HomeMy WebLinkAboutRP Minutes: 03/14/2018 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, March 14, 2018 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Senior Administrative Assistant, Toni McKiernan ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Joe Shivan, Steve Swinney and Lyn Tom EXCUSED: Randy Fowler A motion was made by Vice-Chairperson Swinney, seconded by Commissioner Tom and unanimously carried on roll call vote to excuse Commissioner Fowler from this meeting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Vice-Chairperson Swinney announced he will be leading the Pledge of Allegiance at the next City Council Meeting honoring his service to the community and Nation. Vice-Chairperson Swinney reported both snack shacks at Windsor Field for Arcadia American Little League and Baldwin_.Sfocker,for Arcadia National Little League are up and running. Chairperson Cheung reported he and his family enjoyed the Opening Day Ceremony for Arcadia American Little League on February 24. Chairperson Cheung announced he has already signed his sons up for a couple of weeks of Outdoor Adventure Day Camp this summer and is excited about the Specialty Camps. Commissioner Shivan announced his son is participating in three events today in the All City Track and Field Meet at Arcadia High School. Commissioner Shivan reported he will not be able to attend the Silver Circle Dinner on April 2, as he will be on vacation with his family for spring break. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Verlato reported City Council is considering adopting Resolution No. 7208 supporting the Reducing Crime and Keeping California Safe Act (the "Act") of 2018. Council Member explained the "Act" seeks to address the unintended consequences of Assembly Bill (AB) 109, Proposition 47, and Proposition 57 by increasing opportunities for rehabilitation while lowering recidivism and incarceration rates. Council Member Verlato stated with the adoption of Resolution No. 7208, the City of Arcadia will join an ever growing coalition of cities and law enforcement agencies supporting this initiative. Council Member Verlato reported the City Council is also considering adopting Resolution No. 7209 opposing Senate Bill (SB) 827, Transit Rich Housing Bonus Legislation; and authorize the Mayor to send a letter to the City's legislative delegation in Sacramento to vote in opposition of said legislation. Council Member Verlato reported SB 827 exempts a development in a "transit-rich housing zone" from local ordinances that limit maximum residential density, maximum floor area ratio, and minimum parking spaces. Council Member Verlato stated if SB 827 is adopted, the City would have no control over the development pattern in its transit corridors and the Downtown area, which could significantly change the character of the City. Council Member Verlato reported the City released a draft Historic Preservation Ordinance for public review and comment. Council Member Verlato stated the intended purpose of this Ordinance is to provide a framework to protect certain structures and resources that are important to the heritage or history of the City. Council Member Verlato explained following its release, however, a number of questions were raised by the public regarding the draft Ordinance. As a result, the City has developed an Historic Preservation Fact Sheet which is intended to be a resource for residents. Council Member Verlato stated the Fact Sheet contains requently asked questions and answers, provides a broad overview of the City's ongoing community-based process and summarizes the public comments the City has received on the Ordinance. Council Member Verlato stated the Ordinance has not been adopted and there is currently no timeframe to do so. Council Member Verlato stated there will be additional opportunities for the public to review and comment on the draft Ordinance and the merits of Historic Preservation. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of February 14, 2018 It was moved by Commissioner Tom, seconded by Vice-Chairperson Swinney, and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Cheung, Shivan, Swinney and Tom NOES: None ABSTAIN: Fowler 3. REGULAR ITEMS a. Report from Public Works Services Department Deputy Public Works Services Director (DPWSD) Paul Cranmer reported resurfacing of the tennis courts at Camino Grove and Bicentennial Parks will begin in April. Director of Recreation and Community Services (DRCS) Sara Somogyi announced striping for the game Pickleball will be done at the same time of the resurfacing but only at Camino Grove Park. DRCS Somogyi reported once the striping is complete the Recreation and Commuity Services Department is looking into having pickleball instruction in the near future. DPWSD Cranmer reported the City is hosting a Mulch Giveaway on Saturday, April 21 and 28 from 8am-1 