ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES

CALL TO ORDER Vice Chair Wilander called the meeting to order at 7:00 pm in the City Council
Chamber
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Vice Chair Wilander, and Commissioners Chan, Lin, and Thompson
ABSENT: Chair Lewis
It was moved by Commissioner Lin, seconded by Commissioner Chan to excuse Chair Lewis from the
meeting due to a family emergency.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
There were none.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARING
1. Resolution No. 2043 — Approving Conditional Use Permit No. CUP 19-11 with a Categorical
Exemption under the California Environmental Quality Act ("CEQA") for a new tutoring center with
up to six (6) students at 411 E. Huntington Drive, Suite 201
Recommendation: Adopt Resolution No. 2043
Applicant: Danica Royce See
Vice Chair Wilander introduced the item and turned it over to Associate Planner Vanessa Quiroz
to present the staff report.
Vice Chair Wilander opened the public hearing and asked if the Applicant would like to speak on
the item.
Applicant Danica Royce See responded and thanked the Commission.
Commissioner Chan asked the Applicant if she would be willing to installing security cameras on
site for safety.
Ms. Royce responded and confirmed that security cameras would be installed.
Vice Chair Wilander asked if there was anyone who would like to speak in favor of the proposal.
There were none.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City's Planning Services Office located at 240 W. Huntington Drive, Arcadia, California,
during normal business hours.
Vice Chair Wilander asked if there was anyone who would like to speak in opposition of the
proposal.
There were none.
MOTION- PUBLIC HEARING
It was moved by Commissioner Lin, seconded by Commissioner Chan to close the public hearing.
Without objection, the motion was approved.
DISCUSSION
The Commissioners were in favor of the proposal and agreed that the tutoring center was an appropriate
use for the site.
MOTION
It was moved by Commissioner Thompson, seconded by Commissioner Lin to adopt Resolution
No. 2043, approving Conditional Use Permit No. CUP 19-11 with a Categorical Exemption under
the California Environmental Quality Act ("CEQA") for a new tutoring center with up to six (6)
students at 411 E. Huntington Drive, Suite 201

There is a ten day appeal period after the adoption of the Resolution. If adopted, appeals
are to be filed by 5:30 p.m. on Monday, November 25, 2019

Exemption under the California Environmental Quality Act ("CEQA") to allow a music school at
the Arcadia Hub Shopping Center located at 1229 S. Baldwin Avenue
Recommendation: Adopt Resolution No. 2041
Applicant: Ella Hou
Vice Chair Wilander introduced the item and turned it over to Senior Planner Luis Torrico to
present the staff report.
Vice Chair Wilander opened the public hearing and asked if the applicant would like to speak on
the item.
Steven Chen, agent for Ella Hou, responded.
Commissioner Chan asked Mr. Chen if the Applicant would install security cameras on site for
safety.

CONSENT CALENDAR
3. Minutes of the September 10, 2019 Regular Meeting of the Planning Commission
Recommendation: Approve
Vice Chair Wilander requested to amend page three (3) of the Minutes to accurately reflect the
title of Commissioner Thompson, who was incorrectly listed as "Chair."
It was moved by Commissioner Chan, seconded by Commissioner Thompson to approve the
minutes of the September 10, 2019 Planning Commission Regular Meeting as amended.

MATTERS FROM CITY COUNCIL LIAISON
Council Liaison Chandler was not present.
MATTERS FROM THE PLANNING COMMISSONERS
Vice Chair Wilander asked where will the guests park for the Pasadena Showcase House event.
Planning & Community Development Administrator Lisa Flores responded and stated that guests will be
shuttled to and from the Santa Anita Racetrack. The shuttle route will also include one stop, on the hour,
at the Metro Gold Line station.
MATTERS FROM ASSISTANT CITY ATTORNEY
Assistant City Attorney Maurer was not present.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Ms. Flores introduced new Associate Planner Christine Song. She also announced that an urgency
ordinance will be brought before the Planning Commission at the next meeting in response to new laws
passed by the State of California regarding accessory dwelling units and junior accessory dwelling units,
and she asked for the Commissioners to confirm their attendance for that meeting. The urgency
ordinance would be one of two items scheduled for that meeting; the second item is a 3 -unit condominium
development at 314 California Street.
ADJOURNMENT
The Planning Commission adjourned this meeting at 7:30 p.m. to Tuesday, November 26, 2019 in the
City Council Chamber at 240 W. Huntington Dr., Arcadia.
