Ms. Flores:
McKenna et al. recently completed an architectural assessment of the property at 951
Portola Drive, a 1940 Minimal Traditional residence. This property is not listed in the
City’s listing of historically sensitive properties. This residence was evaluated against
National Register of Historic Places (National Register) and California Register of His-
torical Resources (California Register) eligibility criteria. Because Arcadia does not yet
have a historic preservation ordinance in place, establishing local eligibility criteria,
McKenna et al. was only able to evaluate the property against the federal and state eli-
gibility criteria.
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible resource” and, therefore, assigned the designated code of 6Z
(see attached forms).

This area of Arcadia was developed relatively late (post-Depression and mostly post-WWII) and
annexed into the City prior to 1939. The properties in this area are on relatively large lots and
represent individual developments (not tract homes) and the area is dominated by single-family
improvements. As post-Depression developments, improvements tend to be modest, despite the
larger lot sizes. The lot developments reflected the needed residences to accommodate the
population growth in suburban Southern California, including WWII and post-War incomes and
prosperity associated with the positive economic growth of the era. With prosperity came
investments in property ownership; with improvements representing the owners personal design
choices and financial means.

The property located at 951 Portola Drive, Arcadia, Los Angeles County, California, is cross-
referenced by the Los Angeles County Assessor as Assessor Parcel No. 5777-034-009 and de-
scribed as a single family residential property dating to 1940. The legal description also identif-
ied the property as Lot 14 of Tract # 11688 (a designation assigned in 1938). Historically, this
property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. This
rancho consisted of 13319.06 acres, included all of Section 32 (T1N, R11W ), and was also
known as being within Lot No. 37 of the Rancho.
The project area eventually became part of the Elias Baldwin estate and within the area known
in ca. 1910 as Tract No. 949 (p/o Lot 6). Subsequently, in 1938, Tract # 11688 was mapped and
filed, f acilitating the sale of individual lots and the completion of improvements subsequent
to 1938 . When filed, the owners of Tract No. 11688 were identified as Charles J. Baker
and H.A. Hauer of the Title Insurance & Trust Company and Joseph Woodrow and J.
Wesley David of the Rancho Santa Anita, Inc. The map was finalized in 1939, resulting
in the ability to initiate improvements.
The Great Depression was still in effect in 1938 -1939 and the U.S. was not yet directly
involved in WWII. As such, finances were still tight for many Americans and, therefore,
the immediate improvements within Tract # 11688 w ere limited. In the case of Parcel
14 (later, Parcel 9), the modest improvements were realized in 1940. Surrounding prop-

As listed, the majority of improvements pre -dating 1941 were completed by Raymond Dorn, a
local contractor who also owned a few properties on Portola Drive. Later, but prior to 1950,
Radich Construction was identified as a major contractor. The remaining properties were devel-
oped by individual contractors hired by the property owners. Four properties were improved in
1939 (one by Dorn). Seven were improvement in 1940, including 951 Portola Drive (five by
Dorn), and four more in 1941 (two by Dorn). One improvement dated to 1942 and the rest were
all post-WWII – including eight prior to 1949 and one in 1952. Two properties were recently
redeveloped (2005 and 2009). Although many improvements yielded multiple dates (implying
significant alterations), only two properties on the block have been redeveloped.
The County Assessor identified the property at 951 Portola Drive as measuring 60 feet wide and
152 (+-) feet deep, equating to 9,120 square feet. The improvements are described as consisting
of a relatively small, single family residence of 1,110 square feet with two bedrooms and one
bath. Although not noted by the Assessor, there is also a detached garage to wards the rear of
the property.
With the configuration of Portola Drive, the improvements at 951 Portola Drive are oriented very
slightly off a true north/south or east/west axis. Nonetheless, the residence faces south (towards
Portola Drive), as does the garage. The driveway is locate d along the eastern side of the property.
Given the lot size and setbacks, there are relatively large front and rear yards.

