McKenna et al. recently completed an architectural assessment of the property at 436
Catalpa Road, a 1948 Minimal Traditional residential property. This property is not
listed in the City’s listing of historically sensitive properties. This residence was evalu-
ated against National Register of Historic Places (National Register) and California Reg-
ister of Historical Resources (California Register) eligibility criteria. Because Arcadia
does not yet have a historic preservation ordinance in place, establishing local eligibility
criteria, McKenna et al. was only able to evaluate the property against the federal and
state eligibility criteria, with consideration for local recognition.
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible resource” and, therefore, assigned the designated code of 6Z
(see attached forms).

The property at 436 Catalpa Road, Arcadia, is outside the boundaries of the historic core area of
Arcadia and represents the Post-WWII residential developments following the War years and
supporting the increased population of lower-middle to middle-class families. The establishment of
Tract No. 11211 in 1940 anticipated post-Depression Era improvements, but the advent of WWII
delayed construction activities, resulting in the late 1940s construction in the area. The property were
eventually developed with a series of eclectic California Ranch styled residences on various sized
properties. The surrounding neighborhood reflects such development, along with more recent
redevelopments.

The property located at 436 Catalpa Road, Arcadia, Los Angeles County, California, is cross-
referenced by the L.A. Co. Assessor as APN 5776 -023-006. This property measures 80 feet wide
on Catalpa Road and 65 feet wide on the eastern property boundary. The northern boundary is
143+ feet, while the southern boundary is 151+ feet. This equates to 10,840 square feet with
2,069 square feet attributed to living space. The Assessor describes the improvements as con-
sisting of three bedrooms and one bath. The initial improvements date to 1948.
Research confirmed this property was originally located with the Rancho Santa Anita, confirmed
to Henry Dalton in ca. 1858; p/o Lot No. 37 within T1N, R11W, Section 29. In 1910, the project
area was identified within Lot 6, a 583.769 acre portion of Tract No. 949. The owners of Tract
No. 949 were listed as Elias J. Baldwin, H.A. Unruh, John A. Grennan, and R.C. O’Connor. Lot
6 remained undivided until the 1940s, when, in 194 0, Tract Map No. 12411 was filed by Rancho
Santa Anita, Inc. and the Title Insurance and Trust Company. The principals were identified as
Charles J. Baker, Roger Goodson, R.C.S. Morrison-Scott, and F. Wesley Davies. .
When mapped, Tract Map No. 12411 was including parcels on both west and east sides of Ca-
talpa Road and extending onto Valente Drive. The current property (436 Caltapa Road) was
identified as Parcel 26 of 70 parcels. The dimensions of the property have not changed.
Research and a review of the property permits confirmed the property was originally improved by
Franz and Bjorkman (ca. 1948-1949) with the construction of a dwelling and garage. As invest-
ment property, Franz and Bjorkman sold the improved property to Ray F. Woodaman in 1949.
Woodman immediate initiated a remodeling of the dwelling. Notations in the permit file describe
the remodeling as consisting of the construction of a new garage (attached to the original garage),
the renovation of the original garage into a guest room (with bath), and the remodeling of the
“family room” in the main dwelling. In 1968, Woodaman re-roofed the residence and garage with
new cedar shingles (replacing the original wood shingles). This permit also confirmed Wood aman
remained on the property until at least 1968.
Subsequent research proved Ray F. Woodaman died in 1979, coinciding with the transfer of the
property to John Van de Brooke. Geraldine Woodamen died in San Diego in 1993. When Van
de Brooke purchased the property, he immediately installed a spa on the east side of the resi-
dence and also installed a new heating system. Permits indicate he remained on the property
until at least 1986 (and likely longer). Yeh P. and J. Han were the owners identified in 2000 and,
in 2008, they removed the spa.

Of the 18 properties identified (including 436 Catalpa Road), 5 improvements pre-date WWII (co-
inciding with the completion of the tract map in 1940); 2 date to the 1950s; 1 is a modern redevel-
opment, and 1 property is currently being redeveloped. In contrast, 9 properties (50%) reflect
improvements dating to 1947-1949, emphasizing the investments in the area following WWII. As
such, within a decade of the tract map being filed, a minimum of 15 lots (of 18) were improved by
1951. Of the 15 properties predating 1951, 7 have secondary improvement dates, primarily in the
1950s. The street extending between Volente Drive and Murrieta Drive can be considered a
1940s-1950s neighborhood with evidence of recent/modern redevelopment impacting the overall
1950s aura for the area.
The property identified at 436 Catalpa Road is one of the few properties with no secondary im-
provement date. The lack of a secondary date is misleading, as the permit history for the property
certainly identified significant alterations and additions to the property, resulting in the currently
described property details provided by the County Assessor.
The residential improvements at 436 Catalpa Road consist of the original residence, a guest room,
and a garage. The guest room and garage are located to the rear of the property and connected
to the residence by a contiguous roofline. The residence is a single story, “T” shaped structure
on a raised foundation. It is a wood framed structure with a mixture of wood , brick, and stucco
siding. The roof is a hipped-gable style covered in replaced wooden (cedar) shingles, dating to
1968. The eaves are relatively wide and closed, faced with flat fascia boards. There is a brick
chimney on the north elevation of the residence.

