RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:00pm in the Recreation
Conference Room.

PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney and Lyn Tom
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None
Assistant Director of Recreation and Community Services (ADRCS) Ryan Wright added two items to the
Recreation and Parks Commission Agenda for April 11, 2018 under Regular Items b. III. Movies in the
Park Date Change and b. IV. Measure A Funding.
It was moved by Commissioner Tom, seconded by Vice-Chairperson Swinney, and unanimously
carried on roll call vote to approve the addition of two items under Regular Items b. III. Movies in
the Park Date Change and b. IV. Measure A Funding.

REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Shivan reported he and his family enjoyed a great spring break vacation to the Redwoods.
Commissioner Shivan was sorry to have missed the Silver Circle Volunteer and Commissioners
Recognition Dinner and hopes to attend next year.
Commissioner Fowler announced he and his wife had a wonderful time once again at the Silver Circle
Volunteer and Commissioners Recognition Dinner and won two prizes. Commissioner Fowler reported
he attended the Egg-stravaganza at Arcadia County Park on March 31. Commissioner Fowler was
amazed at how many participants there were and how fast the egg hunt was over.
Vice-Chairperson Swinney announced he and his wife had a great time at the Silver Circle Volunteer and
Commissioners Recognition Dinner. Vice-Chairperson Swinney stated he was impressed at the total
number hours the volunteers had worked and how it equated to money earned.
Commissioner Tom announced she and her husband always have fun at the Silver Circle Volunteer and
Commissioners Recognition Dinner.
Chairperson Cheung announced he and his wife enjoyed themselves at the Silver Circle Volunteer and
Commissioners Recognition Dinner.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Verlato stated the Silver Circle Volunteer and Commissioner Recognition Dinner was a
great success and is a wonderful event to acknowledge the City of Arcadia's many volunteers. Council
Member Verlato is very appreciative of all the hours the Commissioners and volunteers put in over the
year. Council Member Verlato reported the preliminary numbers are in for 2018's election of Arcadia's
City Council. Council Member Verlato stated in District 2, incumbent candidate Tom Beck is leading
against former Council Member and Mayor Bob Harbicht and in District 5, incumbent candidate Roger
Chandler is leading against first-time candidate Joyce Platt. Council Member Verlato reported after the
election is finished and all the ballots have been counted, the reorganization of the Arcadia City Council
will be held on April 24. There is also a reception prior to the reorganization at 6pm outside the City
Council Chambers. The reception will welcome the new or returning members as they join the City
Council and a new Mayor will be elected.
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of March 14, 2018
Vice-Chairperson Swinney made a correction to the Recreation and Parks Comission Minutes
of March 14, 2018 under Report of Commissioners to correct "both snack shacks at Windsor
Field for Arcadia American Little League and Baldwin Stocker for Arcadia National Little
League are up and running". The correct wordage should be "both snack shacks at Windsor
Field and Baldwin Stocker for Arcadia American Little League are up and running".
It was moved by Commissioner Lyn, seconded by Vice-Chairperson Swinney and
unanimously carried on roll call vote to approve Report of Commissioners with the noted
correction.

