SUBJECT: CONTRACT WITH WEST COAST ARBORISTS, INC. FOR ANNUAL
TREE TRIMMING SERVICES AND TREE REMOVAL AND
REPLACEMENT IN THE AMOUNT OF $334,070
Recommendation: Approve
SUMMARY
The Public Works Services Department (“PWSD”) is responsible for the care and
maintenance of approximately 15,300 trees located in City parks, rights-of-way, medians,
and public facilities throughout the City. To ensure the City is receiving the highest quality
of service and most competitive pricing for professional tree services the PWSD explored
possible contract opportunities. It was determined that “piggybacking” on the competitive
pricing bid with the City of Duarte would be the lowest cost option, and meet the City’s
annual tree trimming service needs.
It is recommended that the City Council approve, authorize and direct the City Manager
to execute a contract with West Coast Arborists, Inc. for annual tree trimming services
and tree removal and replacement in the amount of $334,070, with the option of three
one-year extensions. The total amount of the contract also includes a budgeted amount
of $30,000 for the Annual Tree Removal and Replacement Program budgeted in the
Fiscal Year 2019-20 Capital Improvement Plan.
BACKGROUND
The Public Works Services Department is responsible for the care and maintenance of
approximately 15,300 trees located in City parks, rights-of-way, medians, and public
facilities throughout the City. In order to maintain the City’s Urban Forest, an Annual Tree
Trimming Grid Program was created to ensure that all City trees are trimmed once every
four years. This preventative maintenance program provides for the general upkeep of
the existing tree inventory and allows for tree removal and replacement.

Since 1993, the City of Arcadia has been recognized annually by the Arbor Day
Foundation as a “Tree City USA”. The Annual Tree Trimming Grid and Tree Removal and
Replacement programs allow the City to continue to receive this distinction. It also
ensures the safety of residents and others travelling on City streets by minimizing the
likelihood of tree limbs falling due to overgrowth and the resulting lawsuits that may occur.
DISCUSSION
The City’s purchasing rules and procedures allow the City to “piggyback” onto, or join, an
existing written purchase contract obtained through a competitive bidding process
prepared and awarded by another local, state, or federal government agency. In January
2018, the City of Duarte issued a competitive Request for Proposals solicitation for Tree
Trimming, Maintenance, and Inspection Services. On March 27, 2018, the City of Duarte
awarded a contract to West Coast Arborists, Inc. (“WCA”) for a five-year period, and has
allowed other agencies the opportunity to piggyback and award a contract at the same
prices and terms. Through the piggyback process, PWSD was able to procure the grid
trimming cost per tree at $72, plus competitive pricing for other contract items such as
emergency crew response, various species of Palm tree trimmings, large tree removal,
and special service request trimmings that may not be in the annual grid trim area. The
grid trimming price per tree is comparable to pricing being paid by surrounding cities.
After exploring possible contract options, it was determined that piggybacking on the
competitive pricing bid with the City of Duarte would be the lowest cost option to meet
both the City’s annual tree trimming maintenance service needs and prevailing wage
requirements for a total contract cost of $304,070. This is approximately a 4.95% increase
to the existing contract amount of $289,740. This increase is in line with the current rate
of inflation in the region as well as continued increases to the state minimum wage that
are putting upward pressure on most City service agreements. Additionally, to prevent
damaged and diseased trees from falling and causing injury to people or damaging
property, the Fiscal Year 2019-20 Capital Improvement Plan includes a project in the
amount of $30,000 to remove and replace diseased and decaying trees that have reached
the end of their life span. The total contract amount for annual tree trimming services and
tree removal and replacement is $334,070.
WCA is the City’s current tree trimming contractor and has provided excellent service for
the past four years. WCA has extensive experience in tree maintenance and
management services and has been providing tree trimming services for over 40 years.
Some of their current municipal contracts include the Cities of Azusa, Duarte, Rosemead,
Glendale, and Walnut.

ENVIRONMENTAL ANALYSIS
The proposed contract with West Coast Arborists, Inc. is not considered a project as
defined by California Environmental Quality Act (“CEQA”) Section 15378; as a service
contract of this nature is considered ministerial.
FISCAL IMPACT
All work is performed on a time and materials basis and the contractor is only paid for
work performed. Since the contract is split over two fiscal years, there is sufficient funding
in the Fiscal Year 2019-20 Operating Budget for the proposed increase. The Public
Works Services Department will conduct a mid-year budget review of the tree trimming
services contract and recommend budget adjustments, if needed, at that time.
Additionally, the 2019-20 Capital Improvement Plan Budget includes $30,000 for the
Annual Tree Removal and Replacement Program.
RECOMMENDATION
It is recommended that the City Council approve, authorize and direct the City Manager
to execute a contract with West Coast Arborists, Inc. for annual tree trimming services
and tree removal and replacement in the amount of $334,070, with the option of three
one-year extensions.

