SITE PLANNING – The lot coverage for this application is almost 43% and the FAR is one square foot less than the maximum allowable for a new single story home. This is a project that is “maxed” out. In order for the project to relate to the massing of other one story houses in the neighborhood ( as REQUIRED by the General Plan) the following mitigations were discussed and agreed upon: *Lower the plate heights (not included on approved plans so listed as a condition) *Reduce the roof pitch from 5.5 to 12 to 5 to 12(as shown on approved plans) *Omit both gable ends on the back of both side elevations (as shown on approved plans) *Create some visual relief to the back elevation by changing the pitch of the roof over the porch (as shown on the approved plans) *Note that none of the mitigations resulted in reducing the FAR. The applicant plans to lower the natural grade in the rear to accommodate the the building pad and to visually reduce the height of the building. II. ENTRY – The proposed project is consistent with the Entry Guidelines. It features a narrow porch visually providing the appearance of shelter. As are most entries in the Village it is simple with columns that are architecturally compatible with the style of the proposed home. III. MASSING – See SITE PLANNING IV. ROOFS – The proposed project featuring a consistent 5:12 pitch aligns with the Roofs Guidelines. The overall height as shown on the approved plans is acceptable and relates to other one story houses in this neighborhood. V. FAÇADE DESIGN – The proposed project is consistent with the Façade Design Guidelines. Façade treatment relevant to the style is carried out on all elevations. VI. DETAILS - The proposed project is consistent with the Details Guidelines. The wood aluminum clad windows with SDL grids will provide depth and visual relief to the walls. The choice of quality windows is to be applauded. All the quality details (natural stone, shutters, doors, narrow fascia, porch columns) enhance the architecture of the project and add quality to the neighborhood. VII. MATERIALS AND COLORS - The proposed project is consistent with the Materials and Colors Guidelines. The earth toned color pallet blends with the colors found in the neighborhood. VIII. LANDSCAPE AND HARDSCAPE - The proposed project is consistent with the Landscape and Hardscape Guidelines. IX. FENCES AND WALLS –Fences and walls will be done on a separate permit. X. ARCHITECTURAL STYLE - The proposed project is consistent with the Architectural Style Guidelines. The style is consistent on all elevations XII. STREETSCAPE & FRONT OF DWELLING - The proposed project is consistent with the Streetscape & Front of Dwelling Guidelines. As evidenced on the provided front elevation the scale, architectural style, materials and colors, and landscaping will be harmonious and compatible with the neighborhood. It will protect and enhance property values in the Village. Note: No neighbors attended the hearing nor sent any other form of communication regarding this project. XIII. FLOOR AREA & SETBACKS - According to the applicant the proposed project is compliant with all city codes regarding setbacks. XIV. GARAGES Finally, the proposed plans calls for a front facing garage. This neighborhood is becoming out of balance with too many dominant front facing garages. While it is recessed it is recessed minimally and is seen as a compromise. These Actions and Findings were made by the following ARB Members of the Santa Anita “Village” Community Association of Arcadia at a meeting held on September 23, 2019 at 7:00 PM at 229 S. Altura Rd. It was a 3-0 vote to approve with the condition that the plate heights not exceed 9’6”. You may be limited to raising only those issues and objections, which you or anyone else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning Commission may be made in writing and delivered to Planning Services at 240 W. Huntington Drive, Arcadia, CA 91007 within 7 calendar days of the decision accompanied by a complete application packet and 12 sets of architectural plans and the appeal fee in accordance with the applicable fee schedule.