Permits on file at the City identified the owner at the time of the 1940 improvements as Clayton
James Hunt. The Hunt family remained on the property until at least 1960 without making any
significant changes to the property. Subsequent owners/occupants (based on directories, census
data, and permits) were identified as:

By 1963, the Hunts had relocated to Huntington Drive and the residence on Portola Drive was
occupied (sold to) by Glen E. and Jessie Patterson. The Pattersons remained until at least 1969.
Shortly thereafter, the property was purchased by the Thibodeau family. Howard and Mary
Thibodeau lived on Las Flores Avenue with their two sons, Paul (b. 1846) and Mark (b. 1947).
Howard married Mary before WWII and he was stationed in San Diego during the War. They
relocated to Arcadia following the war and their sons attended school in Arcadia. Sometime after
ca. 1970, either Paul or Mark purchased the property on Portola Drive and remained until the early
1990s, when the property was sold to Marion Roberts. Between the original construction and
1990, no major alterations were noted in the permits. In 1990, Thibodeau added an A/C until to
the residence (mounted on the roof). In 1996, Roberts re-foofed the residence and garage and,
between 2005 and 2010, McDaniel completed additional roof work (repairs and replacement, re-
spectively). There has been no change to the floor plan of the residence and the garage remains
essentially the same.
At the time of this study, the residence at 951 Portola Drive was vacant. The property was easily
accessed (no gates) and all areas were available for exterior examination. The residence was
confirmed to be a small, two bedroom, one bath residence occupying the original plan (no addi-
tions). The structure was roughly rectangular in plan, although shallow ell were noted on the north
and south elevations (western extents). The residence, itself, is a one story structure with a
hipped-gable roof design and on a raised foundation. The structure is wood framed and exhibits
both a wood and stucco finish.
The east and west elevations are flat and covered in stucco, although a small portion of the south-
western corner of the residence exhibits horizontal wood siding. On the east elevation, the peak

of the gable roof line is evidence, exhibiting horizontal wood planks beneath the peak and above
the stucco siding. The lower board is slightly scalloped, providing a minor decorative design ele-
ment. There are three windows on the east elevation – each on a slightly different surface. The
southernmost window is a vinyl replacement double hung sash window. The venter window pro-
trudes slightly to the east and is a smaller, original, double hung sash window. The northernmost
window is located on another shallow protrusion to the east and is capped by a minor ext ension
of the roofline. This is also an original double hung sash window. The stucco siding on the east
elevation appears to be a resurfaced expanse, with the stucco obscuring much of the window
relief. There are no permits for either the window replacement or resurfacing of the exterior wall(s).
The west elevation is flat and stucco sided (also indicative of having been re-surfaced). There,
there are also three windows. The northernmost is a replacement window (vinyl double hung
sash); the middle is an original, albeit slightly smaller, double hung sash window; and the southern
window is an original, slightly larger, double hung sash window. While appearing to be symmetrical
to the east elevation, this wall does not exhibit the varying wall depths and the window are further
south, leaving the wall flat and without windows nearer the northern extent.
In addition to the window, the west elevation exhibits a narrow eave along the roof line and, with
the hipped-gable roof design, this side of the residence does not reflect a peak or the wood siding
evident on the east elevation. There are two crawl space entrances (concrete lined), providing
access to the infrastructure beneath the raised portion of the residence.
The north elevation of the residence (facing the rear yard) is essentially “L” shaped, with the ex-
tension of the structure on the northwest corner. This western portion of the residence is associ-
ated with a single, original, double hung sash window centered on the north elevation and exhib-
iting the standard, narrow eaves. The wall is stucco sided with evidence of sub -floor vents. The
shallow wall on the east side of this ell is solid, exhibiting no windows.
The remainder of the north elevation is flat and consists of a large, centrally located set of glass
sliding doors beneath a small, covered patio roof. This set of sliding glass doors is flanked by fixed
panels of five horizontal panes. The aluminum framed doors are a more recent addition to the
elevation and were installed without permits. It is possible a smaller set was originally present, but
more likely, smaller French doors.
To the east of the patio is a secondary entry associated with a small porch step and railings. This
entry appears to be associated with a small service porch or the kitchen area. There is a large,

