SUBJECT: RESOLUTIONS RELATING TO THE GENERAL MUNICIPAL
ELECTION TO BE HELD ON TUESDAY, APRIL 14, 2020
Resolution No. 7278 calling for the holding of an All-Mail Ballot General
Municipal Election on Tuesday, April 14, 2020, for the election of
Members of the City Council in Electoral Districts 1 and 4 and City Clerk
as required by the City Charter and Ordinance No. 2350

Resolution No. 7279 requesting the Board of Supervisors of the County
of Los Angeles to render full services to the City relating to the conduct
of an All-Mail Ballot General Municipal Election to be held on Tuesday,
April 14, 2020

office pertaining to Candidates Statements submitted to the voters at an
All-Mail Ballot General Municipal Election to be held on Tuesday, April

SUMMARY
Pursuant to the provisions of the City Charter, the City of Arcadia will hold a General
Municipal Election on Tuesday, April 14, 2020, for the election of two (2) Members of
the City Council in Electoral Districts 1 and 4 and a City Clerk At-Large position as
required by the City Charter and Ordinance No. 2350. Pursuant to Ordinance No. 2352,
adopted by the City Council on January 16, 2018, and in compliance with Senate Bill
415, the terms will be extended from April 2020 to November 2024. In order to

commence the election process for the purpose of electing municipal officials, the
California Elections Code requires the City Council adopt certain resolutions.
BACKGROUND
Ordinance No. 2293, adopted in 2011, authorized the conduction of all-mail ballot
elections for any City election including general municipal elections for the purpose of
electing municipal officials. Since 2012, all general municipal elections, and the 2019
special municipal election were conducted as all-mail ballot elections because they are
more convenient for the voters, less expensive to run, and tend to increase voter
turnout. In addition, the majority of Arcadia voters have Permanent Vote-by-Mail status.
Pursuant to Arcadia Municipal Code Section 1704 (Ordinance No. 2350, adopted
October 17, 2017), members of the City Council shall be elected from Electoral Districts
1 and 4, including a City Clerk At-Large position with terms extended to November 2024.
Ordinance 2350 was adopted in response to SB 415, which required local agencies to
change their election dates to coincide with statewide elections if their elections did not
meet certain turnout thresholds. Arcadia will be transitioning to a November election
cycle starting in 2022; therefore, those elected in 2020 will actually serve 4 years 7
months.
DISCUSSION
The attached Resolutions for City Council adoption pertain to electing of municipal
officials and regulations for candidate statements. As proposed, the election would be
an all-mail ballot election and the terms would be extended to November 2024, pursuant
to Ordinance No. 2352.
Upon the adoption of the proposed resolutions, the nomination period for this election
would begin on Monday, December 23, 2019, and close Friday, January 17, 2020.
It is recommended that the April 14, 2020, General Municipal Election in Electoral
Districts 1 and 4, and the City Clerk be conducted as an all-mail ballot election. If the
City Council chooses to conduct the April 14, 2020, General Municipal Election as a
traditional polling site election, resolutions would need to be prepared and adopted at a
special meeting no later than Monday, December 16, 2019.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.

FISCAL IMPACT
The estimated cost from the Los Angeles County Registrar Recorder/County Clerk is
$215,000 for an all-mail ballot election for three offices (City Clerk and Members of the
Council for Electoral Districts 1 and 4), which has already been included in the adopted
Fiscal Year 2019-20 Budget.
RECOMMENDATION
It is recommended that the City Council determines that this project is exempt under the
California Environmental Quality Act (“CEQA”); and direct staff to conduct the Tuesday,
April 14, 2020, General Municipal Election by all-mail ballot; and adopt the following
Resolutions relating to the conduction of an All-Mail Ballot General Municipal Election in
City Council Electoral Districts 1 and 4 and the City Clerk At-Large position:
a. Adopt Resolution No. 7278 calling for the holding of an All-Mail Ballot General
Municipal Election on Tuesday, April 14, 2020, for the election of Members of
the City Council in Electoral Districts 1 and 4, and City Clerk as required by
the City Charter and Ordinance No. 2350; and
b. Adopt Resolution No. 7279 requesting the Board of Supervisors of the County
of Los Angeles to render full services to the City relating to the conduct of an
All-Mail Ballot General Municipal Election to be held on Tuesday, April 14,
2020; and
c. Adopt Resolution No. 7280 adopting regulations for candidates for elective
office pertaining to Candidates Statements submitted to the voters at an All-
Mail Ballot General Municipal Election to be held on Tuesday, April 14, 2020.
