Guthrie, Chief of Police By: Mike Castro, Lieutenant SUBJECT: RESOLUTION NO. 7281 AUTHORIZING STREET CLOSURES FOR ANNUAL FESTIVAL OF BANDS PARADES BY THE ARCADIA HIGH SCHOOL MUSIC CLUB Recommendation: Adopt SUMMARY It is recommended that the City Council approve the closure of specific City streets this year and for all future years in which a Festival of Bands Parade is held by the Arcadia High School Music Club. As in past years, each Festival of Bands Parade requires street closures and resources from the City’s Police Department and Public Works Services Department. The parade route and event details have remained consistent over the years, and future parades are expected to be of similar scale. The next parade, scheduled for Saturday, November 23, 2019, marks the event’s 66th anniversary. Rather than continuing to approve the same closures annually, it is possible for the City Council to give staff the authority to approve the closures administratively. Therefore, it is recommended that the City Council adopt Resolution No. 7281 authorizing street closures for Annual Festival of Bands Parades by the Arcadia High School Music Club. DISCUSSION Approximately 40 of the top California High School bands are invited each year to attend and compete in the Arcadia High School Music Club’s Annual Festival of Bands. Each year staff confirms with the City Attorney’s Office that the appropriate insurance binders are issued to properly protect the City. The parade route has remained the same over the past several years. The parade has the bands exit Gate 1 from the Santa Anita Race Track parking lot onto westbound Huntington Drive to southbound Baldwin Avenue to eastbound Duarte Road to northbound El Monte Avenue to eastbound Campus Drive into the disband area (parade route map is attached). Resolution No. 7281 Authorizing Street Closures for Annual Festival of Bands Parades November 19, 2019 Page 2 of 3 Parade awards are given at the High School and then the bands move by vehicle to another venue for the field competition. Although it is possible for the parade route to change in future years, the route is expected to remain consistent and any deviations would be communicated to the City. Each year arrangements are made for the temporary posting of no parking signs on the parade route and other areas near the parade. Posting occurs several days before the event date. Police Department personnel provide parade route security for the event and Public Works Services supplies barricades and assistance in preparation for street closure and traffic diversion. Each year the parade impacts the same specific City streets. Resolution No. 7281 will authorize the annual closure of Baldwin Avenue from Huntington Drive to Duarte Road and Duarte Road from Baldwin Avenue to El Monte Avenue on the specified event dates. The closure will be from 8:00 a.m. to approximately 1:00 p.m. Closure of Campus Drive from Santa Anita Avenue to Park Avenue is also required from 6:00 a.m. until 4:00 p.m. Additionally, traffic will be disrupted intermittently on Huntington Drive between Baldwin Avenue and Gate 1 for bands to exit the staging area. Staff will return to the City Council for approval should any of the proposed details change in any given year. Each year, the Arcadia High School Music Club will hand-deliver flyers to all businesses and residential areas impacted by the closures. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. This is a short-term, one-day event. Thus, this matter is exempt under CEQA. FISCAL IMPACT The Police Department budgeted $13,600 for this year’s Festival of Bands personnel costs and the amount was approved in the FY 2019-20 Operating Budget. The event costs for future years will also be budgeted and approved through the City’s annual budget adoption process. Resolution No. 7281 Authorizing Street Closures for Annual Festival of Bands Parades November 19, 2019 Page 3 of 3 RECOMMENDATION It is recommended that the City Council determines that this project is exempt under the California Environmental Quality Act (“CEQA”), and adopt Resolution No. 7281 authorizing street closures for Annual Festival of Bands Parades by the Arcadia High School Music Club.
