ARCADIA CITY COUNCIL
SPECIAL MEETING MINUTES
TUESDAY, AUGUST 6, 2019
CALL TO ORDER - Mayor Verlato called the Special Meeting to order at 5:06 p.m. in the Council
Chamber Conference Room, 240 W. Huntington Drive, Arcadia, California.
ROLL CALL OF CITY COUNCIL MEMBERS
RESENT: Amundson, Beck, Tay, Chandler, and Verlato
ABSENT: None
PUBLIC COMMENTS
Binying Qi, Vice President of the Heilongjiang Business Association, appeared and explained the
reasons why the City of Arcadia should consider a Friendship Agreement between the City of
Arcadia and Donfang City, Hainan Province, China.
STUDY SESSION (OPEN TO THE PUBLIC)
a. Report, discussion and direction concerning the consideration of a draft Friendship Cities
Program Policy and establishing a Friendship City Relationship with Dongfang City,
Hainan Province, China.
Management Analyst Shakarian presented a PowerPoint Presentation.
A motion was made by Mayor Pro Tem Chandler, and seconded by Council Member Beck, to
table the consideration of a draft Friendship Cities Program Policy and establishing a Friendship
City with Dongfang City, Hainan Province, China.
Council Member Tay made a substitute motion to adopt the Friendship Cities Program Policy and
eliminate 6.b from the proposed document. The substitute motion failed for lack of a second.
A roll call vote was taken on the original motion made by Mayor Pro Tem Chandler, which carried
as follows:

NOES: Verlato and Tay

The Study Session ended at 6:00 p.m.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Arcadia Police Civilian Employees Association, et al. v. City of
Arcadia; Unfair Practice Case Nos. LA-CE-847-M and LA-CE-913-M.
b. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Administrative Services Director Hue
Quach, and Assistant City Manager/Development Services Director Jason Kruckeberg
Employee Organizations: Arcadia Public Works Employees Association, Arcadia
Employees Association, Arcadia Police Civilian Employees Association, Arcadia Police
Officers’ Association, Arcadia Firefighters’ Association, and unrepresented employees:
Department Heads, Division Managers, Supervisors, and part-time employees
No reportable action was taken on Closed Session Item (a).
The City Council recessed to the regular City Council meeting, and will recess back into Closed
Session after the regular meeting to continue discussion of Item (b) on the posted agenda.
The Special Meeting ended at 7:00 p.m.

TUESDAY, AUGUST 6, 2019
1. CALL TO ORDER – Mayor Verlato called the regular meeting to order at 7:08 p.m.
2. INVOCATION – Reverend Jolene Cadenbach, Arcadia Congregational Church
3. PLEDGE OF ALLEGIANCE – Girl Scout Troop #2631

PRESENT: Amundson, Beck, Tay, Chandler, and Verlato
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting, the City Council met in a
Special Meeting to conduct a Study Session regarding the consideration of a draft Friendship
Cities Program Policy, and possibly establishing a Friendship City Relationship with Dongfang
City, Hainan Providence, China, and reported that, on motion by Mayor Pro Tem Chandler and a
second by Council Member Beck, the City Council voted 3-2 (Mayor Verlato and Council Member
Tay voting no) to table the matter.
City Attorney Deitsch further announced that the City Council also conducted a Closed Session
to consider Item (a) on the posted agenda, and that no reportable action was taken; he indicated
that the City Council did not complete discussion of Item (b) and that, after the regular meeting,
the City Council will recess back into Closed Session.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto indicated that regarding City Manager Item 11.a, the wrong Assembly
Bill was included as an attachment to the staff report, and that the correct Assembly Bill 626 was
distributed to the City Council prior to the meeting; he further indicated that the City Council had
previously called a public hearing for this meeting regarding 1231 San Carlos Road, and that prior
to the posting of the agenda, the applicant requested that the City Council table this item until
September.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tem Chandler and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PUBLIC COMMENTS
Patricia Araiza, an Arcadia resident, appeared and expressed her concerns regarding the removal
of mature trees and the basketball courts at Eisenhower Park; she also expressed the need for a

safety crosswalk; she indicated that she did not receive notice of the new design of the park; and
stated that she is opposed to the new design.
Chris Lee, from the Epoch Times Media Group, appeared and invited everyone to the Moon
Festival Spectacular on September 7 at the Santa Anita Park.
Andre Yeung, co-founder and President of Fruit for the Homeless, along with two officers of the
organization, appeared and provided information about the non-profit organization; he explained
that the organization’s mission is to harvest fruit from local communities to feed the homeless and
low income families; and encouraged everyone to donate their excess fruit from their trees.
Ruby Aldaco, an Arcadia resident, appeared and expressed her reasons why she is opposed to
the removal of the basketball courts at Eisenhower Park.
Olga Hassler, an Arcadia resident, appeared and expressed her reasons why she is opposed to
the proposed project located at 33-35 W. Huntington Drive.
Eric Aldaco, an Arcadia resident, appeared and also expressed his reasons why he is opposed
to the removal of the basketball courts at Eisenhower Park; and asked the City Council to
reconsider the renovation of the park.
Philip Gonzalez, an Arcadia resident, appeared and expressed his concerns regarding the safety
of the crosswalk and the smoking problem at the park; he asked the City Council to consider
adding traffic lights at the crosswalk, and suggested making that side of the street a no smoking
zone; and he thanked the City Council for the renovation of the park.
Stacy Rudzik, an Arcadia resident, appeared and expressed her concerns regarding the
renovation and design of the dog park at Eisenhower Park , and asked the City Council to keep
the dog park open as long as possible throughout the renovation of the park.
John Fredericks, an Arcadia resident, appeared and also expressed his concerns regarding the
renovation and design of the dog park; and asked the City Council to consider adding a basketball
court to the design of the park.
Dr. Sheng Chang, former Mayor, appeared and addressed his concerns regarding the selection
of Architectural Review Board members, and the circular driveway case; he indicated that with
the amendment of Resolution No. 6770, he feels that more power will be given to the ARB’s ; he
suggested adding a provision to the resolution addressing term limits, and qualifications and feels
that ARB members should be selected by the members of the homeowners association, not the
Homeowners Association Board; and he provided his comments on why he was not surprised the
City lost the circular driveway case
9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Beck thanked the Girl Scouts for leading the Pledge of Allegiance, and asked
everyone to continue sending prayers and best wishes to Carol Libby.
Council Member Tay had no comments.
Mayor Pro Tem Chandler had no comments.

