FOR THE FISCAL YEAR 2018-19 ANNUAL SLURRY SEAL PROJECT AS COMPLETE Recommendation: Approve SUMMARY On January 15, 2019, the City Council approved a contract with Roy Allan Slurry Seal, Inc. in the amount of $539,475.50 for the Fiscal Year 2018-19 Annual Slurry Seal Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $539,246.50. This amount reflects the original contract amount of $539,475.50 minus quantity changes totaling $229, or 0.04% less than the original contract amount. It is recommended that the City Council accept all work performed by Roy Allan Slurry Seal, Inc. for the Fiscal Year 2018-19 Annual Slurry Seal Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $26,962.33. BACKGROUND The Public Works Services Department (“PWSD”) is responsible for the maintenance and repair of approximately 147 miles of roadway within the City. The 2017 Pavement Management Program Update assessed the condition of all City streets and assigned a numerical index between 0 and 100 which is used to indicate the general condition of the pavement. The Annual Slurry Seal Maintenance Program assists in extending the life expectancy of streets and improves the overall appearance and safety of City streets. This program provides surface maintenance of all City streets and divides the City up into eight zones, with one zone being addressed each year as part of an eight-year cycle. Updates to the plan are conducted regularly to ensure that the program is effective and to identify street segments with unusual wear and tear. Accept Annual Slurry Seal Project October 15, 2019 Page 2 of 3 DISCUSSION On January 15, 2019, the City Council approved a contract with Roy Allan Slurry Seal, Inc. for the Fiscal Year 2018-19 Annual Slurry Seal Project. The work performed encompassed approximately 14.6 miles of residential and arterial streets and included crack sealing, the application of an emulsified asphalt and sand coating commonly referred to as slurry, and re-striping of street centerlines, stop bars, and other safety striping. This process protects the asphalt pavement surface from weather, restores skid resistance, and provides an aesthetic uplift to the street and neighborhood. During the course of work, staff evaluated the quality and coverage of the slurry sealing and made adjustments with the contractor to ensure the best possible finished product. Furthermore, there was a reduction in the amount of type II slurry seal application due to the removal of Fallen Leaf Road from Hampton Road to Glencoe Drive, which was recently rehabilitated with the Fiscal Year 2018-19 Pavement Rehabilitation Project. Additionally, Lyndon Avenue from Duarte Road to Magna Vista Avenue, Magna Vista Avenue from West End to Ewell Lane, and Ewell Lane from Magna Vista Avenue to Le Roy Avenue were also removed as they are scheduled to be rehabilitated with the Fiscal Year 2019-20 Pavement Rehabilitation Project. The Arcadia Parking Lot north of Huntington Drive between Santa Anita Avenue and First Avenue was also included as part of this project. Below is the description of the contract change orders. Additional Work at Arcadia Parking Lot North of Huntington Drive between Santa Anita Avenue and First Avenue $25,841.20 Total: ($229) The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Roy Allan Slurry Seal, Inc. completed the work as defined in the project plans and specifications in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $805,000 have been budgeted in the Fiscal Year 2018-19 Capital Improvement Program for the Annual Slurry Seal Program. The total cost for this project is $539,246.50. This amount reflects the original contract amount of $539,475.50 minus contract change orders totaling $229 or 0.04% less the original contract amount. The Accept Annual Slurry Seal Project October 15, 2019 Page 3 of 3 remaining funds from the slurry seal project have been budgeted for sidewalk, curb, and gutter repair in this same area. RECOMMENDATION It is recommended that the City Council accept all work performed by Roy Allan Slurry Seal, Inc. for the Fiscal Year 2018-19 Annual Slurry Seal Project as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $26,962.33.