CONTRACT FOR THE
CITY OF ARCADIA
THIS CONTRACT is made this _____ day of _________, 2019, in the County of Los
Angeles, State of California, by and between the City of Arcadia, hereinafter called City, and West
Coast Arborists, Inc., hereinafter called Contractor. The City and the Contractor for the
considerations stated herein agree as follows:
ARTICLE 1. SCOPE OF WORK. The Contractor shall perform all Work within the time stipulated
the Contract and shall provide all labor, materials, equipment, tools, utility services, and
transportation to complete all of the Work required in strict compliance with the Contract Documents
as specified in Article 5 below for the following Project:

The Contractor and its surety shall be liable to the City for any damages arising as a result of the
Contractor’s failure to comply with this obligation.
ARTICLE 2. TIME FOR COMPLETION.
2.1 The Work shall be commenced on the date stated in the City’s Notice to Proceed. The
Contractor shall complete all Work required by the Contract Documents for one year from
the commencement date stated in the Notice to Proceed. By its signature hereunder,
Contractor agrees the time for completion set forth above is adequate and reasonable to
complete the Work.
2.2 Contractor shall coordinate the Work with the other work being performed on the Project, in
accordance with those schedules as may be issued from time to time during the
performance of the Work, and any other scheduling requirements listed in this Contract, so
as not to delay, impede, obstruct, hinder or interfere with the commencement, progress or
completion of the whole or any part of the Work or other work on the Project.
2.3 The Contractor shall participate and cooperate with the City in the development of schedules
and other efforts to achieve timely completion of the Work providing information for the
scheduling of the times and sequence of operations required for its Work (“Contractor
Schedule”) to meet City’s overall master project schedule requirements (“Master Schedule”).
The Contractor shall continuously monitor the Master Schedule so as to be fully familiar
with the timing, phasing and sequence of operations of the Work and of other work on the
Project, and shall execute the Work in accordance with the requirements of the Master
Schedule including any revisions thereto. The Contractor shall notify the Engineer within 48
hours of any slippage in the Contractor Schedule and shall submit a detailed recovery plan
to the Engineer for approval within five (5) calendar days of such notice.
2.4 Should the progress of the Work or of the Project be delayed disrupted, hindered,
obstructed, or interfered with by any fault or neglect or act or failure to act of the Contractor
or any of its officers, agents, servants, employees, subcontractors or suppliers so as to
cause any additional cost, expense, liability or damage to the City, the Engineer or any
consultants retained by the City for the Project, including legal fees and disbursements
incurred by the City, the Engineer, or the consultants retained by the City for the Project,
(whether incurred in defending claims arising from such delay or in seeking reimbursement
and indemnity from the Contractor and its surety hereunder or otherwise) or any damages or
additional costs or expenses for which the City, the Engineer or the consultants retained by
the City for the Project, may or shall become liable, the Contractor and its surety shall and
does hereby agree to compensate the City, the Engineer or the consultants retained by the

City for the Project,, for and indemnify them against all such costs, expenses, damages and
liability.
2.5 The City, in its sole discretion, may direct the Contractor to work overtime and, if so directed,
the Contractor shall work said overtime and, provided that the Contractor is not in default
under any of the terms or provisions of this Contract or of any of the other Contract
Documents, the City will pay the Contractor for such actual additional wages paid, if any, at
the prevailing wage rates plus taxes imposed by law on such additional wages, plus
workers' compensation insurance, liability insurance and levies on such additional wages if
required to be paid by the Contractor.
2.6 If, however, the progress of the Work or of the Project is delayed by any fault or neglect or
act or failure to act of the Contractor or any of its officers, agents, servants, employees,
subcontractors or suppliers, then the Contractor shall, in addition to all of the other
obligations imposed by this Contract upon the Contractor in such case, and at its own cost
and expense, work such overtime as may be necessary to make up for all time lost in the
completion of the Work and of the Project due to such delay. Should the Contractor fail to
make up for the time lost by reason of such delay, the Engineer or City shall have the right
to cause other contractors to work overtime and to take whatever other action it deems
necessary to avoid delay in the completion of the Work and of the Project, and the cost and
expense of such overtime and/or such other action shall be borne solely by the Contractor.
ARTICLE 3. CONTRACT PRICE. The City shall pay to the Contractor as full compensation for
the performance of the Contract, subject to any additions or deductions as provided in the Contract
Documents, and including all applicable taxes and costs, the sum of THREE HUNDRED THIRTY-
FOUR THOUSAND, SEVENTY DOLLARS AND NO CENTS ($334,070.00). Payment shall be
made as set forth in the General Conditions.
ARTICLE 4. PAYMENTS
4.1 The City shall make monthly progress payments following receipt of undisputed and properly
submitted payment requests. Contractor shall be paid a sum equal to ninety-five percent
(95%) of the value of Work performed up to the last day of the previous month, less the
aggregate of previous payments.
4.2 The Contractor shall, after the full completion of The Work, submit a final payment
application. All prior progress estimates shall be subject to correction in the final estimate
and payment.
4.3 Unless otherwise required by law, the final payment of five percent (5%) of the value of the
Work, if unencumbered, shall be paid no later than sixty (60) Days after the date of
recordation of the Notice of Completion.
4.4 Acceptance by Contractor of the final payment shall constitute a waiver of all claims against
the City arising from this Contract.
4.5 Payments to the Contractor shall not be construed to be an acceptance of any defective
work or improper materials, or to relieve the Contractor of its obligations under the Contract
Documents.
4.6 The Contractor shall submit with each payment request the Contractor’s conditional waiver
of lien for the entire amount covered by such payment request, as well as a valid
unconditional waiver of lien from the Contractor and all subcontractors and materialmen for
all work and materials included in any prior invoices. Waivers of lien shall be in the forms

