CAL ACT CONTRACT FOR ARCADIA TRANSIT IN AN AMOUNT NOT
TO EXCEED $1,280,116, AND APPROVE AN ADDITIONAL
APPROPRIATION OF $340,116 FROM FEDERAL SECTION 5307 AND
PROPOSITION A LOCAL RETURN FUNDS

SUMMARY
The U.S. Department of Transportation/Federal Transit Administration (“FTA”)
Guidelines allow the use of federal funds to replace paratransit vehicles after a period of
five years of service or upon reaching 150,000 miles, whichever comes first. Arcadia
Transit vehicles have passed the minimum useful life of five years. Based on the FTA
eligibility status and the City’s desire to maintain a good working vehicle fleet, an order
has been processed to purchase a total of 10 compressed natural gas (“CNG”) powered
vehicles to replace the older model vehicles in the fleet. The 10 new vehicles are
intended primarily for use for Arcadia Transit’s fixed-route service. These vehicles will
be equipped with additional features including digital signs, an audio visual
announcement system, a two-position bike rack, a stop request system, and a security
camera system. The additional features combined with the CNG kit and related items
increase the total costs over the originally budgeted amount, requiring an additional
appropriation of $340,116.
It is recommended that the City Council approve a Purchase Order with Creative Bus
Sales, Inc. for the purchase of 10 transit replacement vehicles under the Cal ACT
Contract for Arcadia Transit in an amount not to exceed $1,280,115, and approve an
additional appropriation of $340.116 from Federal Section 5307 and Proposition A Local
Return Funds.

BACKGROUND
Arcadia Transit provides dial-a-ride and fixed route services using minivans and
cutaway vehicles. The City owns the entire transit fleet, which is currently composed of
18 vehicles including ten 2012 model 20-passenger cutaway vehicles, two 2019 model
12-passenger cutaway vehicles, and six 2019 model five-passenger minivans. All
transit vehicles are ADA equipped and gasoline powered.
The U.S. Department of Transportation/FTA funding provisions require that cutaway
transit vehicles must meet a useful life of at least five years in service, or an
accumulation of 150,000 miles, whichever comes first. The ten 20-passenger vehicles
have been in service since 2012 and are beyond the minimum useful life. These
vehicles are proposed to be replaced with vehicles most appropriate for fixed-route
service. The two 2019 model buses and the six 2019 minivans that were purchased
earlier this year were designed specifically for the dial-a-ride portion of Arcadia Transit.
Due to the small size of the Arcadia Transit fleet, Arcadia Transit has been exempt from
California Air Resource Board (“CARB”) requirements for reducing carbon emissions.
As such, the City has not taken steps in the past to move away from gasoline powered
vehicles for the transit fleet. Although Arcadia Transit is exempt from CARB
requirements, in an effort to become a more environmentally-friendly service, alternative
fuel powered vehicle options, such as electric and CNG options, were considered as
part of this vehicle replacement process. At the moment, electric powered cutaway
vehicles with longer battery range are not widely available at a reasonable cost. CNG
models have been in the market for quite some time and are widely used by other
transit agencies.
Although fueling the vehicles may be more of a logistical challenge than gasoline, it is
manageable change. The City’s operator, First Transit, has other clients that utilize
CNG vehicles, and the City in general has moved other portions of its fleet to CNG over
time. Following research into the options, it was determined that CNG would be a good
choice for the City to make a difference environmentally. Thus, it is recommended that
the 10 existing 2012 cutaway vehicles be replaced with 10 CNG powered cutaway
vehicles. Of the 10 new vehicles, two will be 12-passenger vehicles and eight will be 16-
passenger vehicles. Details and cut sheets of the proposed vehicles are included as
attachments.
DISCUSSION
In order to save money and provide efficiency, FTA allows transit agencies to utilize
each other’s purchasing contracts. This practice is known as a “piggyback” purchase.
In 2016, Cal ACT solicited proposals from transit vehicle vendors nationwide to
establish a Local Government Purchasing Schedule – a list of vendors providing a

