RECREATION AND PARKS COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Swinney called the meeting to order at 6:00pm in the Recreation
Conference Room.

ROLL CALL OF COMMISSIONERS
PRESENT: Randy Fowler, Joe Shivan, and Steve Swinney
EXCUSED: Raymond Cheung and Lyn Tom
A motion was made by Commissioner Fowler, seconded by Commissioner Shivan and unanimously
carried on roll call vote to excuse Commissioners Cheung and Tom.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
1. PUBLIC COMMENTS - None
REPORTS FROM RECREATION AND PARKS COMMISSIONERS
Commissioner Shivan reported he and his family enjoyed the Arcadia Fire Department's Pancake
Breakfast.
Commissioner Fowler reported he also enjoyed the Arcadia Fire Department's Pancake Breakfast and
noticed more people and booths. Commissioner Fowler announced he received his ballot in the mail for
the upcoming election and encourages everyone to vote.
Commissioner Swinney reported he was sorry he missed the Eggstravaganza on Saturday, April 20, at
the Arcadia County Park.
REPORT FROM CITY COUNCIL MEMBER LIAISON —
Council Member Tom Beck is the new liaison for the Recreation and Parks Commission as well as the
Senior Citizens' Commission. Council Member Beck brought a list of the Boards and Commissions each
Council Member represents and each City Department's Organizational Chart for the Commissioners to
review. Council Member Beck reported he attended a Budget Study Session at the May 7, 2019 City
Council meeting. At the meeting, two alternatives were discussed regarding the local 3/4 cent sales tax
increase (Measure A) on the June 4 ballot. Council Member Beck stated if the tax increase passes it will
allow the City to maintain current service levels. If it doesn't pass, potentially there would be a 5% cut
across the board for each department. Council Member Beck reported for Measure A to pass it would
require a simple majority vote from the residents, 50% + one vote.
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of Apil 10, 2019
It was moved by Commissioner Fowler, seconded by Commissioner Shivan and unanimously
carried on roll call vote to approve Consent Calendar Item 2.a.

3. REGULAR ITEMS
a. Report from Public Works Services Department
Deputy Public Works Services Director (DPWSD) Paul Cranmer reported on the Eisenhower Memorial
Park Project. DPWSD Cranmer stated on April 30 three companies were chosen to be interviewed for the
construction contract. DPWSD Cranmer reported the contract will be awarded for the project at the May
21 City Council Meeting. The Design Build Project phase will begin in June with construction following in
July through January. DPWSD Cranmer reported the project should be complete in time for the 2020
opening day ceremony for Arcadia Santa Anita Little League. DPWSD Cranmer announced the Mulch
Give Away Program was held on April 13 and was a great success. The next Mulch Give Away will be
May 11 at the Arcadia Public Library west parking lot. First come first served while supplies last.
b. Report of Director of Recreation and Community Services
Director of Recreation and Community Services Sara Somogyi (DRCS) welcomed Council Member Tom
Beck as the liaison for the Recreation and Parks Commission and looks forward to working with him again.
DRCS Somogyi reported on the Homelessness Program. DRCS Somogyi stated Los Angeles County
denied Arcadia's initial proposal because the homeless point in time count was only 3 individuals but
allowed for a resubmission. They also denied City of South Pasadena's initial proposal because their
homeless point in time count only had 22 individuals. The cities of Arcadia and South Pasadena will
resubmit a multijurisdictional proposal and combine the homeless point in time counts in hopes of
qualifying for funding. DRCS Somogyi reported Arcadia is taking the lead on the homeless grant proposal.
The proposal includes a case manager, motel vouchers, and rapid re-housing. The Case manager will
work 20 hours in Arcadia and 20 hours in South Pasadena providing homeless resources to the
community.
DRCS Somogyi reported Measure A, a local 3/4 cent sales tax increase will be placed on the June 4, 2019
ballot to maintain services identified as important by the public such as 911 emergency response times,
police and fire protection and street/road repair. DRCS Somogyi reported if Measure A does not pass, a
5% cut across the board from each City Department will happen. DRCS Somogyi stated for Recreation,
that means all free programs, special events and one Recreation Coordinator will potentially be cut.