prescribed by California Civil Code sections 8132, 8134, 8136, and 8138. Prior to final
payment by the City, the Contractor shall submit a final waiver of lien for the Contractor’s
work, together with releases of lien from any subcontractor or materialmen.
ARTICLE 5. PAYMENTS WITHHELD AND BACKCHARGES In addition to amounts which the
City may retain under other provisions of the Contract Documents the City may withhold payments
due to Contractor as may be necessary to cover:
a. Stop Notice Claims.
b. Defective work not remedied.
c. Failure of Contractor to make proper payments to its subcontractors or suppliers.
d. Completion of the Contract if there exists a reasonable doubt that the Work can be
completed for balance then unpaid.
e. Damage to another contractor or third party.
f. Amounts which may be due the City for claims against Contractor.
g. Failure of Contractor to keep the record (“as-built”) drawings up to date.
h. Failure to provide updates on the construction schedule.
i. Site clean-up.
j. Failure of the Contractor to comply with requirements of the Contract Documents.
k. Liquated damages.
l. Legally permitted penalties.
Upon completion of the Contract, the City will reduce the final Contract amount to reflect costs
charged to the Contractor, backcharges or payments withheld pursuant to the Contract Documents.
ARTICLE 6. CHANGES AND EXTRA WORK
6.1 The City, without invalidating the Contract, may order changes in the Work consisting of
additions, deletions or other revisions, the Contract amount and Contract time being
adjusted accordingly. All such changes in the Work shall be authorized by Change Order, in
the form attached hereto and incorporated herein as Exhibit “A,” and shall be performed
under the applicable conditions of the Contract Documents. A Change Order signed by the
Contractor indicates the Contractor's agreement therewith, including any adjustment in the
Contract amount or the Contract time, and the full and final settlement of all costs (direct,
indirect and overhead) related to the Work authorized by the Change Order.
6.2 All claims for additional compensation to the Contractor shall be presented in writing before
the expense is incurred and will be adjusted as provided herein. No work shall be allowed
to lag pending such adjustment, but shall be promptly executed as directed, even if a
dispute arises. No claim will be considered after the work in question has been done unless
a written contract change order has been issued or a timely written notice of claim has been
made by Contractor. Contractor shall not be entitled to claim or bring suit for damages,
whether for loss of profits or otherwise, on account of any decrease or omission of any item

or portion of Work to be done. Whenever any change is made as provided for herein, such
change shall be considered and treated as though originally included in the Contract, and
shall be subject to all terms, conditions and provisions of the original Contract.
6.3 Owner Initiated Change. The Contractor must submit a complete cost proposal, including
any change in the Contract time, within seven (7) Days after receipt of a scope of a
proposed change order, unless the City requests that proposals be submitted in less than
seven (7) Days.
6.4 Contractor Initiated Change. The Contractor must give written notice of a proposed change
order required for compliance with the Contract Documents within seven (7) Days of
discovery of the facts giving rise to the proposed change order.
6.5 Whenever possible, any changes to the Contract amount shall be in a lump sum mutually
agreed to by the Contractor and the City.
6.6 Price quotations from the Contractor shall be accompanied by sufficiently detailed
supporting documentation to permit verification by the City.
6.7 If the Contractor fails to submit the cost proposal within the seven (7) Day period (or as
requested), the City has the right to order the Contractor in writing to commence the work
immediately on a force account basis and/or issue a lump sum change to the contract price
in accordance with the City’s estimate of cost. If the change is issued based on the City
estimate, the Contractor will waive its right to dispute the action unless within fifteen (15)
Days following completion of the added/deleted work, the Contractor presents written proof
that the City’s estimate was in error.
6.8 Estimates for lump sum quotations and accounting for cost-plus-percentage work shall be
limited to direct expenditures necessitated specifically by the subject extra work, and shall
be segregated as follows:
(a) Labor. The costs of labor will be the actual cost for wages prevailing locally
for each craft or type of worker at the time the extra work is done, plus
employer payments of payroll taxes and insurance, health and welfare,
pension, vacation, apprenticeship funds, and other direct costs resulting from
Federal, State or local laws, as well as assessment or benefits required by
lawful collective bargaining agreements. The use of a labor classification
which would increase the extra work cost will not be permitted unless the
contractor establishes the necessity for such additional costs. Labor costs
for equipment operators and helpers shall be reported only when such costs
are not included in the invoice for equipment rental.
(b) Materials. The cost of materials reported shall be at invoice or lowest current
price at which such materials are locally available in the quantities involved,
plus sales tax, freight and delivery. Materials cost shall be based upon
supplier or manufacturer’s invoice. If invoices or other satisfactory evidence
of cost are not furnished within fifteen (15) Days of delivery, then the
Engineer shall determine the materials cost, at its sole discretion.
(c) Tool and Equipment Use. No payment will be made for the use of small
tools, tools which have a replacement value of $1,000 or less. Regardless of
ownership, the rates to be used in determining equipment use costs shall not
exceed listed rates prevailing locally at equipment rental agencies, or
distributors, at the time the work is performed.