pm at the Arcadia Public Library's West Parking Lot. This service is free to Arcadia residents and they should bring a shovel and boxes or containers to hold the mulch. b. Report of Director of Recreation and Community Services DRCS Somogyi announced the 2018 Silver Circle Volunteer and Commissioners Recognition Dinner will be held Monday, April 2 at the Embassy Suites in Arcadia. DRCS Somogyi hopes all Commissioners can attend this special event honoring all the time and hard work they have put in over the last year. DRCS Somogyi congratulated Mary Hansen, 2018 Senior of the Year. Over the past 46 years Mary has volunteered in many capacities ranging form board member to President for many Arcadia organizations. Mary Hansen has also made many generous contributions to the Arcadia Rotary Veterans Memorial and to the Arcadia Police Foundation to assist with the purchase of K-9 Officer Zoli. Mary Hansen will be recognized for her accomplishments on May 8, at the Arcadia Rotary Salute to Seniors Luncheon. DRCS Somogyi announced Arcadia Transit now has an App available for your phone where one can gather information on routes, schedules, bus arrival updates, and track bus locations. DRCS Somogyi announced the Recreation and Community Services Department is the Homeless Liaison for the City of Arcadia and the Measure H Grant. DRCS Somogyi explained Measure H raised Los Angeles sales tax by a quarter of a percent for 10 years to fund a variety of services for homeless people on a large and comprehensive scale County-wide. Following the approval of Measure H, the County Supervisors approved planning grant funding available to cities to develop more specific plans to address the homeless issue. DRCS Somogyi stated the City applied for this funding and was awarded $30,000 to use as a planning grant to develop Arcadia's Homelessness Plan. DRCS Somogyi reported stakeholders interviews were held today in the Recreation conference room to receive input from City Staff, City Officials, and Community Members. I. Department Monthly Report DRCS Somogyi reported on the Senior Services Division activities. Classes which include aerobics, line dancing, strength training, yoga and zumba had 3,460 participants this month. "Coffee with the Mayor" had 24 attendees, where the seniors have the opportunity to listen and chat with the Mayor about City issues and topics of personal interest. A group of approximately 24 seniors gather every Friday in the lobby to knit, crochet, and socialize with each other. The Tech Talk program is very popular where Volunteens provide assistance for seniors with electronic devices such as cell phones, tablets, and computers with 29 in attendance. The Walk & Talk program happens every Thursday at 10:30am where up to 25 seniors join staff for a short, leisure walk around the Community Center and surrounding areas. Every month, in collaboration with Methdist Hospital, different doctors give a presentation at the Community Center. This month, Dr. Grace Huang discussed the differences in symptoms and new treatments for heart attacks. On Thursdays and Fridays in February, American Association of Retired Persons (AARP) Tax Aide volunteers assisted 181 seniors in need of income tax filing. On February 9, in collaboration with Arcadia Chinese Association, 290 seniors celebrated Chinese New Year. The room was filled with red and gold decorations and everyone was served a traditional Chinese meal while enjoying a variety of excellent entertainment. DRCS Somogyi reported on the Recreation Services Division. The School Year Playground Program runs through Friday, June 1 at all six Arcadia Unified School District (AUSD) Elementary Schools from end of the school day to 4:30pm. February's attendance was up with 6,835 students enrolled compared to last year at this time of 5,045 students. Kid's Night Out on February 9 had 49 participants who enjoyed playing games, watching a movie, and they also had dinner then made their own dessert. The Adult Basketball League has 37 teams in the Sunday League competing in six divisions. Classes are offered to the community at the Floretta K. Lauber Museum Education Center, a joint use facility with the Gilb Museum of Arcadia Heritage serving over 222 adults participating in guzhang, sewing and strength training. II. Financial Statements DRCS Somogyi referenced the January 2018 Financial Statement. Total expenditures through January 2018 are $1,723,278 which is 52.2% of the budgeted amount for this fiscal year. The total fiscal year revenue as of January 2018 is $777,015 which is 63.0% of the budgeted amount. DRCS Somogyi referenced the January 2018 Park & Recreation Facilities Fund, with an account balance of $10,653,408. ADJOURNMENT Commissioner Cheung adjourned the meeting at 6:44pm to April 11, 2018 at 6:00pm in the Recreation Conference Room located at 375 Campus Drive, Arcadia.