Council Member Amundson indicated that he attended the City’s 116th Birthday celebration, and
the Back to School event sponsored by the Foothill Unity Center; and noted that while he was
recently on vacation in Europe he discovered that many windows are covered up there due to an
historical window tax.
City Clerk Glasco announced that he also attended the City’s 116th Birthday celebration, and
noted that the San Gabriel Valley Mosquito and Vector Control District was also in attendance.
Mayor Verlato thanked the representatives of Fruit for the Homeless for the work they do; she
announced that she also attended the City’s 116th Birthday Celebration; she reminded everyone
that Thursday is the last concert and movie of the summer; she indicated that she hosted “Coffee
with the Mayor”; she indicated that she also attended the Back to School event sponsored by the
Foothill Unity Center, and the National Night Out event at the Police Department; she encouraged
everyone to sign up for the Neighborhood Watch Program; she announced Mahjong with the
Mayor on August 16; she addressed some concerns raised by residents regarding the
Eisenhower Park Improvement Project, and indicated that the removal of 40 trees is to
accommodate additional amenities at the park, and that she understands the concerns raised
regarding removal of the basketball courts.
In response to Mayor Verlato’s inquiries, City Manager Lazzaretto indicated that nothing has been
built yet; that because it is a design-build project, the project can be delayed in order to re-design
the park to include basketball courts, and that there would be an additional cost of about $100,000
per court, and more trees would be lost; he indicated that there are other basketball court facilities
in the area with open and free play, and provided alternatives.
In response to Mayor Verlato’s inquiry, Public Works Services Director Tait indicated that a
basketball court can be added at a cost per court of about $120,000, and that there should not be
that much of a delay in the project.
In response to Council Member Amundson’s inquiry, Public Works Services Director Tait
indicated that more trees and turf would be removed in order to add a basketball court.
In response to Council Member Beck’s comments, City Manager Lazzaretto confirmed that the
basketball courts at Foothill Middle School are behind gates; that the City is currently in
negotiations with the School District regarding joint use agreements that have expired, and that
the City can look into including accessing those basketball courts.
At the request of Mayor Verlato, Mayor Pro Tem Chandler, and Council Member Amundson
concurred that this item be brought back in two weeks for discussion in open session.
10. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of July 16, 2019.
Recommended Action: Approve
b. Resolution No. 7266 acknowledging receipt of a report made by the Fire Chief of the
Arcadia Fire Department regarding the inspection of certain occupancies as required
pursuant to Sections 13146.2 and 13146.3 of the California Health Safety Code.
Recommended Action: Adopt

c. Resolution No. 7271 determining the amount of revenue to be raised from property
taxes for Fiscal Year 2019-20 to pay for the debt service on the 2011 and 2012 General
Obligation Bonds.

d. Purchase Order with Presidio Networked Solutions Group, LLC to perform fire station
and apparatus upgrades related to a new IP-Based CAD System and related mapping
software as required by Verdugo Fire Communications in an amount not to exceed
$53,242.45.
Recommended Action: Waive the Formal Bid Process and Approve
e. Purchase Order with All Star Fire Equipment for structural firefighting coats and pants
in an amount not to exceed $40,000.
Recommended Action: Approve
f. Purchase Order with Superion LLC for Financial System Software Maintenance in an
amount not to exceed $45,000.
Recommended Action: Approve
g. Purchase Order with OverDrive, Inc. for the purchase of electronic books, digital
audiobooks, and digital videos in the amount of $40,000.
Recommended Action: Approve
h. Purchase Order with Daniels Tire Service, Inc. for the purchase of tires and tire related
services for City vehicles in an amount not to exceed $75,000.
Recommended Action: Approve
i. Purchase of ammunition from San Diego Police Equipment Co., Inc. in an amount not
to exceed $112,700.
Recommended Action: Waive the Formal Bid Process and Approve
j. Accept all work performed by GRFCO, Inc. for the Miscellaneous Sewer Main Repair
Project as complete.
Recommended Action: Approve
k. Accept all work performed by Anning-Johnson Company, Inc. for the Orange Grove
Reservoir No. 2 Roof Repair Project as complete.
Recommended Action: Approve
It was moved by Council Member Amundson, seconded by Mayor Pro Tem Chandler, and carried
on a roll call vote to approve Consent Calendar Items 10.a through 10.k.

11. CITY MANAGER
a. Resolution No. 7262 opposing Assembly Bill 377 (Garcia), related to permitting and
regulation of Microenterprise Home Kitchen Operations (“MEHKOs”), unless
amended, and authorize the Mayor to sign a letter of opposition on behalf of the City.
Recommended Action: Adopt
Business License Officer Abeyta presented the staff report.
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Amundson, and carried
on a roll call vote to adopt Resolution No. 7262 opposing Assembly Bill 377 (Garcia), related to