(d) Overhead, Profit and Other Charges. The mark-up for overhead (including
supervision) and profit on work added to the Contract shall be according to
the following:
i. “Net Cost” is defined as consisting of costs of labor, materials and tools and
equipment only excluding overhead and profit. The costs of applicable insurance
and bond premium will be reimbursed to the Contractor and subcontractors at cost
only, without mark-up.
ii. For Work performed by the Contractor’s forces the added cost for overhead and
profit shall not exceed fifteen (15%) percent of the Net Cost of the Work.
iii. For Work performed by a subcontractor, the added cost for overhead and profit shall
not exceed fifteen (15%) percent of the Net Cost of the Work to which the Contractor
may add five (5%) percent of the subcontractor’s Net Cost.
iv. For Work performed by a sub-subcontractor the added cost for overhead and profit
shall not exceed fifteen (15%) percent of the Net Cost for Work to which the
subcontractor and general contractor may each add an additional five (5%) percent
of the Net Cost of the lower tier subcontractor.
v. No additional mark up will be allowed for lower tier subcontractors, and in no case
shall the added cost for overhead and profit payable by City exceed twenty-five
(25%) percent of the Net Cost as defined herein.
6.9 For added or deducted Work by subcontractors, the Contractor shall furnish to the
City the subcontractor’s signed detailed estimate of the cost of labor, material and
equipment, including the subcontractor markup for overhead and profit. The same
requirement shall apply to sub-subcontractors.
6.10 For added or deducted work furnished by a vendor or supplier, the Contractor shall
furnish to the City a detailed estimate or quotation of the cost to the Contractor,
signed by such vendor or supplier.
6.11 Any change in The Work involving both additions and deletions shall indicate a net
total cost, including subcontracts and materials. Allowance for overhead and profit,
as specified herein, shall be applied if the net total cost is an extra; overhead and
profit allowances shall not be applied if the net total cost is a credit. The estimated
cost of deductions shall be based on labor and material prices on the date the
Contract was executed.
6.12 Contractor shall not reserve a right to assert impact costs, extended job site costs,
extended overhead, constructive acceleration and/or actual acceleration beyond
what is stated in the change order for work. No claims shall be allowed for impact,
extended overhead costs, constructive acceleration and/or actual acceleration due to
a multiplicity of changes and/or clarifications. The Contractor may not change or
modify the City’s change order form in an attempt to reserve additional rights.
6.13 If the City disagrees with the proposal submitted by Contractor, it will notify the
Contractor and the City will provide its opinion of the appropriate price and/or time
extension. If the Contractor agrees with the City, a change order will be issued by
the City. If no agreement can be reached, the City shall have the right to issue a
unilateral change order setting forth its determination of the reasonable additions or
savings in costs and time attributable to the extra or deleted work. Such

determination shall become final and binding if the Contractor fails to submit a claim
in writing to the City within fifteen (15) Days of the issuance of the unilateral change
order, disputing the terms of the unilateral change order.
6.14 No dispute, disagreement or failure of the parties to reach agreement on the terms of
the change order shall relieve the Contractor from the obligation to proceed with
performance of the work, including extra work, promptly and expeditiously.
6.15 Any alterations, extensions of time, extra work or any other changes may be made
without securing consent of the Contractor’s surety or sureties.
ARTICLE 7. LIQUIDATED DAMAGES. In accordance with Government Code section 53069.85,
it is agreed that the Contractor will pay the City the sum of $100.00 for each and every calendar day
of delay beyond the time prescribed in the Contract Documents for finishing the Work, as Liquidated
Damages and not as a penalty or forfeiture. In the event this is not paid, the Contractor agrees the
City may deduct that amount from any money due or that may become due the Contractor under the
Contract. This Article does not exclude recovery of other damages specified in the Contract
Documents.
ARTICLE 8. COMPONENT PARTS OF THE CONTRACT. The “Contract Documents” include the
following:

The Contactor shall complete the Work in strict accordance with all of the Contract Documents.
All of the Contract Documents are intended to be complementary. Work required by one of the
Contract Documents and not by others shall be done as if required by all. This Contract shall
supersede any prior agreement of the parties.
ARTICLE 9. PROVISIONS REQUIRED BY LAW. Each and every provision of law required to be
included in these Contract Documents shall be deemed to be included in these Contract
Documents. The Contractor shall comply with all requirements of applicable federal, state and local
laws, rules and regulations, including, but not limited to, the provisions of the California Labor Code
and California Public Contract Code which are applicable to this Project.

