RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Swinney called the meeting to order at 6:00pm in the Recreation
Conference Room.

1. PUBLIC COMMENTS - None
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioners Cheung, Shivan, Swinney and Tom attended the Silver Circle Dinner on March 28, 2019
and reported they all had a wonderful time.
Commissioner Fowler stated he was sorry he missed the Silver Circle Dinner this year.
Commissioner Swinney reported he will be volunteering at the Eggstravaganza on Saturday, April 20,
2019.
REPORT FROM CITY COUNCIL MEMBER LIAISON — None
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of March 13, 2019
It was moved by Commissioner Shivan, seconded by Commissioner Cheung and unanimously
carried on roll call vote to approve Consent Calendar Item 2.a.
AYES: Cheung, Shivan, Swinney, and Tom

3. REGULAR ITEMS
a. Report from Public Works Services Department
Deputy Public Works Services Director (DPWSD) Paul Cranmer reported on the Eisenhower Memorial
Park Project. DPWSD Cranmer stated the City held a mandatory pre-bid meeting on April 9 with nine
different companies in attendance. The proposals are due April 23 and the top four will be chosen for
interviews on April 30. DPWSD Cranmer reported the contract will be awarded for the project at the May
21 City Council Meeting. The Design Build Project phase will begin in June with construction following in
July through January. DPWSD Cranmer reported the project should be complete in time for the 2020
opening day ceremony for Arcadia Santa Anita Little League. DPWSD Cranmer announced the summer
watering schedule begins on May 1 and lasts through October 31. The allowed watering days are
Tuesdays, Thursdays, and Saturdays, before 9:00 a.m. or after 6:00 p.m. DPWSD Cranmer reported
about the Wyland Mayor's Challenge for water conservation. This event is with the Wyland Foundation
and spans from April 1-30. Communities are encouraged to make a pledge online to save water and
energy in April and see their city's ranking compared to other cities of similar population sizes. Residents
living or working in Arcadia can take the pledge online. The pledge itself is educational and tells you how
much energy and/or water is saved if you pledge to do certain actions; i.e. fixing leaks, turning off lights,
etc. DPWSD Cranmer announced the Mulch Give Away Program will be held on April 13 and May 11 at
the Arcadia Public Library west parking lot. First come first served while supplies last.
b. Report of Director of Recreation and Community Services
Director of Recreation and Community Services Sara Somogyi (DRCS) thanked everyone for
volunteering their time serving as a Commissioner and attending the Silver Circle Dinner
dedicated to all City volunteers.
I. Department Monthly Report
DRCS Somogyi reported on the Senior Services Division: Coffee with the Mayor had 31
seniors attending and are given the opportunity to listen and chat with Mayor Tay about
City issues. This was the last Coffee with the Mayor for Mayor Tay as a new Mayor will be
elected at the next City Council Meeting. The Arcadia Fire Department applied for a grant
with Partners in Care Foundation and for the first time offered a free, eight-week course on
Managing Concerns about Falling at the Community Center. The Matter of Balance class
was held every Wednesday for two hours in February and March. Mahjong, the very
popular Chinese tile game had 81 seniors participating on Fridays in March. Table Tennis
continues to be popular, is available Monday-Friday, from 10:30am-3:30pm and provided
160 seniors the opportunity to drop in and play to gain exercise and socialization. Every
month, a City Council Member introduces seniors to a restaurant in Arcadia. This month
participants had lunch at Holy Crab with 21 seniors attending. On Thursdays and Fridays,
Association for the Advancement of Retired People (AARP) Tax Aide Volunteers assisted
289 seniors in need of income tax filing assistance.
DRCS Somogyi reported on the Recreation Services Division. Kid's Night Out was held
on March 8 with 52 enrolled in the Jersey Night themed evening. The annual Track& Field
Meet held on Wednesday, March 13 for Elementary aged participants and on Wednesday,
March 20 for middle school aged participants was a success with over 500 individuals at
each event.
II. Financial Statements
DRCS Somogyi referenced the February 2019 Financial Statement. Total expenditures
through February 2019 are $1,978,360 which is 58.9% of the budgeted amount for this
fiscal year. The total fiscal year revenue as of February 2019 is $895,852 which is 72.5%
of the budgeted amount. DRCS Somogyi referenced the February 2019 Park & Recreation
Facilities Fund, with an account balance of$11,448,305.
c. Community Update on Information on Local Measure A
DRCS Somogyi reported on the Community Update on Measure A with a powerpoint
presentation. DRCS Somogyi explained Measure A is a local'/.cent sales tax measure placed
on the June 4, 2019 ballot to maintain services identified as important by the public such as
911 emergency response times, police and fire protection and street/road repair.
ADJOURNMENT
Chairperson Swinney adjourned the meeting at 6:40pm to May 8, 2019 in the Recreation Conference
Room located at 375 Campus Drive, Arcadia.
