HomeMy WebLinkAboutRP Minutes: 01/10/2018 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, January 10, 2018 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Commissioner Tom ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney and Lyn Tom SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS All Commissioners wished everyone a Happy New Year! Commissioner Fowler reported Footgolf at Arcadia Par-3 Golf Course was featured in the American Automobile Association (AAA) magazine as one of the few golf courses in the surrounding area that offers this game. Commissioner Fowler inquired as to how Wilderness Park faired through the recent rain storm. Assistant Director of Recreation and Community Services (ADRCS) Ryan Wright stated Wilderness Park is fine with no damage reported. Chairperson Cheung reported he and his family visited Wilderness Park over the holidays with their dog and had a great time. Chairperson Cheung is excited about the upcoming Opening Day Ceremony for American Little League in February. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Verlato wished everyone a Happy New Year! Council Member Verlato reported there are three qualified candidates running in the upcoming election in April for three available seats in Districts 2, 3, and 5 which will be full term of four years. Council Member Verlato stated the nomination period closes Friday, January 12, 2018 at 4:30pm. Council Member Verlato reported there were two home invasion robberies within a 24 hour period recently in Arcadia. Council Member Verlato stated there were three suspects in both robberies and the case is currently under investigation. Council Member Verlato stressed the importance of safety and awareness in protecting yourselves and your home. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of October 11, 2017 It was moved by Commissioner Tom, seconded by Commissioner Fowler and unanimously carried on roll call vote to approve Consent Calendar Item 1.a. AYES: Fowler, Shivan, and Tom NOES: None ABSTAIN: Cheung and Swinney b. Approve the Regular Meeting Minutes of December 13, 2017 • Vice-Chairperson Swinney made a correction to the Recreation and Parks Comission Minutes of December 13, 2017 under Consent Calendar 2.a. to correct the spelling of his name from Sweeney to Swinney. It was moved by Commissioner Fowler, seconded by Vice-Chairperson Swinney and unanimously carried on roll call vote to approve Consent Calendar Item 2.b. with the noted correction. AYES: Cheung, Fowler, Shivan, Swinney and Tom NOES: None ABSTAIN: None 3. REGULAR ITEMS a. Report from Public Works Services Department Deputy Public Works Services Director (DPWSD) Paul Cranmer reported the tree trimming contractor, West Coast Arborist, will begin trimming trees at parks in the southwest portion of the City by the end of January. DPWSD Cranmer reported Public Works Services Department will be working with the City's landscaping contractor to begin a mulch replacement project on the playground areas at Tripolis Friendship Park and Newcastle Park to be completed by the end of January. b. Report of Director of Recreation and Community Services I. Department Monthly Report ADRCS Wright reported on the Senior Services Division activities. The senior classes which include aerobics, line dancing, strength training, yoga and zumba had 1,279 participants this month. The Gift Shop which provides a venue for senior crafters to sell their creations brought in $1,523. The felt on the three tables in the Billiard room has been replaced and new pool cues have been purchased. The Walk & Talk program happens every Thursday at 10:30am where up to 45 seniors join a staff member for a short, leisure walk around the Community Center and surrounding areas. Every December in collaboration with East San Gabriel Valley Coalition for the Homeless Winter Shelter, department staff put together 25 gift bags full of essentials for those less fortunate in the community. The annual holiday brunch on December 1 was attended by 160 seniors who enjoyed breakfast, dancing and live music. On December 19, 81 senior volunteers were recognized for their time and dedication of the Arcadia Community Center with a special holiday lunch, giveaway, and raffle prizes. ADRCS Wright reported on the Recreation Services Division. Kid's Night Out on December 8 had 38 participants who enjoyed playing games, watching a movie and they also had dinner then made their own dessert. Kid's Winter Camp was held at Baldwin Stocker Elementary School on December 27, 28 and 29 with 95 participants attending. This camp offered the youth a fun way to spend the beginning of their winter break while enjoying fun, games, crafts, snacks and more. The Merit Badge classes held at Wilderness Park offer Boy Scouts to earn badges that help them become an Eagle Scout. There were 121 Boy Scouts enrolled in December. II. Financial Statements ADRCS Wright referenced the November 2017 Financial Statement. Total expenditures through November 2017 are $1,309,128 which is 39.8% of the budgeted amount for this fiscal year. The total fiscal year revenue as of November 2017 is $550,640 which is 44.7% of the budgeted amount. ADRCS Wright stated early registration for summer Outdoor Adventure Day Camp and Sports Camp will begin in spring again this year. ADRCS Wright referenced the November 2017 Park & Recreation Facilities Fund, with an account balance of$10,500,405. ADRCS Wright reported a Resolution for a Land and Water Conservation Grant will go to City Council on Tuesday, January 16 for adoption. ADRCS Wright explained the Land and Water Conservation Fund Program is a competitive grant program that provides matching funds to local governments for the acquisition and development of public outdoor recreation areas. ADRCS Wright stated the Public Works Services and Recreation and Community Services Departments carefully reviewed the application requirements and identified the Fairview Park Improvement Project as best meeting the grant criteria for consideration of funding while also keeping in line with the City's park development goals. The Fairview Park Improvement Project aims to beautify the park with new landscaping, as well as provide new recreation opportunities for park users by adding new children's play equipment and new dog park amenities. Commissioner Fowler inquired as to why the percentage of the revenue under Recreation/fields on the November 2017 Financial Statement is only at 21.4% so far this year. ADRCS Wright explained this is because the organizations are billed at different times during the year so the percentage will change as payments are collected. Commissioner Fowler inquired about the Floretta Lauber Museum Education Center (FLMEC). ADRCS Wright explained the FLMEC was built in June 2014 and serves as a multi- purpose building shared between Library and Museum Services and the Recreation and Community Services Department for classes, meetings, and programs. Council Member Verlato inquired about the $2,066 line item in the Parks and Recreational Facilities Fund for December 31, 2017 under "Parks Master Plan". ADRCS Wright explained this is the last payment made to ICG, Inc., the consultant for the Recreation and Parks Master Plan in July 2017 . ADJOURNMENT Commissioner Cheung adjourned the meeting at 7:00pm to February 14, 2018 at 6:00pm in the Recreation Conference Room located at 375 Campus Drive, Arcadia.
