SPECIAL MEETING MINUTES
TUESDAY, NOVEMBER 5, 2019
CALL TO ORDER – Mayor Verlato called the Special Meeting to order at 5:00 p.m. in the Arcadia
Police Department Community Room, 250 W. Huntington Drive, Arcadia, California.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Tay, Chandler, and Verlato
ABSENT: None
PUBLIC COMMENTS – No one appeared.
a. Meet with Leadership Academy participants to discuss functions of the City Council.
The City Council met with the Leadership Academy participants to discuss how the City Council
and its members generally f unction. No action was requested or taken.
The Special Meeting ended at 6:30 p.m.

1. CALL TO ORDER – Mayor Verlato called the regular meeting to order at 7:00 p.m.
2. INVOCATION – Rabbi Sholom Stiefel, Chabad of Arcadia

5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that Consent Calendar item 10.a. (the October 15, 2019,
City Council meeting minutes) were revised to include the second by Council Member Beck; and
that regarding City Manager item 11.c, AT&T wanted to make sure that the City Council had their
previous letter dated July 8, 2019, when considering their item on the agenda.
6. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Mayor Pro Tem Chandler and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
7. PRESENTATIONS
a. Presentation of Festival of Bands Proclamation to Maria Sansui, Kevin Sherrill, Seth
Murphy and Drum Major Elisha Wang.
b. Presentation of Mayor’s Certificates of Commendation to the participants of the 2019
Leadership Academy.
c. Presentation of Mayor’s Certificate of Recognition to John Wong in recognition of his
efforts to pass the Chinese-American World War II Veteran Congressional Gold Medal
Act.
8. PUBLIC COMMENTS
Gail Marshall, an Arcadia resident, appeared and thanked the City Council for all their well wishes
after her surgery; she expressed her concerns on why the City would put the homeless
coordinator case manager at the Library where there are children and youth, and suggested the
City Council consider the County Park near the bowling lawn or place a module outside the Police
Department.

Ringo Suen, an Arcadia resident, appeared and spoke about traffic issues at Foothills Middle
School and the Highland Oaks Elementary School.
Burton Brink, an Arcadia resident, appeared and announced that he is running for State Assembly
in 2020; he spoke about the Reducing Crime and Keeping California Safe Act of 2020, and urged
residents to pay attention to when it appears on the ballot.
9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CRK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Amundson stated that he, too, is concerned about putting the homeless
coordinator case manager at the Library and agrees with the comments made by Ms. Marshall.
City Manager Lazzaretto explained the criteria and how the Library was selected, and indicated
that the highest concentration of homeless people are at the Library; and explained how the
coordinator position will assist in the process.
Council Member Amundson reported that he recently took the Metropolitan Water District Tour;
he spoke how AB 109 contributes to the homeless issue; he announced Veteran’s Day on
November 11; he indicated that Holly Avenue School is collecting leftover Halloween candy and
will be donating it to the troops overseas; and commented on remarks made by a participant of
the Leadership Academy.
Council Member Beck indicated that he felt the same about the homeless coordinator case
manager being placed at the Library; he stated that traffic issues at the schools is the responsibility
of the School District, and not the City, and indicated that the City does not have enough resources
to have police presence at each school; he commented on the remarks made by Mr. Brink; he
announced that he attended the Breeders’ Cup, and sadly noted that another horse was killed;
he announced the Bargain Box big Christmas sale on November 6; and announced the Veteran’s
Luncheon on Thursday, November 7.
Council Member Tay also provided comments on the traffic problems at the elementary schools;
he announced that he also attended the Metropolitan Water District Tour previously; and he
reminded residents of the Police Department’s campaign of the “hide it, lock it, keep it” as the
holidays approach.
Mayor Pro Tem Chandler indicated that he also attended Breeders’ Cup, and spoke about the
history of the horse racing industry; and indicated that he also agrees with the comments made
by Council Member Tay regarding the traffic problems at the elementary schools made by Mr.
Suen.
Council Member Beck thanked the Public Works Department for the savings on the purchase of
water that is on the agenda.
City Clerk Glasco also announced Veteran’s Day on November 11, and listed some restaurants
in the area that are offering free meals to veterans; and noted that the Veteran’s Day Luncheon
is sold out.
City Manager Lazzaretto clarified comments he made at the October 1, 2019, City Council
meeting regarding election votes cast in the April 2018, General Municipal Election.

