the Fiscal Year 2018-19 Annual Sewer CCTV Inspections as complete, and authorize
the final payment to be made in accordance with the contract documents, subject to
retention of $1,779.88.
BACKGROUND
In 2006, the State Water Resources Control Board (“SWRCB”) adopted the Waste
Discharge Requirement Program for all public owned sanitary sewer collection systems
in California with more than one mile of sewer pipeline. Under this program, the City is
required to prepare and implement a Sewer System Management Plan (“SSMP”). The
SSMP identifies routine preventive operation and maintenance activities, including a
system for scheduling regular maintenance and cleaning of the sanitary sewer system.
Additionally, the program requires visual and CCTV inspections of manholes and sewer
pipes. The sewer CCTV inspections provide evidence of the cleaning and maintenance
that is performed as part of the SSMP as well as a record of the condition of the sewer
mains and identification of deficiencies or sections requiring repair. Information
collected from the Sewer CCTV Inspections are used to prioritize sewer pipe repairs.

DISCUSSION
On October 16, 2018, the City Council approved a contract with Pipe Tech, Inc. for the
Fiscal Year 2018-19 Annual Sewer CCTV Inspections. The contractor performed sewer
closed-circuit television inspections of the Arcadia sanitary sewer mains. City crews
worked alongside the contractor to flush and clean sewer mains prior to CCTV
inspection. Based on the data collected from the Sewer CCTV Inspections, the Public
Works Services Department (“PWSD”) identified sewer pipe segments that are in need
of repair. The project included 20 hours of emergency CCTV inspection call-outs. At the
end of the project, there was a total of $5,322.48 in unused funds for these emergency
inspections. These funds will be returned to the Sewer Fund balance.
The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Manager. Pipe-Tech, Inc. has
completed the work as defined in the project plans and specifications in an efficient and
timely manner.
FISCAL IMPACT
Funds in the amount of $50,000 have been budgeted in the Fiscal Year 2018-19 Capital
Improvement Program for this project. The total cost for the Fiscal Year 2018-19
Annual Sewer CCTV Inspection Project is $35,597.52.