double hung sash window to the east of the door and a smaller double hung sash window to the
west (both originals). Also present in this area of the north elevation are the utility boxes, exterior
utility piping, rain gutters, and, above the doorway, the roof -mounted A/C system. The doors and
windows are original to the structure, while the stucco siding is a more recent surface. Sub-floor
vents illustrate this portion of the residence is still above ground level and not resting on a concrete
slab.
The south elevation of the residence, facing Portola Drive, exhibits the varying roof line (hipped -
gable and hipped, with a small cupola (vent) over the western portion of the structure and a brick
chimney in the center of the structure. The roof, itself, is a replacement roof consisting of compo-
sition faux shingles dating to 2009 (per permits). The western portion of the structure is slightly
forward (protruding to the south) and exhibits a single window – a double hung sash, vinyl replace-
ment window flanked by decorative black shutters. The roof line above the window is arched,
providing a design element to suggest height.
To the west of this ell is a small, six-sided, fixed window designed to provide direct lighting inside
the entryway. The panes are slightly textured. The main entry is designed to face east, beneath
the extended roof line and associated with an elongated porch that extends to the east elevation
and driveway. This porch is poured (and painted) concrete with a small, two -step stoop (with
railings) on the eastern side. The roof is supported by four squared posts with small squared
bases and slightly arched fascia boards. Beneath, the porch exhibits exposed rafters and solid,
tongue-in-groove boards. The wall beneath the porch is flat and, in contrast to the remainder of
the structure, surfaced in vertical shiplap boards. There is a large, central, fixed window with four
horizontal panes, flanked by original double hung sash windows. Another original, double hung
sash window is located to the east, exhibiting the horizontal panes and flanked by the decorat ive
shutters.
Overall, the residence is in fair to good condition with evidence of the original materials (e.g. win-
dows), but also exhibiting a new stucco surface, new roof, some replacement windows, a replace-
ment sliding glass door system, and the addition of an A/C unit on the rear roof. While still fairly
attractive, this structure has been subjected to alterations and maintenance that have impacted
the architectural integrity of the building.
The garage is a standard, two car garage with a large (replaced) bay door on the south elevation,
a secondary entrance on the west elevation, and a single window (original double hung sash) on
the north elevation.

The garage exhibits a hipped roof covered in modern (ca. 2009) faux shake shingles. The surface
has been resurfaced, and the original wooden door has been replaced by a modern aluminum
door (without permits). The structure rests on a poured concrete slab and is access by a blacktop
driveway running along the eastern side of the property. The eaves are narrow and there are no
outstanding design elements.
The rear yard is bounded by a wooden fence. There is little landscaping and the yard is dominated
by grass. There is a small, decorative, succulent garden near the rear patio and a few young citrus
trees near the northwestern corner of the yard. The front yard is also dominated by grass. There
is on young tree in the front yard and a few green bushes adjacent to the residence, but no deco-
rative flowers or elaborate landscaping.
Overall, the property identified as 951 Portola Drive. Arcadia, is indicative of a 1940s
era, minimal traditional California bungalow or cottage with some elements indicative of
the California Ranch house style (or an eclectic bungalow). It is characteristic of the late
Depression era construction of small residences with few design elements. While the floor
plan is original, the surface of the residence has been redone, some window have been
replaced, the large sliding glass door system was added, the roof has been replaced at
least twice, and an A/C unit has been added to the roof. The garage has also been resur-
faced, but the original side door and rear window are still present.
This property has not been associated with any events or persons in local or regional his-
tory. The structures are not unique or the work of a master designer or builder. The design
is simple and the materials were readily available and affordable. There are no outstanding
design elements or unique modes of construction.
Finally, the property has yield no data to indicate any potential for scientific study (e.g. ar-
chaeological or paleontological resources). Although there is always a potential for buried
resources, the likelihood of identifying such resources is considered extremely low.
Considering the lack of associations with persons or events in history; the lack of unique
architectural designs or materials; lack of association with any architect of note; and the
low potential for scientific study; McKenna et al. has determined this property does not
qualify as a historical cultural resource under any one or more of the basic four criteria
outlined in the California Environmental Quality Act (CEQA) and used by the City for as-
sessing properties. Therefore, the property is not considered historically significant and
any proposed alterations, demolition, or redevelopment of the property will not result in