ARTICLE 10. INDEMNIFICATION.
10.1 To the fullest extent permitted by law, the Contractor shall defend, indemnify and hold
harmless the City, its respective officials, officers, agents, employees, and representatives
(“Indemnitees”) from any and all claims, demands, causes of action, costs, expenses,
liabilities, losses, damages (including without limitation the payment of all consequential
damages and attorneys fees and other related costs and expenses) or injuries, in law or
equity, regardless of whether the allegations are false, fraudulent, or groundless, to tangible
property or persons (including wrongful death, accidents or injuries arising from the alleged
failure to inspect or to maintain traffic controllers or traffic signals, injuries or damages
occurring during the transport of products or in rendering services under the Contract
Documents, such as automobile accidents, trip/slip and fall accidents and third party
assaults) arising out of or resulting from the performance of the Work or this Contract
(including claims made by subcontractors for nonpayment), to the extent that the acts,
omissions or willful misconduct are attributable to the Contractor or anyone employed
directly or indirectly by any of them. Contractor shall defend, at Contractor’s own cost,
expense and risk, with legal counsel of Indemnitee’s choosing, any and all such aforesaid
suits, actions or other legal proceedings of every kind that may be brought or instituted
against the City, its respective officials, officers, agents, employees and representatives. To
the extent of its liability, Contractor shall pay and satisfy any judgment, award or decree that
may be rendered against the City and its respective officials, officers, agents, employees,
and representatives, in any such suit, action or other legal proceeding. Contractor shall
reimburse the City and its respective officials, officers, agents, employees, and
representatives for any and all legal expenses and costs incurred by each of them in
connection therewith or in enforcing the indemnity herein provided. The only limitations on
this provision shall be those imposed by Civil Code section 2782.
10.2 The duty to defend and to hold harmless, as set forth above, shall include the duty to defend
as established by Section 2778 of the California Civil Code, and the duty to defend shall
arise upon the making of any claim or demand against the City, its respective officials,
officers, agents, employees and representatives, notwithstanding that no adjudication of the
underlying facts has occurred, and whether or not Contractor has been named in the claim
or lawsuit.
10.3 Nothing contained in the preceding sections shall be deemed to obligate the Contractor to
indemnify the City or any of the other Indemnitees, against liability for damages or any other
loss, damage or expense sustained, suffered or incurred on account of death or bodily injury
to active persons or injury to property caused by the sole negligence or willful misconduct of
the City or any of the other Indemnitees set forth above. Therefore, if it is determined by
legal proceedings or agreement, that the Contractor has no direct contributory or incidental
negligence or other obligation to the City or the other Indemnitees, and the Contractor is in
no way a proper party to a particular claim, then the Contractor shall not be obligated to hold
the City or any Indemnitees harmless with respect to said claim. However, until such
determination is made by legal proceedings or agreement, or if the Contractor is found to
have any degree of direct or contributory negligence or if it is determined that the Contractor
is in any way or to any degree a proper party to said claim, then the Contractor’s obligations
under all of the terms and provisions of the preceding section shall remain in full force and
effect.
10.4 Nothing in this provision, or elsewhere in the Contract Documents, shall be deemed to
relieve the Contractor of its duty to defend the City or any Indemnitee, as specified under
this Article, pending a determination of the respective liabilities of the City or any Indemnitee,
by legal proceeding or agreement.

10.5 In furtherance to, but not in limitation of the indemnity provisions in this Contract, Contractor
hereby expressly and specifically agrees that its obligation to indemnify, defend and hold

ARTICLE 11. PREVAILING WAGES. Contractor shall be required to pay the prevailing rate of
wages in accordance with the Labor Code which such rates shall be made available at the Public
Works Services Department or may be obtained online at http//www.dir.ca.gov/dlsr and which must
be posted at the job site.

INTRODUCTION
West Coast Arbarist's (WCA) is a company comprised of a
management team and a safety committee. Staff members have
diverse educational backgrounds including accounting. business
administration, engineering and forestry.
WORK FORCE
WCA actively maintains ongoing processes ta assure that only
qualified and competent staff provides safe and quality tree
maintenance services. These skilled employees can only be achieved
through bath training and work experience. We believe that
essential experience should always be obtained through qualified
supervision: this includes bath basic and extended skills. WCA makes
every attempt ta ensure that this is undertaken before performing
work. leading a crew, or career advancement. The work performed
an this contract is routine. recurring and usual. The work includes
watering, trimming. pruning, planting. removal and replacement of
trees and plants, and servicing of irrigation. The rates included in
the Cast Proposal are based an the current prevailing wage
determination far "Tree Maintenance (Laborer)."
CERTIFICATION
WCA encourages its employees ta get certified through the
International Society of Arbariculture. in an effort ta raise the
standard of professional tree care companies. This standard
exemplifies our company's commitment ta providing customers with
competent, knowledgeable certified workers. WCA employs a large
number of ISA Certified Arbor is ts and ISA Certified Tree Workers.
CREW EVALUATION
WCA employees are evaluated through an internal mechanism
supervised by our Management Team. Each employee performs their
duties according ta a criteria-based job description that reflects
safety. quality workmanship. productivity. appropriateness of care.
problem solving and customer service. A performance appraisal is
conducted for each employee upon completion of the probationary
period and at least annually thereafter. Each worker is also required
ta complete a competency assessment and orientation upon hire
and annually thereafter in selected areas to assure that ongoing
requirements are met and opportunities for improvement are
identified.

