RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:00pm in the Recreation
Conference Room.

1. PUBLIC COMMENTS - None
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Fowler noticed the renovation of the clubhouse at the Arcadia Par-3 Golf Course. Deputy
Public Works Services Director (DPWSD) Paul Cranmer reported the renovation consists primarily of
aesthetic upgrades to the existing structures of the Club House, Pro Shop and Office. Director of
Recreation and Community Services (DRCS) Sara Somogyi stated when the renovation is complete the
Recreation and Community Services Department will resume having classes at the Arcadia Par-3 such as
Mommy and Me and art. Commissioner Fowler attended the Opening Day Ceremony for Arcadia National
Little League on February 10 and was very impressed with a fly over of a vintage biplane as well as an
appearance from former Los Angeles Dodger, Ken Landreaux.
Vice-Chairperson Swinney reported he was unable to attend the Opening Day Ceremony for Arcadia
National Little League however, he will be able to attend the Opening Day Ceremony for Arcadia
American Little League on February 24, as he will already be there training volunteers to work in the
snack shack.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Verlato reported City Council has voted to put together a Citizen's Committee (AdHoc)
to review the City's long-term financial outlook for Fiscal Year (FY) 2018-19 before there is a deficit.
Council Member Verlato stated the expected deficit for FY 2018-19 will most likely be a result of the cost
of the City's pension plan payment going up at a faster rate than the increase to the Utilities User Tax and
Sales Tax. Council Member Verlato stated if any Commissioner with a financial background is interested
in being on the Citizen's Committee to contact DRCS Somogyi and she will help with further assisting
you. Council Member Verlato announced the Arcadia Public Library will soon be accepting applications
for new passports to include a having your picture taken and renewing passports for minor children.
Adults can renew their passports by mail only. Council Member Verlato reported City Council is in the
process of adopting a new Policies and Procedures Manual for First Transit, the new company that has
taken over the Dial-A-Ride service for senior Arcadia residents. Council Member Verlato stated a possible
new procedure would be taking seniors to doctor's appointments outside of the City limits. Council
Member Verlato stated the manual is still under review.
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of January 10, 2018
It was moved by Vice-Chairperson Swinney, seconded by Commissioner Tom and
unanimously carried on roll call vote to approve Consent Calendar Item 1.a.

3. REGULAR ITEMS
a. Report from Public Works Services Department
DPWSD Cranmer reported the City is hosting a Mulch Giveaway on Saturday, April 21 and 28
from 8am-1 pm at the Arcadia Public Library West Parking Lot. This service is free to Arcadia
residents and they should bring a shovel and boxes or containers to hold the mulch.
b. Budget Recommendation for Park Projects
DRCS Somogyi distributed a list of Park Project Recommendations based on the priorities
from the Recreation and Parks Master Plan to make recommendations in the budget for the
next five years. DRCS Somogyi reported, as mentioned in the last meeting, the City applied
for the Land and Water Conservation Matching Grant for the Fairview Park Improvement
Project for approximately $568,000. DRCS Somogyi stated if the grant is approved then the
design build project would be first on the list and complete within one year. DRCS Somogyi
discussed the remaining projects: a new fire pit at Wilderness Park at a project cost of $2,500;
the renovation of Eisenhowever Memorial Park, except for the Dog Park at a project cost of
$5,900,000 to begin construction in 2019; renovation of the Community Center kitchen to
include all new equipment at a project cost of $270,000, to be complete in 2019; resurfacing of
three tennis courts at Hugo Reid Park at a project cost of $40,000 to be complete in 2019;
resurfacing of two tennis courts at Tierra Verde Park at a project cost of $20,000; total
renovation of Newcastle Park at a project cost of $3,100,000 to begin construction in 2020-21;
renovation of the restrooms and concessions at Bonita Park at a project cost of $510,000 to be
complete in 2020-21; new bleachers with shade at Londgen, Hugo Reid, and Bonita Parks at a
total project cost of $274,000 to be complete in 2021-22; and finally the addition of a
Americans Disability Act (ADA) lighted walking trail at Arcadia County Park at a project cost of
$350,000 to be complete in 2022-23. After discussion, it was moved by Commissioner Tom,
seconded by Vice-Chairperson Swinney and unanimously carried on roll call vote to approve
the Park Project Recommendations list as presented.

b. Report of Director of Recreation and Community Services
I. Department Monthly Report
DRCS Somogyi reported on the Senior Services Division activities. The senior breakfast
program offers coffee and pastries in the lobby of the Community Center with 120 seniors
participating. 192 seniors gathered this month to play bridge which provides friendly
competition, socialization, and cognitive stimulation. Classes which include aerobics, line
dancing, strength training, yoga and zumba had 2,655 participants this month. 372 seniors
participated in the drop-in programs this month which includes watching television,
listening to guitar and a sing along, playing cards, dominoes, and enjoying the free Wi-Fi.
The senior dances are held on the first, third and fifth Mondays of the month and had 151
seniors attending this month. The felt on the three tables in the Billiards room has been
replaced and new pool cues have been purchased. The Walk & Talk program happens
every Thursday at 10:30am where up to 21 seniors join a staff member for a short, leisure
walk around the Community Center and surrounding areas. Every month, in collaboration
with Methdist Hospital, different doctors give a presentation at the Community Center.
• This month, Dr. Yuh discussed the symptoms and treatments for Kidney Stones. Friday,
January 12, 132 participants enjoyed breakfast, 10 games of Bingo and the chance to win
gift cards. Friday, January 12 at 7:30am was the first day of registration for the Arcadia
Chinese Association and Senior Services Chinese New Year Lunch. The event was sold
out the following Monday morning with 240 tickets purchased to celebrate the Year of the
Dog.
DRCS Somogyi reported on the Recreation Services Division. The School Year
Playground Program runs through Friday, June 1 at all six Arcadia Unified School District
(AUSD) Elementary Schools from end of the school day to 4:30pm. January's attendance
was up with 6,474 students enrolled compared to last year at this time of 5,317 students.
Kid's Night Out on January 12 had 34 participants who enjoyed playing games, watching a
movie and they also had dinner then made their own dessert. Kid's Winter Camp was held
at Baldwin Stocker Elementary School on January 3-5 with 155 participants attending. This
camp offered the youth a fun way to spend the second week of their winter break while
enjoying fun, games, crafts, snacks and more. Classes offered at the Community Center
had 2,179 participanting this month. Wilderness Park drop in public use attendance on
weekdays was 612 this month. The Community Center rentals attendance to non-profit
groups on the weekends was 820.
II. Financial Statements
DRCS Somogyi referenced the December 2017 Financial Statement. Total expenditures
through December 2017 are $1,524,206 which is 46.2% of the budgeted amount for this
fiscal year. The total fiscal year revenue as of December 2017 is $668,661 which is 54.3%
of the budgeted amount.
DRCS Somogyi referenced the December 2017 Park & Recreation Facilities Fund, with an
account balance of $10,578,674.

Commissioner Cheung adjourned the meeting at 6:44pm to March 14, 2018 at 6:00pm in the Recreation
Conference Room located at 375 Campus Drive, Arcadia.
