McKenna et al. recently completed an architectural assessment of the property at 79 W.
Wisteria Avenue, Arcadia. The potential historic resource was e valuated against Na-
tional Register of Historic Places (National Register) and California Register of Historical
Resources (California Register) eligibility criteria. Because Arcadia does not currently
have a historic preservation ordinance that establ ishes local eligibility criteria, McKenna
et al. was only able to evaluate the property against the federal and state eligibility crite-
ria.
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible resource” and, therefore, assigned the designated code of 6Z
(see attached forms).

Also address integrity.) This general area of Arcadia was subdivided relatively early, but developments
were slow until after WW-II. Following WW-II, building expanded into the area, filling in open lots and
new roadways were identified. The area exhibits a mixture of architectural styles that were property
specific and reflected the individual tastes of the owners. The properties were originally fairly large
lots and there is evidence of lot line adjustments resulting in larger properties. As a late 1940s
development, many properties were modest SFR properties designed for future expansion(s), as
incomes permitted and associated with the positive economic growth of the era. With prosperity
came individual choices and the properties in this neighborhood reflects the designs and choices made
by these individual property owners.

The property at 76 W. Wistaria Avenue, Arcadia, Los Angeles County, California, is cross-refer-
enced as Assessor Parcel 5788-002-014. The property exhibits a slightly irregular, but essentially
rectangular residence oriented east/west, with the main elevation facing north. The lot averages
95 feet wide by 201 feet deep, or approximately 19,095 square feet – almost three times the size
of a modern single family residential property of 7,000 square feet. The property is located on the
south side of W. Wistaria Avenue and identified by the County Assessor as a single family resi-
dential lot with improvements dating to ca. 1946 and 1954.
Historically, this property was part of the Rancho Santa Anita and equated with the Northeast
quarter of Section 4, Township 1 South, Range 11 West (as mapped in 1858). When the Rancho
Santa Anita was subdivided, this particular area was outside the initial subdivision and remained
a part of the large rancho holdings. However, in 1891, E.J. Bald win, owner of the Rancho Santa
Anita, established and mapped the Santa Anita Colony and, as such, the current property was
identified as being within lot 37 of the Colony. Lot 37 was one of twelve lots bounded by Santa
Anita Avenue, El Monte Avenue (west), an unnamed street to the north (Valnett, now Camino
Real) and an unnamed street to the south (now Longden Avenue).
When the Sanborn Fire Insurance Company mapped this area in 1924, Valnett Avenue was iden-
tified and the current property (76 W. Wistaria Avenue) was within Block 259. However, the indi-
vidual improvements in this area was too sparse and outside the City’s core area and , therefore,
not individually identified. The first tract map for this area was filed in 1945 (Tract No. 13414). As
referenced, Tract No. 13414 involved the north and south sides of Wistaria Avenue, west of Santa
Anita Avenue and involved 11 lots on the north side of the street and another 10 on the south
side. In this case, Lot 13 (now Parcel 15) was identified on the south side of the street and
measured 95 feet by 201+ feet (the property boundaries have not changed). The owner of Tract
No. 13414 was listed as Margaret D. N. Pollock.
Margaret D.N. and Montrose Pollock are listed in the census data and associated directories as
being residents of Arcadia as early as 1924 (likely earlier) and living on the northwestern corner
of Wistaria Avenue and Santa Anita Avenue. Montrose Pollock is identified as a “rancher”, sug-
gesting their property (Tract No. 13414) was a working ra nch prior to the subdivision. Montrose
Pollock was born in 1887 (d. 1947), indicating the subdivision occurred towards the end of his life
and likely when he chose to retire (in his late 50s). After the death of Montrose, Margaret Pollock
is listed as living at 21 Wistaria Avenue (1875-1952). Subsequently, the Pollock tenure in Arcadia
ended in ca. 1952.

The property at 76 W. Wistaria Avenue was sold in ca. 1946 to R.C. Kingman and Kingman is
credited as the property owner and responsible for the initial construction of the single family
residence and detached garage. Research failed to confirm Kingman ever lived on the property.
By 1949, the owners/occupants were Wesley E. (1911) and Edith Wheelon. They married in 1948
and moved to Arcadia shortly thereafter. They remained on the property through the 1950s. Sub-
sequent owners (based on permits and directories) were identified, but not necessarily limited to
the following (and their respective undertakings):

1978 James E. Sexton Addition of in-ground pool and kitchen remodel
1981 James E. Sexton Move bath, enlarge den, enlarge bedroom (exterior brick finish)

The County Assessor identifies the current improvements as consisting of three bedrooms, two
baths, and 2802 square feet of living space. Based on the permit history, the original residence
would have consisted of two bedrooms and one bath – the first alterations occurring in ca. 1958,
when A. Wilkes added the third bedroom, second bath, den, and service porch. In 1978, James
E. Sexton installed the in-ground pool. Later, in 1981, James E. Sexton would enlarge the struc-
ture and install the brick siding (primarily on the rear of the structure. John and Vivian Brown
planned additional improvements, but limited their improvements to re -roofing the residence and
garage, installing the A/C system, and redesigning the north elevation (and entry).
When originally designed, the residence at 76 W. Wistaria Avenue was a simple, minimal tradi-
tional cottage with two bedrooms and one bath (likely less than 1400 square feet of living space).
This structure was a one story (raised foundation), wood frames and stucco sided structure with
a hipped-gable roof with moderately extended, open eaves.

