REMARKS BY OUTGOING MAYOR GARY KOVACIC
Outgoing Mayor Gary Kovacic thanked his fami~y, friends, city employees and community organizations
for their assistance during his Mayoral year; he noted the significant accomplishments during Fiscal
Year 2004-2005; remarked on projects that future City Council will be addressing, and encouraged
Arcadia residents to become more involved in their community.
3. REORGANIZATION OF THE CITY COUNCIL
a, City Clerk James Barrows declared the Office of the Mayor of the City of Arcadia to be open and called
for nominations for that office for 2005-2006. Council Member Chandler nominated John Wuo as
Mayor of the City of Arcadia for ensuing year. Hearing no further nominations, the City Cierk
announced that nominations for the Office of the Mayor were closed and requested that Council
Members prepare to cast their vote for Council Member John Wuo as Mayor of the City of Arcadia,
Aoril 19. 2005 to Aoril 18. 2006.

Mayor Wuo assumed the mayor's chair at the council table.
b. Mayor Wuo declared the Office of the Mayor Pro Tempore of the City of Arcadia to be open and called
for nominadons for that office for the assuming year. Council Member Segal nominated Roger
Chandier as Mayor Pro Tem for 2005-2006. Noting no further nominations the nomination period was
closed. Council Members then prepared to cast their vote for Council Member Roger Chandler as
Mayor Pro Tempore of the City of Arcadia, April 19, 2005 to April 18, 2006.

New Mayor John Wuo introduced his family and friends who were in attendance; he thanked his fellow
Council Members for their anticipated support in the upcoming year; he outlined his vision for the
upcoming year in Arcadia.
5. REMARKS AND INTRODUGTIONS BY MAYOR PRO TEM ROGER CHANDLER
Mayor Pro Tempore Roger Chandler sent his regards to his wife who was not able to be in attendance
this evening and expressed his pleasure at the smooth relaGonships among the Council Members.
6. REMARKS AND INTRODUCTIONS BY COUNCIL MEMBER GAIL MARSHALL
Council Member Marshall congratulated John Wuo as he assumes his Mayorship for the upcoming
year.
7. REMARKS AND INTRODUCiIONS BY COUNCIL MEMBER MICKEY SEGAL
Council Member Segal recognized his wife, Lee, who was in attendance this evening; he congratulated
outgoing Mayor Gary Kovacic and his fellow Council Members on a job well done over the past year;
he noted his support for incoming Mayor ]ohn Wuo in the upcoming year.

Council Member Kovacic congratulated incoming Mayor ]ohn Wuo and wished him success in the

SUBJECT: PROCLAMATION OF LOCAL EMERGENCY
Rernmmendation: Renew the Director of Emergency Services issuance
of a local emergency proclamation.
SUMMARY:
Ordinance No. 1432 of the City of Arcadia empowers the Director of Emergency Services to
proclaim the existence or threatened existence of a local emergency when said City is affected
or likely to be affected by a public calamity and the City Council is not in session.
The Director of Emergency Senrices (Director) of the City of Arcadia found that conditions of
ext~eme peril to the safety of persons and proper[y arose within Arcadia caused by torrential
rain, which began on January 8, 2005. The Director signed and issued a local emergency
proclamation on January 13, 2005 (see attached).
Pursuant to Ordinance No. 1432, Section 2213.2.1., whenever a local emergency is proclaimed
by the Director, the City Council shall take action to ratify the proclamation within seven (7)
days thereafter or the proclamation shall have no further force or efFect. In addition, the City
Council must act to renew the proclamation at each of their subsequent meetings until final
terminatlon of the emergency.
At their January 18, 2005 meeting, the Ciry Council acted to approve the local emergency
proclamation via Resolution No. 6459, which reads as follows: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, RATIFYING THE PROCLAMATION OF THE
EXISTENCE OF A LOCAL EMERGENCY WITHIN SAID CITY PERTAINING TO THE TORRENTIAL
RAIN AND RELATED MAITERS COMMENCING ON JANUARY 8, 2005.
RECOMMENDATION:
It is staff's recommendation that the City Council act to renew the local emergency
procfamation by again.approving Resolution No. 6459.

WHEREAS, Ordinance No. 1432 of the City of Arcadia empowers the Director of Emergency
Services to proclaim the existence or threatened existence of a local emergency when said City is
affected or likely to be affected by a public calamity and the City Council is not in session, and;
WHEREAS, the Director of Emergency Services of the City of Arcadia does hereby find; that
conditions of extreme peril to the safety of persons and property have arisen within said City
caused by torrential rairi; which began on the 8`h day of January, 2005. and;
That these conditions are or aze likely to be beyond the control of the services, personnel,
equipment and facilities of said City, and;
That the City Council of the City of Arcadia is not in session and cannot immediately be called
into session;
NOW, THEREFORE, IT IS HEREBY PROCLAIMS that a local emergency now exists
throughoutsaid City,and;
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local •
emergency the powers, functions and duties of the emergency organization of the this City shall
be those prescribed by state law, by ordinances and resolutions of this City, and; that this
emergency proclamation shall expire in 7 days after issuance unless confirmed and ratified by
the goveming body of the City of Arcadia.

PROCLAMATION OF THE EXISTENCE OF A LOCAL
EMERGENCY WITHIN SAID CITY PERTAINING TO THE
TORItENTIAL RAIN AND RELATED MATTERS
COMMENCING ON JANUARY 8, 2005
WHEREAS, Ordinance No. 1432 of the City of Arcadia empowers the
Director of Emergency Services to proclaim the existence or threatened existence
of a local emergency when the City Council is not in session, subject to rarification
by the City Council within seven (7) days; and
WHEREAS; conditions of extreme peril to the safety of persons and
property have. arisen within this City,. caused torrential rain coxnmencing on
• January 8, 2005, at which time the City Council was not.in session; and
WHEREAS, said City Council does hereby find that the aforesaid conditions
of extreme peril did warranf and necessitate the prociamation of the existence of a
local emergency; and
WHEREAS; the Director of Emergency Services did proclaim the existence
of a local emergency within said City on the 13`h day of January, 2005,
NOW, THEREPORE, THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DOES HEREBY FIND; DET'ERMINE AND
RESOLVE AS FOLLOWS:

SECTION 1. That said local emergency proclamation is hereby ratified
and confirmed by the Arcadia City Council and shall be deemed to continue to
exist until its termination is proclaimed by the City Council of the City of Arcadia,
State of California.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution.