number of transit vehicles at set prices. Since most transit agencies utilize FTA funds to
finance bus purchases, Cal ACT procurement provisions required the vendors to
comply with the FTA contract requirements. Through this competitive procurement
process, a large quantity of different types of transit vehicles were made available for
local agencies to purchase. Creative Bus Sales, Inc. was one of the vendors selected
by Cal ACT. Piggybacking on the Cal ACT contract with Creative Bus Sales, Inc. will
allow the City to benefit from economies of scale and the time saved by avoiding a
separate bidding process.
Creative Bus Sales, Inc. will provide two CNG-powered Starcraft Allstars Class B (22
feet long) cutaway vehicles which will be configured to allow for 12 ambulatory
passengers or up to three wheelchairs and four ambulatory passengers. These vehicles
will primarily be used for flexibility between the fixed-route and dial-a-ride systems.
Additionally, Creative Bus Sales will provide eight CNG-powered Starcraft Allstars Class
C (26.20 feet long) cutaway vehicles which will be configured to allow for 16 ambulatory
passengers and two wheelchairs. The Class C vehicles will be equipped with digital
signs and audio visual announcement systems, a two-position bike rack, and a stop
request system. All new vehicles will be delivered fully equipped with farebox, seat
belts, air conditioning systems, ADA-compliant accessible components, security
cameras, the Arcadia Transit graphics, and many more necessary features. The cost of
the new vehicles is as follows:

ENVIRONMENTAL IMPACT
This is not a project as defined in California Environmental Quality Act (“CEQA”)
§15378, as the procurement is considered ministerial.
FISCAL IMPACT
The current fleet replacement is budgeted in the City of Arcadia Fiscal Year 2019-20
budget using a combination of Federal Section 5307 and Proposition A Local Return
funds. A total of $940,000 was budgeted in this Fiscal Year for this purchase. The total
cost to purchase the new vehicles is $1,280,116. Primarily, the price increase is due to
the decision to move to a CNG model fleet. The conversion of these vehicles to CNG
costs approximately $29,000 per vehicle. Over time, however, the costs of CNG fueling
will be lower than gasoline fueling, which will recoup some of the initial cost. To cover
the budget for this purchase, an additional appropriation in the amount of $340,116 in
Federal Section 5307 and Proposition A Local Return funds is needed. These funds are

restricted to transit-related purchases and ample funding is available in City reserves for
these purposes. This procurement does not require the use of any General Fund
dollars.
RECOMMENDATION
It is recommended that the City Council determines that the project is categorically
exempt pursuant to the requirements of the California Environmental Quality Act
(“CEQA”); and approve a Purchase Order with Creative Bus Sales, Inc. for the purchase
of 10 transit replacement vehicles under the Cal ACT Contract for Arcadia Transit in an
amount not to exceed 1,280,116, and approve an additional appropriation in the amount
of $340,116 from Federal Section 5307 and Proposition A Local Return funds.

business located at 14740 Ramona Avenue, C h in o , California ("SELLER"), and
MORONGO BAS| N TRANSTT AUTHORTTY ("M BTA").

WHEREAS, MBTA, by its Request for Proposals # 1 503, duly advertised for written
proposals to be submitted on or before 11:30 a.m. on Friday, January 15,2016 for the
purchase of Paratransit Vehicles ("BUSES") on behalf of the Calilornia Association for
Coordinated Transportation ("CALACT") bythe MBTA; and
WHEREAS the pafties entered into an AGREEMENT, MTBA Contract
No.1 5-03-CBS on June 1,2016; and
WHEREAS the AGREEMENT was for a two-year base period with three one-year
options; and
WHEREAS MBTA Board of Directors has provided authorization to exercise the first on+.
yearoption;
NOWTHEREFORE BE lT RESOLVED incorporating the foregoing recitals herein, for
and in consideration of the promises and of the mutual covenants and agreements
herein contained, SELLER and MBTA hereby agree as follows:
1. Per Section SP-3, Period of Performance, the period of contract performance is
extended to exercise the first one-year option. The new Period of Performance is extended
through April 28, 2019.
2. Per Section SP-5.3, Vehicle and Optional Feature Pricing, the price of the vehicles
and of the optional features for each option period shall be the unit price established in the
initial Schedule adjusted by PPI 1413 as stipulated in the Contract, For the first one-year
period, the price increase is 2.4%. The new pricing is attached to this Amendment and shall
become effective for orders placed on or after April 28,2018
