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Commissioner Tom ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney, and Lyn Tom EXCUSED: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Fowler was happy to report he watched a Pickelball game in action at Camino Grove Park and everyone was having fun! Commissioner Fowler recently played golf at Arcadia Par-3 and was very impressed with the overall condition of the course. Commissioner Cheung reported he is excited his son is interested in learning how to play golf and chose Arcadia Par 3 for his lessons. Commissioner Tom reported on a black bear that wandered into her neighborhood over Labor Day weekend. Commissioner Tom stated it was very exciting for family and neighbors to witness the bear especially when authorities tranquilized him so he could be moved to a more appropriate location. Chairperson Swinney reported he attended the last summer Concert and Movies in the Park event on August 9 featuring the Cash Up Front Johnny CashTribute Band and the Lego Ninjago movie. Chairperson Swinney stated he was working as a VIP (Volunteer in Patrol) that night and was impressed with the attendance for both. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member April Verlato reported the City Council adopted the Five Year Homelessness Plan which will address homelessness in Arcadia through several strategic goals. Council Member Verlato announced the Downtown Arcadia Improvement Association (DAIA) has formed a committee to help combat the homelessness in Arcadia as well and will work closely with the Recreation and Community Services Department which is the Homeless Liaison for the City. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of August 8, 2018 It was moved by Commissioner Tom, seconded by Commissioner Cheung and unanimously carried on roll call vote to approve Consent Calendar Item 1.a. AYES: Cheung, Fowler, Shivan, and Tom NOES: None ABSTAIN: Swinney 3. REGULAR ITEMS a. Report from Public Works Services Department Public Works Services Deputy Director (PWSDD) Paul Cranmer reported the current lease is up with American Golf, the company that has leased Arcadia Par-3 Golf Course for over 30 years. Public Works Services sent out a Request for Proposal (RFP) to several management companies. PWSDD Cranmer stated so far they have received many proposals. Director of Recreation and Community Services (DRCS) Sara Somogyi has been working with Public Works Services to sort through the proposals and will be setting up interviews with the chosen providers. PWSDD Cranmer stated once the top three companies have been selected they will bring it to City Council for a study session and approval. Commissioner Cheung noticed patrons smoking at the Arcadia Par 3 golf course and inquired as to the rules. PWSDD Cranmer stated he will look into the matter and report back at the next meeting. PWSDD Cranmer reported Public Works Services will be resurfacing the tennis courts at Hugo Reid and Tierra Verde Parks within the month. PWSDD Cranmer welcomes the Commissioners to check out the recently lined Pickle Ball Courts at Camino Grove Park. DRCS Somogyi announced once the nets, paddles and balls have been received and the proper signage posted, the schedule for Pickle Ball instruction and play will be set. Chairperson Swinney requested Public Works Services check on a Magnolia tree that is encroaching on the signal at the northeast corner of Longden and Santa Anita Avenues. b. Report of Director of Recreation and Community Services I. Department Monthly Report DRCS Somogyi reported the Recreation and Community Services Department is presenting their session for the Arcadia Leadership Academy on Wednesday, September 26, 2018. The Arcadia Leadership Academy is a free, interactive civic education program for Arcadia residents interested in becoming better acquainted with the City's operations and processes. The purpose of the program is to provide an interesting perspective into the workings of Arcadia, to develop civic leadership, and to build a stronger community through well-informed and engaged residents. Participants meet for nine evening sessions (6:30-9:OOpm) covering various aspects of city operations. Each class features a presentation by and discussions with each City department. DRCS Somogyi encourages anyone interested to be a part of the Arcadia Leadership Academy as it is a wonderful program. DRCS Somogyi reported on the Senior Services Division: 24 seniors had their blood pressure checked this month. Free blood pressure checks are available the second Tuesday of the month and are provided in collaboration with Arcadia Methodist Hospital. Over 5,200 seniors take exercise classes each week which help contribute to bone density improvement, increased muscle strength and improved cardio. Coffee with the Mayor takes place the first Tuesday of the month at 9am and had approximately 35 seniors in attendance. Every Wednesday, one of the senior regulars, James Iranfar plays guitar in the lobby area of the Community Center attracting many seniors to sit down and sing along. Mahjong, the very popular Chinese tile game has an average of 112 seniors participating every Friday. The Walk & Talk program held every Thursday continues to grow with 35 seniors participating. The Yuan Chi Dance drop-in exercise program has approximately 90 seniors participating every Tuesday from 1-3pm at the Community Center. DRCS Somogyi reported on the Recreation Services Division. The Summer Fun 'n Play drop-in program ended August 10 with over 500 children participating at Baldwin Stocker and Camino Grove. The School Year Playgrounds Program began August 20 at all six AUSD Elementary Schools and had over 3,400 children in attendance. Summer Day Camp held at Wilderness Park had 960 campers participating in the first two weeks of August. Sports Camp held at Dana Middle School Gym had 710 campers attend in August. The Volunteen Program had 120 teens volunteering at the Summer Teen Zone, Kids Night Out, Day Camp, Fun n' Play, End of Summer Carnival and the Patriotic Picnic. Community Center classes had over 2,500 adults and children registered for summer. There were a total of 5,390 Summer Day Campers served this summer bringing in revenue of $134,750 and a total of 1,380 Sports Campers registered bringing in $34,250 in revenue. DRCS Somogyi reported the total attendance for the Concerts in the Park was 6,031 and the Movies in the Park was 2,992. II. Financial Statements DRCS Somogyi referenced the July 2018 Financial Statement. Total expenditures through July are $230,675 which is 6.9% of the budgeted amount for this fiscal year. The total fiscal year revenue as of July 2018 is $295,999 which is 24% of the budgeted amount. DRCS Somogyi referenced the July 2018 Park & Recreation Facilities Fund, with an account balance of $11,036,689. DRCS Somogyi presented a video highlighting the 2018 summer programs to the Commission. This year the video was made by a Recreation Activity Leader. Pictures were collected throughout the summer by many staff members and put together for this video. The Commissioners watched the video and were very impressed. DRCS Somogyi stated the exceptional Recreation Staff are noticed throughout the City all year long from participants attending programs and special events.