As Site Supervisor, Alonso is a full-time employee and speaks fluent English. He is responsible for reviewing the

Reports and resolves malfunctions, damage, or industrial injury. He also assists in employee training programs,
maintains records, and files daily reports and receipts.

As the CSR (Customer Service Representative), Valerie is responsible for providing support to the Area Manager,

has been able to maintain a 5-year
maintenance cycle.
SINCE 1998
We currently perform tree removals and tree
planting as part of the City's reforestation pro-
gram. The project also includes tree mainte-
nance at City Parks in addition to consulting
arborist services for city-awned trees. This
project is an annual contract. Together, we are
able to maintain trees more efficiently while
guaranteeing the residents and businesses top
quality tree care for the City's asset of nearly
80,000 trees valued at over 1.8 million dollars.

SOFTWARE TRAINING
Our IT Department is based •ut •four corporate office in Anaheim,
CA with regional offices located throughout California and Arizona.
Each office has the ability to provide software training ta •ur
customers. We are also available to provide training sessions on-
site at the customer's discretion. On-site training is proven to be
effective as it provides a guided hands-on experience.
We offBr periodic tree maintenance and management workshops
each year. These free workshops are provided to our customers
regionally and educate aver 250 people annually. They have proven
to be a great round-table and networking opportunity for the
different agencies in attendance. Presentations are provided by WCA
management staff and complimented with guest speakers in the
industry. Certified Arborists and Tree Workers who attend are
eligible to receive continuing education credits (CEU's) from the
International Society of Arboriculture.
The success of any urban forest program depEmds an the proper
management af information. Unlimited telephone and/or email
support is available to answer technical questions and aid staff in the
use of the software system. Software training and support is
included in the cost associated with the inventory data collection.

BILLING
WCA, Inc. operates a modern invoicing system that is updated on a
daily basis. Progress billings will be submitted to the Customers on
a bi-weekly basis, unless otherwise requested. Invoices will reflect
an amount complete for the billing period, along with a year-to-datEi
total far that job. Each billing will include a listing of completed work
by address, tree species, work performed and appropriate data
acceptable to the customer. This information will be supplied in
hardcopy and immediately accessible on ArborAccess. Job balances
reflecting the percent of completion for each job can be viewed on
Arbor Access.

DETAILED TREE SITE CHARACHTERISTICS
The advanced technology provides a valuable tool to urban forestry
professionals by displaying specific tree site information along with
a representative photograph of the species type and a
recommended maintenance field. ArborAccess' built-in quality
control features assist in data accuracy. As maintenance is
performed, the work history is updated and accompanied with bi-
weekly invoices. This process eliminates the need for dual-inputting
and helps keep the tree inventory current and accurate.
MAINTENANCE RECORDS
Accurate maintenance records far each location oftentimes can
assist the Agency with liability claims. Maintaining a detailed history
of the work performed at each location demonstrates good faith in
preserving its urban forest. It is imperative that work requests are
pulled from the system prior to the work being performed,

infestation, deadly disease, or even estimating future

PRUNE CLASSIFICATl•NS
Grid Prune-Grid tree pruning is based on pruning in pre-designed
districts, or grids on a set cycle and includes all trees (small.
medium and large-sized.) Pruning will include structural pruning,
crown raising. and crown cleaning in accordance with the standards
set forth by the International Society of Arboriculture Pruning
Standards (Best Management Practices) and shall have no more than
25% of the live foliage removed at a given time.
Full Prune/Crown Reduction-Crown reduction is performed when
conditions within the crown of a hardwood tree are such that the
entire tree needs to be reduced. A full prune is recommended when
the primary objective is to maintain or improve tree health and
structure, and includes pruning to reduce overall canopy mass and
excessive wood weight. Trees that are identified for a full prune shall
have more than 25% of the live foliage removed at a given time.
Service Requests
A Service Request Prune includes tree maintenance services on
designated tree(s) as ordered by the Agency Arborist or
designee. Pruning may include structural pruning, crown raising,
crown cleaning or pruning to reduce/restore the crown. Whichever
work type is ordered by the Agency, pruning will be performed in
accordance with the standards set forth by the International Society
of Arboriculture Pruning Standards and the Best Management
Practice, Tree Pruning Guidelines. Wark assignments from the
Agency may require mobilization from one tree site ta another within
the Agency.
Line Clearance
Trees that interfere or have the possibility of interfBring with utility
lines will be trimmed in a manner to achieve the required clearances
as specified and in accordance with the California Public Utilities
Commission. It is our goal to protect the current health and
condition of the tree and ta maintain its symmetry and direct growth
away from the utility lines.
Small Tree Care
Proper pruning and care during the early stages of the tree's life will
save money in the future, and create a safer, more beautiful, healthy,
easy-to-maintain tree. We believe that tree care that is
performed early will affect its shape, strength and life span. •ur
specialized small tree care team consists of certified personnel
trained to perform the following;
• Selective structural pruning
• Removal of dead, interfering, split and/or broken limbs
• Pre-conditioning the water retention basin built around the tree
• Staking or re-staking
• Adjusting tree ties
• Adjusting trunk protectors
• W1ied abatement
METHODOLOGY/
SERVICE APPROACH
Palm Trunk Skinning
Palm tree skinning consists of the removal of dead frond bases
{only), at the point they make contact with the trunk without damage
to the live trunk tissue.
Root Pruning
We strongly recommend against any root pruning, however. should
the Agency elect ta proceed. we recommend that it be done no
closer than 3 times the diameter of the trunk. Roats will be pruned
to a depth of approximately 12 inches by cleanly slicing through the
roots, so as not to tear or vibrate the root causing damage to the
tree. The excavated area will be backfilled with native soil and debris
will be hauled away.
Tree Removal Operations
With a minimum •f 48 hours advanced notice, WCA will inform
Underground Service Alert (USA) of the location of work far the
purpose of identifying any and all utility lines. The removal process
consists of lowering limbs delicately ant• the ground to prevent any
hardscape damage. Immediately following the removal.the stump
will be ground dawn. if ordered ta do so and with proper USA
notification.
Tree Planting
We can replace trees that have been removed and plant new trees in
accordance with specifications. We are prepared financially and
logistically ta acquire and purchase selected tree species far tree
planting. At a minimum of 48 hours in advance we will inform
Underground Service Alert (USA) of the location •f work for the
purpose of identifying any and all utility lines. A well-trained planting
team will perform the soil preparation and installation of the tree.
Tree Watering
Tree watering will be performed by a full-time, WCA team member
on various routes. when requested by the Agency. This team will also
be responsible for reporting special care needs to the small tree
care team. This could include reporting weeds. soil that has settled,
and/ or staking and tying needs.
Emergency Response
We are prepared for emergency calls 24 hours a day, 7 days a week,
including holidays. The tall free number is 868-LIMB-OOWN (868-
546-2389). This number will be provided t• the Agency, Police
Department and/ •r Fire Department. Our emergency response team
will do what is necessary t• render the hazardous tree •r tree·
related condition safe until the following workday.

