SUBJECT: PURCHASE ORDER WITH GEORGE CHEVROLET FOR THE
PURCHASE OF A NEW 2019 FOUR-WHEEL DRIVE CHEVROLET
SILVERADO PICK-UP IN THE AMOUNT OF $42,793.91
Recommendation: Approve
SUMMARY
The Fiscal Year 2019-20 Equipment Acquisition Program provides for the replacement
of one (1) 2001 Chevrolet Malibu in the Fire Department for an approved budget of
$54,000. To ensure that that the City is receiving the most competitive price, the Fire
Department recently solicited bids for the purchase of a new 2019 four-wheel drive
Chevrolet Silverado pick-up.
Based on the bids received, it is recommended that the City Council approve a
Purchase Order with George Chevrolet for the purchase of a new 2019 four-wheel drive
Chevrolet Silverado pick-up in the amount of $42,793.91.
BACKGROUND
The existing 2001 Chevrolet Malibu Arson vehicle meets the City’s Equipment
Replacement Program criteria (the “Program”) based on the vehicle’s age. The
Program recommends replacing this vehicle in 12 years or at 100,000 miles. Also its
replacement parts have been increasingly difficult to locate and purchase, and this has
resulted in lengthy and expensive repairs.
The 2001 Chevrolet Malibu Arson vehicle will be replaced with a new 2019 four-wheel
drive Chevrolet Silverado pick-up, which will be assigned to the Fire Chief. The new
vehicle will also be outfitted with the required Fire Department radios and code 3
capabilities, allowing for rapid response back into the City as the needs arise.

Consequently, the 2012 Chevrolet Tahoe vehicle that is currently assigned to the Fire
Chief will be re-assigned as the Arson vehicle.
DISCUSSION
A Notice Inviting Bids was published in the City’s adjudicated newspaper, and bid
packages were distributed to area vendors for this purchase in July 2019. Production of
this model vehicle has been halted by Chevrolet while they retool for the 2020 model,
resulting in a very limited supply of this vehicle in the 2019 edition. On July 11, 2019,
the City Clerk publicly opened one (1) sealed bid with the following result:

The bid documents were reviewed for content and the vendor’s ability to best meet the
City’s needs as described in the bid specifications. Based on this evaluation, it has
been determined that George Chevrolet is a responsible bidder who can supply the
City’s needed vehicle requirements. Therefore, it is recommended that the City
purchase a new 2019 four-wheel drive Chevrolet Silverado pick-up from George
Chevrolet.
ENVIRONMENTAL IMPACT
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
Sufficient funding in the amount of $54,000 has been budgeted in the Fiscal Year 2019-
20 Equipment Acquisition Program for the purchase of this vehicle, including the
installation of communication equipment, emergency safety lighting, and fueling
transmitter package.
RECOMMENDATION
It is recommended that the City Council approve a Purchase Order with George
Chevrolet for the purchase of a new 2019 four-wheel drive Chevrolet Silverado pick-up
in the amount of $42,793.91.