3. REGULAR ITEMS
a. Report from Public Works Services Department
Deputy Public Works Services Director (DPWSD) Paul Cranmer announced the City is hosting
a Mulch Giveaway on Saturday, April 21 and 28 from 8am-1 pm at the Arcadia Public Library's
West Parking Lot. This service is free to Arcadia residents and they should bring a shovel and
boxes or containers to hold the mulch. DPWSD Cranmer reported the second phase of
restoration will begin soon on the medians on Hungtington Drive between Baldwin and Holly
Avenues and on Santa Anita Avenue between Foothill Boulevard and Grandview Avenue.
Vice-Chairperson Swinney inquired about the signal on the southeast corner of Longden and
Santa Anita displaying both the "don't walk" red hand for stop and the "walk" white figure
walking at the same time. DPWSD Cranmer will notify Development Services Department to
check it out. Commissioner Fowler inquired as to who is in charge of aerating the greens at
Arcadia Par-3 Golf Course. DPWSD Cranmer stated American Golf Corporation, the company
that leases the land, is in charge of all maintenance of the golf course.
b. Report of Director of Recreation and Community Services
ADRCS Wright announced the 2018 Silver Circle Volunteer and Commissioners Recognition
Dinner was a great event and appreciates all the time and hard work the volunteers have put
in over the last year. ADRCS Wright reported the new landscaping in the front of the
Community Center is now complete with new drought resistant plants, a new irrigation system,
and new concrete slabs to accommodate the American with Disabilities Act (ADA).
I. Department Monthly Report
ADRCS Wright reported on the Senior Services Division activities. 210 seniors gathered
this month to play bridge which provides friendly competition, socialization and cognitive
stimulation. "Coffee with the Mayor" had 25 attendees, where the seniors have the
opportunity to listen and chat with the Mayor about City issues and topics of personal
interest. 86 seniors gathered to play Mahjong, a game of Chinese origin usually played by
four people with 144 tiles. Mahjong meets the first, second, and fourth Friday of the month
at 1pm. The Walk & Talk program happens every Thursday at 10:30am where up to 41
seniors join staff for a short, leisure walk around the Community Center and surrounding
areas. On Thursdays and Fridays in March, American Association of Retired Persons
(AARP) Tax Aide volunteers assisted 336 seniors in need of income tax filing. On March 9,
21 organizations attended the Senior Expo and provided information and giveaways to 252
seniors.
ADRCS Wright reported on the Recreation Services Division. The Adult Basketball
League has 37 teams in the Sunday League competing in six divisions with a total of 860
participants On March 30 over 450 participants and families attended the Par-3 Golf
Course and brought flashights to hunt for eggs in the dark. The hunt was open to middle
school and high school aged participants. Parents also had the opportunity to win prizes
for themselves and their child by participating in contests. On March 31, over 1,200 youth
and families attended the Eggstravaganza held at Arcadia County Park. Mr. Bunny made
a special appearance for photo opportunities. Merit Badge classes held at Wilderness Park
are offered to Boy Scouts to earn badges that help them to reach goals of being an Eagle
Scout with 144 in attendance. Rentals at Wilderness Park for camping on the weekends
for non-profit groups is still very popular with 320 participants for the month.
II. Financial Statements
ADRCS Wright referenced the February 2018 Financial Statement. Total expenditures
through February 2018 are $1,941,144 which is 58.8% of the budgeted amount for this
fiscal year. The total fiscal year revenue as of February 2018 is $830,736 which is 67.4%
of the budgeted amount.
ADRCS Wright referenced the February 2018 Park & Recreation Facilities Fund, with an
account balance of $10,746,836.
III. Movies in the Park
ADRCS Wright reported since 2014, the Recreation and Community Services Department
has partnered with CHOICESS of Arcadia to host a seven-week Movies in the Park
Program on Friday nights on the City Hall Lawn. The program has grown from an average
of 200 in attendance initially to an average of 650 in 2017. ADRCS Wright stated with an
overall attendance of 4,500, attendance at the movies rivals the attendance at the Summer
Concert series. Due to the limited amount of parking on the City Hall site, the Recreation
Department requested use of the Santa Anita Race Track (SART) to provide parking. Due
to the popularity of 626 Night Market at SART, overflow parking for three out of the seven
movies this year cannot be guaranteed for the Movies in the Park participants. ADRCS
Wright reported in the past CHOICESS of Arcadia has contributed approximately $11,000
towards movie equipment rentals and licensing fees. ADRCS Wright stated CHOICESS is
not in favor of combining the Concerts and Movies to Thursday nights although this is
staff's recommendation. As a result, it is requested that the financial contribution provided
by CHOICESS now be funded by the City. ADRCS Wright stated the Recreation and
Community Services Department recommends the Movies in the Park move to Thursday
nights following the Concert program to improve parking and create a full evening of
entertainment.
It was moved by Commissioner Lyn, seconded by Vice-Chairperson Swinney and
unanimously carried on roll call vote to recommend to City Council that Movies in the Park
are moved to Thursday nights and to appropriate $11,000 to fund the event.

IV. Measure A Funding
ADRCS Wright reported the required Safe, Clean Neighborhood Parks, Open Space,
Beaches, Rivers Protection, and Water Conservation Measure (Measure A) Grant
Guidelines Procedures and Policies will go to the Board of Supervisors (BOS) for approval
in August 2018. ADRCS Wright explained the online enrollment portal would be launched
directly following BOS adoption of the recommendations and the disbursing of the first
Measure A annual allocation funds would be in late fall 2018. ADRCS Wright stated
community update meetings will be scheduled in May and June 2018. The community
meetings will provide the general public with an overview of Measure A and cover the
expenditure plan, timeline for fund availability, and future opportunities for public
participation with their local park agency. ADRCS Wright reported litigation of Measure A's
Special Ta)i is ongoing. ADRCS Wright stated the Los Angeles County Regional Park and
Open Space District (RPOSD) prevailed at trial court and the plaintiff's appeal is now
underway. Until the litigation is complete, most cities will delay applications for funding in
order to avoid potential reimbursement of grant funding.

Commissioner Cheung adjourned the meeting at 6:44pm to May 9, 2018 at 6:00pm in the Recreation
Conference Room located at 375 Campus Drive, Arcadia.