Due t• our vast amount of resources, including our specialty
equipment and qualified personnel we are able to extend our
commitment to our customers by providing various miscellaneous

Our PHC program managed by Tim Crothers goes beyond standard
chemical applications. We have developed an efficient Integrated
Pest Management Program (1PM) that requires diagnosis before
treatment. WCA is staffed with licensed applicators and advisors
that are environmentally conscious as well as compliant with the
California Department of Pesticide Regulation, This service allows
us t• provide you with:

Shot Hole Borer
They Polyphagous Shot Hale Barer (PSHB) is a new pest in
Southern California. This baring beetle drills int• trees and brings
with it a pathogenic fungus (fusarium euwa//acea), as well as other
fungal species. When heavily infested, the resulting Fusarium
causes the decline and death af trees. Over 120 different tree
species are affected in Southern California and aver 30
reproductive hosts are of high concern. As tree care
professionals, we have a responsibility t• understand and report

Cities expect the highest quality •f new trees, proven varieties and an organization with the knowledge and skills to provide them with the
latest and mast reliable information available related t• tree planting, By meeting these expectations, we're able to contribute t• the success
•f reforestation projects within communities. In order to complete successful tree planting programs, cities can rely •nus ta locate, acquire
and purchase different tree species.
As part •f •ur Corporate Capability, we are financially able to purchase large quantities of trees far planting projects. Being familiar with
aver 50 nurseries in California, allows us ta obtain the best tree available from a broad and plentiful stock. The process by which we obtain
trees is quite simple: First, we utilize our database of nurseries, and contact several of them requesting specific trees with their prices.
Upon locating the availability •f trees, we then perform a
tree pre-inspection at the nursery. When time is •f the
essence, nurseries will provide us with photos either by
mail or by e-mail for our review. Once the trees are
purchased, and depending •n the size of the project, we
have them delivered to our facility in Placentia, Brea, or
if possible, at a staging area within the Agency. It is
through this process that we have planted an average of
14,0DO trees far all of •ur customers each year during
the past three years.

GREEN WASTE
WCA's commitment ta be a socially responsible corporate partner to our customers and communities is exemplified in our
Recycling Program. With the steadily-increasing concern for the ecological health of our communities. WCA has embarked on a
landfill diversion process where all material is taken to recycling facilities where it is used in the production of soil amendments.
We are committed to taking all recyclable materials removed from the trees trimmed for the duration of this project to a
recycling center far processing. Verification of amounts recycled will be obtained and reported by WCA via Arb•rAccess for the
purpose of meeting the goals of the State for reducing landfill usage.
MULCH is made from coarse ground branches and leaves. It
should be spread on the ground at a rate of six ta twelve
inches far best effect. Fresh mulch will deplete nitrogen from
the surface of the sail which will reduce unwanted weeds.
•nee the mulch has decayed, it returns nitrogen which helps
build the quality of soil for plants. A large amount of tree
debris is processed by WCA and used in large scale mulching
projects for establishing native plants in open space areas.
CDMPDST is made from fine ground branches, leaves or
other organic material. When mixed with oxygen and water.
the organic material will decay or "compost." A finished
compost is excellent for turning into the top layer of soil and

in a bin that you make or purchase. Large scale composting is
done at regional recycling facilities.
FIREWOOD is traditionally the most common use of large
branches and logs. Firewood is used to heat homes during
winter months. WCA takes logs to a yard in Irvine where a
firewood retailer splits and resells the firewood ta local
residents.
LOGS TD LUMBER is an old idea with a new approach by
converting Agency trees into usable lumber. WCA worked on a
twelve month trial program with the California Department of
Forestry and Fire Protection to create an environmentally
sound and socially responsible alternative to importing lumber
from other areas. reducing our demand on trees from natural
forests.

