CONSTRUCTION, INC. FOR THE GUARDRAIL RETROFIT AT ARCADIA
WASH PROJECT AS COMPLETE
Recommendation: Approve
SUMMARY
On March 5, 2019, the City Council approved a contract with R Dependable
Construction, Inc. in the amount of $29,700 for the Guardrail Retrofit at Arcadia Wash
Project. The terms and conditions of this project have been complied with and the work
has been performed to the satisfaction of the Project Manager for a total project cost of
$30,900. This amount reflects the original contract amount of $29,700 plus contract
change orders totaling $1,200, or 4% more than the original contract amount, which is
within the available contingency budget for this project .
It is recommended that the City Council accept all work performed by R Dependable
Construction, Inc. for the Guardrail Retrofit at Arcadia Wash Project as complete, and
authorize the final payment to be made in accordance with the contract documents,
subject to a retention of $1,545.
DISCUSSION
On June 16, 2018, a vehicle traveling westbound on Huntington Drive between
Centennial Way and Holly Avenue lost control and went over the curb and sidewalk.
The vehicle crashed through a chain link fence that separated the sidewalk from the Los
Angeles County Flood Control Channel. The damaged chain link fence was replaced,
but a concern was raised that the fence may not be sufficient to prevent vehicles from
falling into the wash should a similar accident occur.
On March 5, 2019, the City Council approved a contract with R Dependable
Construction, Inc. for the Guardrail Retrofit at Arcadia Wash Project. The work
performed included installing a three-foot, six-inch-tall metal guardrail on the bridge
separating the sidewalk and the wash. A four-foot clearance between the guardrail and
the curb face was maintained to allow sufficient pedestrian access. During the course of

work, it was determined that additional work was needed to level the top of the rail due
to the uneven sidewalk at the project site. This resulted in a change order. Below is the
description of the contract change order.

1. Added (1 LS) – Level out the top of the bridge rail $1,200
Total: $1,200
The change order increased the overall contract amount by $1,200, or 4% more than
the original contract amount. All other terms and conditions of this contract have been
complied with and the work has been performed to the satisfaction of the Project
Manager. R Dependable Construction, Inc. completed the work as defined in the project
plans and specifications in an efficient and timely manner. The 4% change order is
within the limit established by the project and bidding rules.
FISCAL IMPACT
At the February 5, 2019, Council Meeting, as part of the Mid-Year Budget Review, the
City Council approved an appropriation in the amount of $29,700 from the Capital
Outlay Reserve Fund for this work, plus a 10% contingency. This work, including the
change order, is within the budget for this project.
RECOMMENDATION
It is recommended that the City Council accept all work performed by R Dependable
Construction, Inc. for the Guardrail Retrofit at Arcadia Wash Project as complete, and
authorize the final payment to be made in accordance with the contract documents,
subject to a retention of $1,545.
