SENIOR COMMISSION REGULAR MEETING
CALL TO ORDER - Chairperson Carter called the meeting to order at 4:00pm in the Arcadia
Recreation Conference Room.

ROLL CALL OF COMMISSIONERS
PRESENT: Miriam Carter, John Dickey, Patsy Harbicht, Glynna Harper, Joyce Platt,
Steve Sherman, Angie Slemaker
EXCUSED: Anthony Leung
A motion was made by Commissioner Platt, seconded by Commissioner Slemaker and
unanimously carried to excuse Commissioner Leung.

PUBLIC COMMENTS - None
REPORTS FROM SENIOR CITIZENS COMMISSIONERS
Commissioner Sherman reported the Men's Club is doing well with approximately 17 members
and encourages anyone who likes to play card games or bridge to join the Men's Club. A
special holiday luncheon will be held in December. Ladies are welcome and a light lunch is
served at 11:30am every Monday at the Assistance League. Commissioner Sherman reported
he will not be able to attend the Senior Commission meeting on December 1.
Commissioner Dickey reported he enjoys meeting new people and being involved with the
community. Commissioner Dickey looked into volunteering for the 2017 Senior Games which is
held every year through the Pasadena Senior Center. A motion was made by Commissioner
Dickey, seconded by Commissioner Sherman and unanimously carried on roll call vote to add
the 2017 Senior Games item to the December 1, 2016 agenda. Recreation and Community
Services Director (RCSD) Sara Somogyi suggested there should be more information gathered
before moving forward with this item and should be discussed further.
Commissioner Harper reported the Friendship Club is doing well. Commissioner Harper is
happy to report new members will be joining soon. Commissioner Harper reported the
Friendship Club will have a Thanksgiving luncheon on November 16. The Senior Friendship
Club meets every Wednesday at 11 am at the Assistance League building. The club has pie
day, birthday celebrations, special theme days, guest speakers, and bingo.
Commissioner Platt is happy to report the Arcadia Travelers Club is doing well and there are
many exciting trips coming up. Commissioner Platt reported the extended trips have increased
and in the last few months 50 people have signed up. Commissioner Platt reported guest
speaker Joen Mitchell from the Pasadena Humane Society spoke at the Travelers Meeting on
October 28. Commissioner Platt reported the Christmas Tea and Masters of Harmony trip on
December 4 is still available. The Travelers Club will have a holiday lunch at Clearman's
Northwood Inn in Pasadena in December. Commissioner Platt reported Susan Page was a
guest speaker at the Friendship Club and talked about the Arcadia Travelers Club.
Commissioner Platt reported the 2017 trips are off to a great start. The Amazon.Com
Distribution Center trip went on sale on November 2 and sold out by 10:30am. Commissioner
Platt reported the Travelers Club will be celebrating 35 years, a special celebration will be held
next September.
Commissioner Platt presented questions on behalf of concerned seniors. The first question was
in regards to senior events. Commissioner Platt mentioned seniors are concerned the
Community Center will have fewer events. Recreation Supervisor (RS) Candice Cheung
responded the Community Center will continue to have the same number of ongoing events.
The second question was in regards to event tickets. Seniors would like to know if tickets will
be provided for special events. RS Cheung said staff is looking into options to improve the
ticket process. The third question was in regards to senior volunteers. Commissioner Platt was
informed not all senior volunteers were asked to assist with the Senior Day Camp and the
Fabulous 50's event. RS Cheung stated the senior volunteers who worked at the Senior Day
Camp and the Fabulous 50's event approached staff and asked to volunteer. RS Cheung also
responded we had the same number of staff assist with the event as in the past. The fourth
question was in regards to the budget on senior programs and if there is a budget senior
advisory person. RCSD Somogyi said each fiscal year a budget request is presented to City
Council for approval through the budgeting process which includes senior events. RCSD
Somogyi said the advisory person for seniors would be the Senior Citizens Commission.
Chairperson Carter suggested that senior volunteers should approach staff and be specific on
the events they would like to work.
Commissioner Slemaker reported the Golden Age Club is doing well. Commissioner Slemaker
reported a special birthday celebration was held for Carmela Frontino who is celebrating her
100th birthday. Mayor Tom Beck provided Carmela with a special certificate. Commissioner
Slemaker reported the Golden Age Club will have a Thanksgiving luncheon on November 17.
Commissioner Slemaker asked Mayor Beck about the status on fixing the sidewalks on Baldwin
Avenue. Mayor Tom Beck said the City is looking to allocate money for sidewalks throughout
the City to make sidewalks ADA compliant. The Golden Age Club meets every Thursday at the
Assistance League and their annual dues are $5. The club has pie day, birthday celebrations,
special theme days, and bingo.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Mayor Tom Beck reported the City received a letter from an attorney representing the Chinese
American Equalization Association stating that the City should convert from at-large voting to a
by-district system. Mayor Beck said attorneys are reviewing the letter and taking this matter
very seriously. Mayor Beck reported the City of Arcadia was announced as an Eddy Awards
finalist for most Business-Friendly City by the Los Angeles County Economic Development
Corporation (LAEDC). This is the first time the City has been selected as a finalist for this
award. The winner of the 2016 Eddy Awards will be announced on Thursday, November 10, at
the Beverly Hilton Hotel in Beverly Hills. If the City wins the award, Mayor Beck will provide a
speech on behalf of the City of Arcadia. Mayor Beck reported the next Coffee with the Mayor
will be held on December 6 at 8:30am. Every month seniors get a chance to hear the Mayor's
talk on timely topics and ask questions about issues of personal interest. Mayor Beck reported
the Pasadena Humane Society will bring an adoptable dog to City Council meetings in order to
promote pet adoptions. Mayor Beck reported the City of Arcadia Holiday Tree Lighting
Celebration will be held on Friday, December 2 at the Arcadia Transit Plaza at 5pm. Mayor
Beck reported there will be a transportation meeting on December 6 at 3pm to discuss the
current challenges of the fixed routes and Dial-A-Ride services.
1. CONSENT CALENDAR
a. Approve the regular meeting minutes of October 6, 2016.
It was moved by Commissioner Sherman and seconded by Commissioner Carter carried on roll
call vote to approve consent calendar item 1.a. with the noted correction.
Commissioner Platt reported the Arcadia Travelers has a new computer program. Tom Meikle
has worked over 350 hours free of charge to put a new program together and it is almost
complete.