The residence is set back from the road and the main elevation (west elevation) faces Catalpa
Road. This elevation exhibits an ell on the south side of the residence and an entrance located
just north of center. The southern portion of the west elevation is surfaced with horizontal, rela-
tively wide, clapboard siding and two sets of original steel framed casement windows. The fram-
ing around the windows is simple and nondescript. Another casement window is present on the
north facing wall of this ell, near the main entrance.
The main entrance is located in a recess just north of center on the west elevation. This entrance
is surrounded by stucco walls and consists of a simple, solid door with no ornamentation (no
panels or windows). There is a simple sill with narrow framing accessed along a poured concrete
walkway extending from the driveway to the covered porch. There are two low steps separating
the walkway from the porch, attesting to the slightly raised foundation and floor.
To the north, the wall is primarily concrete brick with a centralized fixed window flanked by steel
framed casement windows. The northwestern corner exhibits a shift to stucco, which continues
around to the north elevation (along the driveway). The north elevation exhibits stucco west of
the concrete brick chimney and horizontal clapboard siding to the east of the chimney. There are
no windows west of the chimney and the highly placed windows to the east of the chimney are
wood-framed sliders that appear to be original to the residence.
he south elevation is an elongated expanse dominated by stucco siding and three sets of steel
framed casement windows. This elevation recessed approximately half way along the expanse,
exhibiting another large set of casement windows on the east-facing wall. The remaining south
elevation (eastern extent) exhibits smaller casement windows (in the vicinity of the bathroom and
service porch areas). Rain gutters have been mounted on this elevation. There are no unique
design elements or ornamentation.
The east elevation is “U” shaped with two ells separated by a recessed central portion of the
residence. The northern ell exhibits four large window panes – two fixed and two sliding – on an
area of wood clapboard siding. This siding continues to the rear doorway, consisting of a standard
door with one large pane dominating the central panel. To the north and south of the door area
additional fixed windows and a casement window is located near the corner of the elevation,
where the southern ell begins.
The southern ell is rectangular and exhibits stucco siding and a centralized fixed window flanked
by steel-framed casement windows. Wrapping around to the east, this ell exhibits a pop-out win-

dow that has replaced the original window. There is still a narrow casement window to the south
of the pop-out window, suggesting the replaced window was a fixed pane. To the south of these
windows, the ell recessed and exhibits another door (at the service porch). This door exhibits a
solid base capped by a standing vertical slider window. The surrounding walls are all stucco with
no decorative design elements. The patio area to the east of this ell is poured concrete and the
roof above the patio connects the main residence to the guest room.
Based on permits and visual inspection, there have been minimal alterations to the original resi-
dence. Those identified include the replacement of the one window on the east elevation (now a
modern pop-out) and the replacement of the roof (last reported in 1968). The stucco siding ap-
pears to have been upgraded (resurfaced), but the wood on the residence exhibits neglect and a
significant loss of paint. The existing roof is in poor conditions, showing a loss of some shingles
and others broken or missing.
The guest house and garage are a single, rectangular expanse oriented on an east/west axis.
Permits show the guest house was the original garage and, in ca. 1949, right after the completion
of the original construction and the purchase of the property by Ray F. Woodaman , the original
garage was converted into a guest house and the new garage was constructed to the east, shar-
ing a wall. Examination of the guest house showed the presence of a simple door (solid with a
fixed pane) on the west elevation (likely the original doorway to the garag e) with an A/C unit
installed into the wall to the south of this doorway. There is a set of steel-framed casement win-
dows near the northeastern corner of the guest house. Otherwise, the west elevation is a solid
stucco expanse. The south elevation is also stucco sided and exhibits a set of windows including
one set with a fixed central pane flanked by steel-framed casement windows. The other is a
smaller casement window located in the area of the added bathroom.
The north elevation exhibits both solid panes and casement windows consistent with others in the
structure. Two sets are near the western extent of the guest house and a third is set to the east,
indicating the interior of the guest house is rectangular with the bathroom in the southeast corner.
Floor vents attest to the raised floor set above the original garage concrete slab.
The attached garage is a simple, two car garage with a north -facing bay door. The consistency
of the stucco siding indicates this structure was resurfaced at the sa me time the residence was
resurfaced. The garage is a wood-framed structure on a concrete pad. The bay door is wooden
and appears to be the original door (or, at least, the original design ). It is a spring action door.

The east and south elevations of the garage are solid stucco walls. Utility boxes are mounted on
the east elevation of the garage.
The improvements at 436 Catalpa Road are not included in the listing of recognized (potentially)
historical properties. In assessing this property, McKenna et al. has determined the residence at
436 Catalpa Road, essentially reflects its original 1948 design, but also exhibits alterations and
additions (some also dating early). The stucco siding is not original, nor is the roof. There was a
major addition to the east (the garage) and the remodeling of the original garage into the guest
room. At least one window has been replaced. The doors appear original, but may be replace-
ments. The rear yard is now dominated by a concrete parking expanse and the spa has since
been removed and replaced by an unkempt garden. The front yard is a simple grassy expanse
with modern landscaping nearer the residence. While the yard is well -kept, the residence, itself,
need maintenance (e.g. painting). The property just to the north of this residence is currently
being redeveloped, breaking the continuity of the ca. 1950s street scape. McKenna et al. has
concludes this residence is a Minimal Traditional design, consistent with pre-tract home designs.
Overall, McKenna et al. found the property cannot be associated with any significant events (Cri-
terion A), persons (Criterion B), or any potential for scientific research (Criterion D). With respect
to the architecture, the structure(s) have not been associated with any architect of renown; no
unique materials were used; there is no unique design to the structure(s); and the extent of alter-
ations and additions have impacted the integrity of the improvements. Overall,the property im-
provements fail to meet any of the four criteria/requirements for recognition as a historical
resource, as defined in CEQA. Therefore, the property is not considered historically sig-
nificant. McKenna et al. has assigned the improvements a status of 6Z, per the OHP guide-
lines, and the any future alterations, additions, or redevelopment of the property will not
result in any adverse environmental impact(s).