The project Area Manager will be the central paint of contact and
will work cooperatively with Agency staff, local residents and
business owners, etc. The Area Manger will provide overall field
supervision and crew management.
Daily Management
Daily management will consist •f. but not be limited to:
• Email notification complete with location, crew, equipment
type, and work description
• Supervise crew personnel to insure proper pruning
standards are followed in a safe manner
• Traffic control setup and maintenance of work zone
• Ensure work area is left free of debris at the end of shift
• Maintain record of work completed each day
• Maintain goad public relations at all times
• Provide immediate notification t• Ag1mcy Inspector upon
damage of personal property including a plan for corrective
measures ta take place within 48 hours
Weekly Management
Weekly management will consist of, but is not limited ta:
• Weekly inspection of work completed

with Agency specifications
• Maintain open communication with the Agency Inspector and
field crew
Scheduling of Work
The Area Manager is responsible far scheduling work which shall
conform ta the Agency's schedule of performance, We recommend
equal distribution •f w•rk throughout the course of the fiscal year.
Notifications will be provided ta residents prior to the start of
pruning operations in said area. All work will be performed in a
cooperative manner as to cause the least amount of interference or
inconvenience.
Public Notification
Upon Agency staff approval, WCA will past a door hanger notice
prior to commencement •f grid pruning {within 24-48 hours). After
tree plantings, door hangers will be provided t• residents
instructing them on the proper care for their newly planted tree.
Far mare comprehensive outreach we can also submit a press
release far special projects or routine maintenance. The Agency
may modify the procedures and materials ta which we notify
residents.
Communication Systems
Our use of modern and reliablB communication systems affect our
daily job perf•rmancB by increasing our efficiency. Management and
Field Pers•nnBI utilize smart phones as bath navigational and
communication devices in the field. Smart phones havB proven ta be
a convenient method to input data as related t• tree inventories,
daily work records, timesheets, photos, and billing information:
eliminating the need to handwrite data and improving customer
service by minimizing response time.
Permits and Licensing
WCA will procure a City Business License as necessary and any "n•-
fee" permits prior to commencement of work. Permits (i.e.,
encroachment. traffic control, etc.) requiring fees will be charged
back to the Agency.
Right-of-Way
All work will be performed in the public right-of-way. Employees will
not utilize private property for eating, breaks •r any other reason or
use water or electricity from such property without prior written
permission of owner.
Cooperation and Collateral Work
WCA will give right ta operate within the project t• the Agency
workers and/other contractors. utility companies, street sweepers,
and others as needed in a cooperative effort to minimize
interference in daily operations.

Customer Service Department
As we work with. or near. the public. we are mindful that we will
mast likely be the first person the public contacts. We have a full-
time Customer Service Department with each Customer Service
Representative (CSR) trained in addressing concerned residents
and bystanders.
Complaints & Damage Resolution
Should there be any property damage. we adhere ta specific
procedures ta resolve the problem. The Foreman an the jab site will
notify the resident and the Inspector immediately.
If the resident is n•t at h•me. then we will leave a WCA card with
instructions ta call •ur Claims Coordinator in our corporate office.
The ultimate g•al at each w•rk site is ta leave the property in the
same condition as before we entered it. We will notify the Agency

All WCA vehicles are equipped with an Accident Kit should anything
happen during the work day. Each kit has an Incident Report. an
Accident Report. an Injury Report. a camera, First Aid instructions
and protocol far contacting the corporate office. A computerized
log of all incidents is maintained to include the date, time •f
occurrence, location. problem and action ta be taken pursuant
thereto •r reasoning far non-action.
Any activities found by the Agency to be unacceptable will be
rectified immediately. All other complaints will be abated or
resolved within twenty-four (24) hours •f the occurrence. We have
teams specifically assigned for handling damage to properties, both
private and public. Through our communication system. we have the
ability ta dispatch either of these teams and have them respond
immediately to the site for proper repair. We pride ourselves on
professional workmanship ta avoid these types •f incidents.

resolve the matter in a timely and efficient manner.

curriculum far all empl•yees to broaden their knowledge of the
arboriculture field of study. Included in this training are the ISA
standards, hath T reeworker and Arharist study programs, and a
variety of Tree Care Industry Association home study programs. We
also offer training courses to our staff in areas of customer service
satisfaction, maintaining pr•fessi•nal c•nduct. and llualified Line
Clearance Trimmer Training.
Safety standards are top priority at West Coast Arb•rists, Inc. Our
line of work demands that all work is performed in a manner that
provides the maximum safety to the general public as well as our
employees. Our crews are instructed ta follow the safety standards
of ANSI Zl33.I as well as Cal-OSHA requirements. We have one of the
mast extensive safety training programs in the industry. We provide
our employees with state-of-the-art training tools and instructional
