HomeMy WebLinkAboutRP Minutes: 05/09/2018 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, May 9, 2018 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER— Chairperson Cheung called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Comissioner Lyn Tom ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney and Lyn Tom SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Cheung stated he attended the Arcadia American Little League Casino Night at the Community Center on Friday, May 4 and had a great time. Chairperson Cheung reported he is sorry he missed the Community Bike Ride on May 5, as his son had a baseball game. Commissioner Fowler reported he is sorry he missed the Community Bike Ride and Pancake Breakfast however he did fly over the area on a private plane and from what he could see there was a big crowd for both events. Commissioner Fowler stated he participated in the Mulch Giveaway on Saturday, April 28 at the Arcadia Public Library's West Parking Lot and was impressed with the organization of the event. Commissioner Fowler announced he will be applying to renew his term as a Recreation and Parks Commissioner. Commissioner Shivan reported he and his family enjoyed the Community Bike Ride on Saturday, May 5 starting at the Community Center then afterwards attended the Arcadia Firefighter's Pancake Breakfast held at Fire Station 106. Vice-Chairperson Swinney announced he is looking forward to the Concerts and Movies in the Park this summer as he will be volunteering as an Arcadia Police Department VIP for the first time at these events. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of April 11, 2018 It was moved by Commissioner Tom, seconded by Vice-Chairperson Swinney and unanimously carried on roll call vote to approve Consent Calendar Item 1.a. AYES: Cheung, Fowler, Shivan, Swinney and Tom NOES: None ABSTAIN: None 3. REGULAR ITEMS a. Report from Public Works Services Department Director of Recreation and Community Services (DRCS) Sara Somogyi reported for Deputy Public Works Services Director (DPWSD) Paul Cranmer in his absence. DRCS Somogyi reported a $20,000 donation was made to the Arcadia Rotary Club and in turn donated to the City of Arcadia for a War Memorial to be built outside the Arcadia Community Center. The Public Works Services Department is preparing the area for the contractors to assist with the installation of the War Memorial which will consist of granite slabs, one for each branch of the military. DRCS Somogyi reported the issue regarding the signal on the southeast corner of Longden and Santa Anita displaying both the "don't walk" red hand for stop and the "walk" white figure walking at the same time to the City's Traffic Engineer and will report back with an update. b. Report of Director of Recreation and Community Services I. Department Monthly Report DRCS Somogyi reported on the Senior Services Division activities. Classes which include aerobics, line dancing, strength training, yoga and zumba had 2,696 participants this month. "Coffee with the Mayor" had 25 attendees, where the seniors have the opportunity to listen and chat with the Mayor about City issues and topics of personal interest. Mayor Peter Amundson will run the June "Coffee with the Mayor" until a new Mayor is elected. The Gift Shop which provides a venue for senior crafters to sell their creations brought in $1,026. 59 seniors gathered to play Mahjong, a game of Chinese origin usually played by four people with 144 tiles. Mahjong meets the first, second, and fourth Friday of the month at 1pm. The Senior Nutrition Program provided 1,840 seniors a nutritious meal Monday through Friday in May. The Tech Talk program is very popular where Volunteens provide assistance for seniors with electronic devices such as cell phones, tablets, and computers with 27 in attendance. On Thursdays and Fridays in March, American Association of Retired Persons (AARP) Tax Aide volunteers assisted 225 seniors in need of income tax filing. Every other month, a themed Bunco event is held. This month, 56 participants enjoyed playing a carnival themed Bunco, snacks, and a raffle. 150 seniors dressed up for Spring Fling, an Evening in Paris. This Paris themed evening event featured dinner, dancing, a photo booth, and more! DRCS Somogyi reported on the Recreation Services Division. The School Year Playground Program runs through Friday, June 1 at all six Arcadia Unified School District (AUSD) Elementary Schools from end of the school day to 4:30pm. April's attendance was up with 5,924 students enrolled compared to last year at this time of 4,357 students. The Adult Basketball League has 37 teams in the Sunday League competing in six divisions with a total of 1,344 participants. The Spring Kid's Camp took place during Spring Break week at Baldwin Stocker Elementary School with 189 participants. Classes are offered to the community at the Dana Middle School Gym, the Community Center, the Floretta K. Lauber Museum Education Center, and off-site locations including multiple tennis courts, Par 3 Golf Course, art and music studios. Merit Badge classes held at Wilderness Park are offered to Scouts to earn badges that help them to reach goals of being an Eagle Scout with 45 in attendance. DRCS Somogyi announced the Concerts and Movies in the Park Series will both be held Thursday nights beginning on June 28. DRCS Somogyi reported there is a change in the movie schedule as published in the summer Buzz: COCO will be shown on Thursday, July 19 and Beauty and the Beast will be shown on Thursday, July 12 due to a licensing issue. DRCS Somogyi distributed a diagram of the dimensions of a Pickleball Court and a picture of the paddle and balls for reference. DRCS Somogyi reported the tennis courts at Camino Grove Park will be restriped soon and Public Works Services will stripe for Pickleball Courts at the same time. DRCS Somogyi reported once the striping is complete the Recreation Department is looking into offering Pickle Ball instruction in the near future. II. Financial Statements DRCS Somogyi referenced the March 2018 Financial Statement. Total expenditures through March 2018 are $2,262,215 which is 68.5% of the budgeted amount for this fiscal year. The total fiscal year revenue as of March 2018 is $961,258 which is 78.0% of the budgeted amount. DRCS Somogyi referenced the March 2018 Park & Recreation Facilities Fund, with an account balance of$10,807,951. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Coffee and pastries are available in the lobby of the Community Breakfast Center. Patrons can enjoy an early morning snack to start their 180 day while socializing with friends. Free blood pressure checks are available the second Tuesday Blood Pressure of the month from 10-11:15am. This service is provided in 22 collaboration with Arcadia Methodist Hospital. _ The Braille mobile van comes to the Community Center on a Braille Mobile monthly basis to provide an opportunity for people with vision 6 Van impairments to utilize specialized equipment from the Braille Institute. Each week, seniors gather to play bridge. Bridge is a leisure Bridge card game providing friendly competition, socialization, and 312 cognitive stimulation. Exercise plays a vital role in a seniors health and well being. Class offerings include aerobics, line dancing, strength training, Classes yoga, and zumba. These courses contribute to bone density 3,819 improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. Coffee with the Seniors have the opportunity to listen and chat with the Mayor 25 Mayor about City issues and topics of personal interest. Drop-in Participants watch television, listen to guitar and sing along, 399 Programs play cards, dominoes, and enjoy free Wi-Fi. The gift shop provides a venue for senior crafters to sell their 298 Visitors Gift Shop creations and allows the community to purchase one-of-a-kind Monthly Revenue items at a great price. $1,471 HICAP (Health Insurance Counseling and Medicare Program) HICAP provides peer counseling through a trained Medicare advocate 1 on Medicare, Medi-Cal, and other benefits issues.