DRCS Somogyi reported a new printing company has been selected for the design and print of the
Peacock Buzz Brochure. Currently, the City has a Professional Services Agreement for Citywide printing
services, (which includes the Peacock Buzz Brochure). That agreement expires in June 2019. In April
2019, City staff sent out a separate Request for Proposal ("RFP") for the Peacock Buzz Design and Print
Services from the citywide printing services instead of including the Peacock Buzz with the rest of the City
printing bid to potentially design and upgrade to full color for the same price with competitive bids. At the
May 7 City Council Meeting, the City Council approved a Professional Services Agreement with the PM
Group, Inc. for the design and print of the Peacock Buzz Brochure. The PM Group will provide full color
cover and full color inside with the same quality paper and will include design services, whereas the
previous contract did not. DRCS Somogyi explained the Peacock Buzz contains Recreation, Library, and
Museum programs, classes, and events and is mailed out quarterly to all Arcadia residents. DRCS
Somogyi announced the newly designed, full color Peacock Buzz Brochure will be available for fall 2019.
DRCS Somogyi reported on the new class specification for a part-time Tram Driver. DRCS Somogyi
explained Recreation and Community Services (RCSD) currently utilizes the Arcadia Transit vehicles for
transportation to local excursions and recreation events in Arcadia throughout the year. By the end of FY
2018-19, Development Services Department (DSD) will purchase new Transit vehicles and will surplus
the old vehicles. To better serve the community and not interrupt the Arcadia Transit services, DSD will
surplus two vehicles to RCSD to use on an intermittent basis. Transit bus operators require special
certifications and qualifications not contained with any existing job classifications; therefore, a new class
specification for Tram Driver was needed. DRCS Somogyi reported on March 14, 2019, the Human
Resources Commission approved the new class specification for the Tram Driver and on May 7, 2019 the
City Council approved the new class specification for Tram Driver (part-time) in RCSD.
I. Department Monthly Report
DRCS Somogyi reported on the Senior Services Division: Join Mayor April Verlato in a
game of Mahjong from 1-3pm at the Community Center one Friday a month. In April there
were 81 participants. The drop in programs include television, cards, dominoes, and free
wifi which had over 326 participants. The gift shop had 209 visitors with a monthly revenue
of $617. A group of 26 seniors gathered this last month to knit, crochet, and socialize with
each other in the lobby. The Notary service is a free program offered every Tuesday and
had eight seniors served. The pool room has three pool tables available Monday through
Friday from 7:30am-4:30pm and had 157 seniors playing. Table Tennis, the new drop-in
progrom is available Monday through Friday from 10:30am-3:30pm had over 154
participating. The Walk & Talk program held every Thursday continues to grow with 27
seniors participating. Yuan Chi Dance is a drop-in exercise program held every Tuesday
with 66 seniors attending. Every month, a non-profit agency presents on seionr topics.
April seminar topics were on Fall Prevention & Home Safety, Keeping Your Brain Healthy,
and the Truth About Pain in Your Head.
DRCS Somogyi reported on the Recreation Services Division. Kid's The School Year
Playgrounds Program began on August 20 at all six AUSD Elementary Schools and had
over 5,453 children in attendance in April. On Friday, April 19, the Annual Great Teen Egg
Hunt held at the Par 3 Golf Course was a great success with over 500 parents and teens
attending. On April 20, the Annual Egg-Stravaganza held at the Arcadia County Park was
had over 1,200 participants and family members in attendance. The Volunteens stuffed
over 12,000 plastic eggs for this event. Off-site classes offered at multiple tennis courts,
Par 3 Golf Course, and art and music studios had over 1,200 people participating.
II. Financial Statements
DRCS Somogyi referenced the March 2019 Financial Statement. Total expenditures
through March 2019 are $2.306,549 which is 68.6% of the budgeted amount for this fiscal
year. The total fiscal year revenue as of March 2019 is $1,064,304 which is 86.1% of the
budgeted amount. DRCS Somogyi referenced the March 2019 Park& Recreation Facilities
Fund, with an account balance of $11,492,130.
ADJOURNMENT
Chairperson Swinney adjourned the meeting at 7:05pm to June 12, 2019 in the Recreation Conference
Room located at 375 Campus Drive, Arcadia.
