HomeMy WebLinkAboutLB Minutes: 08/30/19 SpecialLIBRARY BOARD OF TRUSTEES SPECIAL MEETING MINUTES FRIDAY, AUGUST 30, 2019 CALL TO ORDER — Chair Barbara Delphey called the meeting to order at 9:05 a.m. in the Library Conference room. ROLL CALL: Chair Barbara Delphey, Trustees Miriam Carter, Elizabeth Renfrew; Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Managers Roger Hiles and Pat Smith. ABSENT — Trustees Janet HasBrouck and Alice Wang PUBLIC COMMENTS — Danielle Guerrero and YvonneN) of the Library staff commented on the 9 roof repair project. REPORTS FROM LIBRARY TRUSTEES / LIAISONS None. REPORT FROM THE DIRECTOR Director Bradley described the ongoing seven -week-long roof repair project, which began on July 30 and was scheduled to be finished on September 18. She stated that since the project began, despite efforts to control airflow from the roof, fumes from the products used to seal the roof have repeatedly penetrated to the interior of the Library. Director Bradley added that although an air quality report has stated that the building's air is not hazardous, over the first month of the project, many staff members have reported various physical symptoms while working in the building. She stated that the safety and health of the staff were vital concerns for the Library and City, and staff had been offered the opportunity to do their work in the Museum if they felt sickened by the air in the Library. A growing number have done so, and others have obtained permission from their doctors to stay home from work. She reported that in the last week, the Library has struggled to find sufficient staff to provide basic services and it is apparent that the Library will not be able to remain open to the public during the remainder of the project. Director Bradley reported that the City Manager has approved closing the Library from Friday, August 30 through Saturday, September 7. The roof work will be accelerated so that it can bin., completed by September 6. After a weekend to clear the air in the building, the Library will reopen on Monday, September 9. Chair Delphey thanked the members of the Library staff who had spoken during the Publi# Comments section, and stated that they had added something valuable to the discussion. Trustee Carter stated that it looked as if the initial plan of moving staff around was not working. Trustee Renfrew asked if the additional cost of accelerating the project would come from the Library budget, and Director Bradley stated that the money was coming from project funds managed by Public Works. Trustee Renfrew asked if the building's air would be clear by September 9, and Director Bradley stated that it was hoped that a weekend of ventilation would be enough, but that it had been our experience that off -gassing continued for a time after the workers left. Trustee Renfrew made a motion to approve the closure of the Arcadia Public Library from August 30 through September 7, re -opening September 9, and re -assessing the air quality and safety at that time. The motion was seconded by Trustee Carter, and passed on a voice vote. AYES: Chair Delphey, Trustees Carter and Renfrew NOES: None ABSENT Trustees HasBrouck and Wang ADJOURNMENT Chair Delphey adjourned the meeting at 9:40 a.m. to the regular meeting of Thursday, September 197 2019 at 4:30 p.m. in the Conference Room of the Library, 20 W.