2. REGULAR ITEMS
a. Staff Presentation
Program Specialist (PS) Pat Lukas from the Recreation and Community Services Department
presented a report on her areas of responsibilities. PS Lukas reported the senior classes yearly
attendance is 35,640 and revenue is $100,913. PS Lukas reported the Community Center
rentals attendance is at 10,561 and revenue is $31,410. The Community Center Gift Shop
opened in 1992. The gift shop average attendance is 3,456 and revenue is $13,160. PS Lukas
reported the Gift Shop has donated $1,420 to Senior Services. PS Lukas reported the
Community Center held its fourth Craft Fair this year and had a total of 250 people in
attendance. PS Lukas reported Monday Dance is held the first, third, and fifth Monday of the
month and has a yearly attendance of 1,886 seniors. Six marriages have resulted from dances.
Free movies are shown every Wednesday at the Community Center and has an attendance of
3,337 this year. Pat Lukas reported she enjoys working for the City of Arcadia and has been
here for 25 years.
b. Report of Recreation Supervisor
I. Report on Activities held in October 2016
Recreation Supervisor (RS) Candice Cheung gave an update on October highlights. Seniors
attended Spooky Bunco on Friday, October 7. There were 48 participants. On October 13, 60
seniors attended the annual Senior Day Camp. Seniors enjoyed food, entertainment and
learned about Australia. On October 19, 30 participants enjoyed and learned about the type of
food Garden Café has to offer. Taste the Town is offered every month where seniors can
explore local restaurants with City Council Member, Sho Tay. On October 31, the Community
Center held a Boo Bash event. There were 90 seniors in attendance and dressed up in
costumes.
II. Report on Activities held in November 2016
RS Cheung reported on November highlights. On November 10, there will be a Veterans Day
Luncheon. Commissioners are invited and encouraged to attend. Council Member Sho Tay
and 30 seniors will Taste the Town of Arcadia and enjoy a pre-selected lunch menu at Imperial
Seafood Restaurant on November 16. On November 22 the Thanksgiving Luncheon will be
held at the Community Center for 150 people.
c. Report of Recreation and Community Services Director
RCSD Somogyi reported the Breeders Cup will be held on Friday, November 4 and Saturday,
November 5 in Arcadia. Breakfast with Santa and Holiday Snow Festival will be held on
Saturday, December 3. Breakfast with Santa tickets are on sale for $10 per person. The Snow
Festival is free to the public. RCSD wished everyone a safe and happy holiday season.
ADJOURNMENT
Chairperson Carter adjourned the meeting at 5:12pm to December 1, 2016 at 4:00pm in the
Arcadia Recreation Conference Room located at 375 Campus Drive, Arcadia.
