HomeMy WebLinkAboutRP Minutes: 02/13/2019 RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES Wednesday, February 13, 2019 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Swinney called the meeting to order at 6:00pm in the Recreation Conference Room. PLEDGE OF ALLEGIANCE — Commissioner Cheung ROLL CALL OF COMMISSIONERS PRESENT: Raymond Cheung, Randy Fowler, Joe Shivan, Steve Swinney, and Lyn Tom SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Fowler reported he received a mailer at his house regarding coyote management.The intent of the City of Arcadia's Coyote Management Plan is to provide guidance to the community and City staff in response to frequent human/coyote interactions in Arcadia. Commissioner Cheung reported he volunteered on January 22, 2019, for the annual Homeless Count from 8pm to midnight. Commissioner Cheung explained he received on site training to help identify and address the homelessness issue. Commissioner Cheung was designated a section of east Pasadena for his count. Commissioner Cheung stated it was an interesting experience and was glad he participated. Commissioner Cheung inquired as to when the lights at the Civic Center Athletic Field will be fully operational again. Deputy Public Works Services Director (DPWSD) Paul Cranmer reported two transformers were down, parts have been ordered and are expected to arrive tomorrow. DPWSD Cranmer expects the lights to be completely operational by Friday, February 15. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tem Verlato updated the Commission on the Historic Preservation Ordinance (HPO). Mayor Pro Tem Verlato reported the HPO will go before City Council on February 19 and invites the Commission to check out the proposed HPO on the City's website and submit their comments if any as soon as possible. Mayor Pro Tern Verlato reported City Council will consider the proposed ballot initiative for the sales tax increase ($.75 of a cent) at the March 5, 2019 Council Meeting. This sales tax increase was recommended by the Citizen's Financial Advisory Committee (CFAC) and if approved would go in to the City's General Fund. Mayor Pro Tern Verlato stated if the South Coast Air Quality Management District (SCAQMD) pursues a $.50 cent sales tax measure increase before the City of Arcadia does then the City cannot proceed with their tax increase. SCAQMD's tax increase would raise about $1.4 billion each year to pay for clean-air projects such as zero-emission cars, trucks, trains and cargo equipment. Commissioner Shivan inquired about the Clean Power Alliance in which the City of Arcadia will begin phasing electric service to its customers at a cost that is less than or competitive with Southern California Edison. Mayor Pro Tern Verlato reported approximately a year ago, the Clean Power Alliance asked if the City of Arcadia would like to join them. The City accepted with the stipulation that residents could opt out if desired. The program will begin next month. DPWSD Cranmer stated Southern California Edison will continue to meter customers' use of electricity, generate and mail invoices, and maintain the transmission and distribution infrastructure needed to provide electricity to Clean Power Alliance customers. DPWSD Cranmer suggested Commissioner Shivan contact Carmen Masud, Senior Management Analyst in Public Works Services for additional information. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of January 9, 2019 It was moved by Commissioner Shivan, seconded by Commissioner Cheung and unanimously carried on roll call vote to approve Consent Calendar Item 1.a. AYES: Cheung, Fowler, Shivan, and Swinney NOES: None ABSTAIN: Tom 3. REGULAR ITEMS a. Report from Public Works Services Department DPWSD Cranmer reported Phase Two of the landscaping on the front of the Community Center will begin next month. DPWSD Cranmer announced the Mulch Give Away Program will be held on April 13 and May 11 at the Arcadia Public Library west parking lot. First come first served while supplies last. Mayor Pro Tern Verlato inquired as to when water was going to be released into the Santa Anita Wash. DPWSD Cranmer stated Los Angeles County has released some water which is going to Sierra Madre and not Arcadia. Mayor Pro Tern Verlato reported Los Angeles County employees are storing their personal equipment and big water bottles in the wash. DPWSD Cranmer will look into the matter and report back. b. Report of Director of Recreation and Community Services I. Department Monthly Report DPWSD Cranmer reported on the Senior Services Division: Over 3,760 seniors attended classes this last month held at the Community Center and the Floretta K. Lauber Museum Education Center (MEC). Coffee with the Mayor had 32 seniors attending and are given the opportunity to listen and chat with Mayor Sho Tay about City issues. The Monday Dances provide an important social element for senior participants and is very popular with 192 dancers this month. The Senior Nutrition Program provided 1,540 seniors a nutritious meal, an average of 70 served per day. DPWSD Cranmer reported on the Recreation Services Division. The Winter Kid's Camp was held at Holly Avenue and had 197 enrolled for January 2-4. Active adult classes being offered at the Dana Gym, the MEC and Community Center had over 2,700 particiants. DPWSD Cranmer announced there will be a community meeting on the Eisenhower Memorial Park Renovation Project on Thursday, February 28, 2019 at 6pm at the MEC. At this meeting, the City will present construction information on several items including: new, themed playground equipment; lighted perimeter walking path with exercise stations; synthetic turf baseball fields with sporting lights; shaded bleachers; and dog park renovation. DPWSD Cranmer stated City staff will provide information on construction activites, project timeline, and answer questions. II. Financial Statements DPWSD Cranmer referenced the December 2018 Financial Statement. Total expenditures through December are $1,549,208 which is 46.1% of the budgeted amount for this fiscal year. The total fiscal year revenue as of December 2018 is $762,990 which is 61.7% of the budgeted amount. DRCS Somogyi referenced the December 2018 Park & Recreation Facilities Fund, with an account balance of$11,347,128. ADJOURNMENT Chairperson Sweeney adjourned the meeting at 6:50pm to March 13, 2019 in the Recreation Conference Room located at 375 Campus Drive, Arcadia.
