Minor Use Permit No. MUP 18-06 B. Planning Commission Administrative Modification No. PC AM 18-02 C. Architectural Design Review No. ADR 18-19 D. Development Agreement No. DA 19-01 E. A Categorical Exemption from CEQA Pursuant to Section 15303 of the CEQA Guidelines pertaining to conversion of small structures; Project Description: Ordinance No. 2364 and Resolution No. 7276 pertaining to a proposed adaptive reuse project to convert 5,849 square-feet of an existing 4-story, 38,761 square-foot self-storage building into a multitenant food hall at 33-35 W. Huntington Drive. The food hall proposal includes the sale of alcoholic beverages for on-site consumption, a 1,326 square-foot outdoor patio with seating for up to 60 patrons, and operating hours not to exceed Sunday—Thursday from 6:00 a.m. to 12:00 a.m. (midnight), and Friday & Saturday from 6:00 a.m. to 2:00 a.m. The project requires approval of a Minor Use Permit, Architectural Design Review, a Parking Modification to maintain the existing on-site parking lot (20-to-24 spaces) in lieu of providing 54 on-site parking spaces, and a Development Agreement relating to specific food hall operating requirements. This project was previously reviewed on July 9, 2019 by the Arcadia Planning Commission, however no majority recommendation was reached by the Commission at this meeting. In lieu of a recommendation from the Planning Commission, the Commissioner’s individual comments, the meeting minutes, and public comments from this meeting have been forwarded to the City Council for their consideration. The food hall proposal has also been reduced in size from 10,000 square-feet to 5,849 square-feet in response to Planning Commission comments.