Mayor Verlato announced that last week she attended the League of California Cities Conference
in Long Beach, and that she attended workshops relating to homelessness, and that she and City
Manager Lazzaretto spoke about “Civility in the Chambers”; she further announced that last week
she attended a one day conference in Sacramento relating to homelessness; she stated that she
will take responsibility for putting the homelessness case manager at the Library because of the
current problems that exist there; she indicated that last week she attended the Arcadia High
School Constitution Team practice as a guest judge; she further announced that November 5,
was “Coffee with the Mayor”; she reported that the Halloween Haunt and the after party at the
Transit Plaza were successful; and further announced that November 9 is the backyard clean-up
event at the Public Works Service Center, that November 9 is the Dia de Los Muertos event at
the Gilb Museum, that November 15 is “Mahjong with the Mayor”, that the Arcadia High School
Drama Department is performing “She Killed Monsters” November 14-16, and announced the
upcoming Downtown Arcadia Improvement District Holiday Fair; and thanked all the Veterans for
their service.
10. CONSENT CALENDAR
a. Regular Meeting Minutes of October 15, 2019.
Recommended Action: Approve
b. Ordinance No. 2363 adopting Text Amendment No. TA 19-01 to amend various
sections of Article IX, Chapter 1 of the Arcadia Municipal Code to add and update the
Development Standards, Processes, and Procedures for the five City-Designated
Homeowners’ Association areas.
Recommended Action: Adopt
c. Resolution No. 7284 accepting a dedication of certain property at 601 Sunset
Boulevard along the Michillinda Avenue property frontage as part of Parcel Map 71885
for public use.
Recommended Action: Adopt
d. Contract with Clean Cut Landscape, Inc. for the Final Phase of the Median Turf
Reduction Program in the amount of $1,381,698.
Recommended Action: Approve
e. Contract with Houston & Harris PCS, Inc. for the Fiscal Year 2019-20 Annual Sewer
CCTV Inspections in the amount of $35,093.90.
Recommended Action: Approve
f. Extension to the Contract with Sheldon Mechanical Corporation for HVAC
Preventative Maintenance and Repair Services at Various City Facilities in the amount
of $151,046.
Recommended Action: Approve
g. Purchase of 5,000 acre-feet of imported replacement water from the Main San Gabriel
Basin Watermaster in the amount of $4,170,000.
Recommended Action: Approve
h. Purchase Order with Valley Power Systems, Inc. for repair of the Orange Grove W ater
Facility Emergency Generator in the amount of $216,733.66, and an appropriation
from the Water Reserve Fund.

i. Purchase Order with Waxie’s Enterprises, Inc. dba Waxie Sanitary Supply for the
purchase of janitorial supplies and related products for Various City facilities in an
amount not to exceed $80,000.

j. Accept all work performed by Mohawk Commercial, Inc. for the Fire Station 105 Carpet
Replacement Project as complete.
Recommended Action: Approve
Council Member Amundson pulled Consent Calendar item 10.d for discussion, saying he would
prefer artificial turf there.
City Manager Lazzaretto explained the final phase of the median turf reduction project.
In response to Council Amundson’s comments, Public Works Services Director Tait indicated that
it would cost more to install synthetic turf, and explained what it would entail.
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Amundson, and carried
on a roll call vote to approve Consent Calendar Items 10.a through 10.j.

11. CITY MANAGER
a Interconnection Water Wheeling Agreement between the City of Arcadia and the City
of Sierra Madre.
Recommended Action: Approve
Public Works Services Tait provided the staff report.
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Amundson, and carried
on a roll call vote, to approve and execute an Interconnection Water Wheeling Agreement
between the City of Arcadia and the City of Sierra Madre.

b. Restricting designated parking stalls and spaces in off-street parking facilities owned
and operated by the City for the exclusive purpose of charging and parking a vehicle
that is connected for electric charging purposes.
Public Works Services Director Tait and Senior Management Analyst Masud provided the staff
report.

Ordinance No. 2365 amending the City of Arcadia Uniform Traffic Ordinance to
authorize the City to restrict designated parking spaces and stalls in off-street parking
facilities owned or operated by the City for the exclusive purpose of charging and
parking a vehicle that is connected for electric charging purposes and to cause the
removal of vehicles not connected for electric charging purposes.
Recommendation: Introduce
It was moved by Council Member Tay, seconded by Mayor Pro Tem Chandler, and carried on a
roll call vote to introduce Ordinance No. 2365 amending the City of Arcadia Uniform Traffic
Ordinance to authorize the City to restrict designated parking spaces and stalls in off-street
parking facilities owned or operated by the City for the exclusive purpose of charging and parking
a vehicle that is connected for electric charging purposes and to cause the removal of vehicles
not connected for electric charging purposes.

Resolution No. 7277 to designate stalls and spaces in off-street parking facilities
owned or operated by the City for the exclusive purpose of charging and parking a
vehicle that is connected for electric charging purposes and to ensure the posting of
the requisite signage for causing the removal of vehicles not connected for electric
charging purposes at such stalls or spaces.
Recommendation: Adopt
It was moved by Council Member Tay, seconded by Mayor Pro Tem Chandler, and carried on a
roll call vote to adopt Resolution No. 7277 to designate stalls and spaces in off-street parking
facilities owned or operated by the City for the exclusive purpose of charging and parking a vehicle
that is connected for electric charging purposes and to ensure the posting of the requisite signage
for causing the removal of vehicles not connected for electric charging purposes at such stalls or
spaces.

c. Municipal Right-of-Way Facilities Use Agreement with New Cingular Wireless PCS,
LLC, (“AT&T”) for use of City facilities for installation, operation, and maintenance of
cellular equipment.
Recommended Action: Approve
Deputy Director of Development Services/City Engineer Wray provided the staff report.
Cory Autrey, representing AT&T, appeared and spoke about the negotiation history and fees with
the City, and encouraged the City Council to approve an agreement that allows payment of the
$270 rate now with reversion to the $1,500 rate should the FCC Order be overturned in the future.
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Tay, and carried on a
roll call vote, to approve and execute a Municipal Right-of-Way Facilities Use Agreement with
New Cingular Wireless PCS, LLC, (AT&T), for use of City facilities for installation, operation, and

maintenance of cellular equipment and approve the $1,500 rate; however, if the FCC Order is
upheld on appeal, the fee would revert to the $270 rate.

on a roll call vote, to adopt Resolution No. 7282 supporting the Reducing Crime and Keeping
California Safe Act of 2020.