The existing improvements at 76 W. Wistaria Avenue consist of the enlarged residence (2802
square feet) and the original garage (400 square feet). The in-ground pool is still present and the
property is well maintained and landscaped. The north elevation, facing W. Wistaria Avenue,
reflects the alterations credited to Brown (ca. 1994) and the south elevation is dominated by the
expansion of the structure credited to Wilkes (195 8) and Sexton (1981). These alterations have
significantly altered the design of the residence and have adversely impacted the architectural
integrity of the 1946 construction.
Illustrated in the attached photographs, the north elevation exhibits the ori ginal windows, but the
majority of the stucco siding has been covered with a red brick façade and the entire entry has
been redesigned to exhibit a wide, double -door entrance with a red brick, covered porch. The
windows are simple double hung sash windows with minimal framing and flanked by decorative
shutters in various degrees of deterioration. A concrete expanse has emphasized the centralized
entry, access via a modern, concrete walkway trimmed in red brick.
The east elevation is along the driveway and exhibits the original stucco siding of the residence
and additional examples of double hung sash windows. These windows, visible from the street,
are also flanked by shutters. The west elevation exhibits the original stucco siding along with the
red brick addition to the south. Here, the windows are unadorned (and not visible from the street).
The addition is also on a raised foundation and crawl spaces and floor vents are evident.
The south elevation (and a portion of the east elevation) exhibit the expanse of red brick siding
credited to Sexton (Ca. 1981). This brickwork extends from ground level to eaves and is more
indicative of Eastern U.S. architecture (not Southern California architecture). There are a few,
minor decorative elements, but the majority of the addition is simple, horizontal brick. The east
elevation is associate with the service porch and a secondary entry with a three-step, brick stoop.
The majority of the south elevation is a flat expanse of red brick with two sets of large, wood
framed doors atop a large brick stoop. The windows flanking these doors appear to be original to
the residence, having been relocated from the original south elevation to the nearly defined south
elevation. To accommodate the expansion of this residence, the roof line was redesigned to
exhibit a continuous and consistent slope. It is now identified as a low -pitched, hipped-gable roof
design with modern, faux shake shingles. There is no red brick chimney, but a pipe chimney that
likely replaced the original design.

The garage is located east of the residence and is a standard two car garage (20 ft by 20 ft) with
a hipped roof and a north-facing bay door. This structure is constructed on a concrete pad and
exhibits a wood frame skeleton covered in stucco siding. The bay door – originally a wooden door
– has been replaced by a modern aluminum door. There are two double hung sash windows on
the east elevation and a third on the south elevation. The west elevation exhib it a single double
hung sash window and a secondary entrance consisting of a modern, solid panel, hinged door.
This structure has been re-roofed and the doors have been replaced, but is otherwise representa-
tive of the original construction. It is noted, when originally designed, this garage was southeast
of the residence. With the expansion of the residence, the garage is now due east of the resi-
dence.
The in-ground pool was installed by James E. Sexton in 1978 and is, therefore, a modern addition
to the property. This teardrop-shaped pool (and spa) has been maintained, but is relatively small
and in need of additional maintenance. It is currently in a state of being used.
The landscaping of the property includes trees of various sized and age. There are decorative
flowers and expanses of grass. There are also large areas dominated by concrete (including both
the front and rear yards and areas surrounding the garage). The driveway is a concrete expanse
that appears to be more recent and likely dating to the period of replacing the “existing approach”
(ca. 1994, when John and Vivian Brown completed significant alterations to the front of the prop-
erty.
When originally constructed, Wistaria Avenue was improved through individual developments of
single family residences reflecting personal design choices. Some were relatively small (as the
current property), while others reflected larger residences more indicative of the late 1940s to
early 1950s pre-tract home California Ranch style architecture. The neighbor lacked sidewalks
and were indicative of the neighborhoods reflecting the post -WWII community developments of
suburban Southern California. Recently, however, many of these early properties have been
subjected to redevelopment. In the immediate vicinity of 76 W. Wistaria Avenue, such redevel-

As listed, of the fifteen (15) single family residential properties surrounding the property at 76 W.
Wistaria Avenue, seven (7) have been redevelop ed since 1993. The remaining eight (8) have
multiple period of improvement and exhibit varying degrees in architectural integrity. As such, the
current study area is not considered to be within the boundaries of any recognizable historical
district.
In assessing this property for historical significance, McKenna et al. applied the criteria identified
in the state and federal guidelines (Arcadia defers to these criteria). McKenna et al. found the
property was not associated with any significant event in national, state, regional, or local history
(Criterion A), nor has the property been associated with any person of national, state, regional, or
local significance (Criterion B). There was no evidence of archaeological or other scientific con-
stituents to suggest the property would be significant under Criterion D.
With respect to architecture (Criterion C), research completed by McKenna et al. failed to associ-
ated this property with any architect or builder of note. Likewise, there was no use of unique
building materials or design elements. The structure (residence) was originally a relatively simple
example of a minimal traditional cottage that has since been significantly altered through multip le
additions and the redesign of the north elevation entry and siding. The residence no long resem-
bles the original design or massing. The loss of architectural integrity negates the applicability of
Criterion C.
In all, McKenna et al. has concluded the property has been significantly altered through
additional to the original residence, the replacement of the garage doors, the addition of
the in-ground pool, and the re-pouring of the driveway and main entry. Overall, the prop-
erty has failed to meet the minimum requirements of the federal and state criteria for con-
sideration as a historical resource. Additionally, the loss of architectural integrity negated
the potential for recognition. The property, therefore, does not qualify for recognition as
a historical resource and any future alterations or possible demolition and redevelopment
will not constitute an adverse environmental impact.
