Ms. Flores: McKenna et al. recently completed an architectural assessment of the property at 2558 Doolittle Avenue, a 1950 Vernacular style residential property. This property is not listed in the City’s listing of historically sensitive properties. This residence was evalu- ated against National Register of Historic Places (National Registe) and California Reg- ister of Historical Resources (California Register) eligibility criteria. Because Arcadia does not yet have a historic preservation ordinance in place, establishing local eligibility criteria, McKenna et al. was only able to evaluate the property against the federal and state eligibility criteria, with consideration for local recognition. My evaluation resulted in a determination that this property is not eligible for listing as an “individually eligible resource” and, therefore, assigned the designated code of 6Z (see attached forms). Also address integrity.) Following WWII, the residential improvements in the City of Arcadia continued with more improvements to the east – nearer the corporate boundary. Areas east of 5 th Avenue were dominated by post war construction and areas nearer 10th Avenue were predominantly post-1950. The single family residential properties were improved as modest middle-class residential properties de- signed for enlargement, as determined by the individual owners. As such, many of the residences within Tract No. 16091 (mapped in 1949) were average-sized lots with two and three bedroom resi- dences. The neighborhood remained relatively stable until post-1990, when properties began the pro- cess of redevelopment or significant alteration through upgrading and modernization. B11. McKenna *Date February 6, 2019 X Continuation Update The property located at 2558 Doolittle Avenue, Arcadia, Los Angeles County, California, is cross-referenced by the Los Angeles County Assessor as Assessor Parcel No. 5791-004-054 and described as a single family residential property dating to 1950. The legal description also identified the property as Lots 29 and 30 of Tract No. 16091 (a map dating to 1949). His- torically, Lot 30 of this property was within the Rancho Santa Anita, confirmed to Henry Dalton and platted in 1858. Lot 29 (a small triangular parcel) was originally within the boundaries of the historic Rancho San Francisquito. The Rancho Santa Anita consisted of 13,319.06 acres, in- cluded the majority of Section 3 (T1S, R11W). This portion of Section 3 was known to be within the larger Lot No. 37 of the Rancho. The small fraction within the Rancho San Francis- quito was referenced as Lot 38 (69.3 acres). By 1883, the property now identified as 2558 Doolittle Avenue was located within the bounda- ries of the Santa Anita Tract, a subdivision owned by Elias J. Baldwin. Specifically, the property was within Lot 39 of the Tract (which did not include the small portion within the Rancho San Francisquito). This area was due east of the Santa Anita Colony (also owned by Elias J. Bald- win, and outside the core area of the historic community of Arcadia. In 1906, this area was still outside the incorporated boundaries of Arcadia and included within the Arcadia Acreage Tract of Clifton Axtel & Associates. In this case, the property was within Lot 130, which was bounded to the east by 10th Avenue and midway between Walnut Avenue (now Longden Avenue) and Val- net Avenue (now Camino Real). The City limit defined the eastern boundary of the project area (again, not including the small parcel within Rancho San Francisquito). Tract No. 16091 was defined in 1949 and included land within the City of Arcadia and some ar- eas of unincorporated Los Angeles County. The legal owner of the tract was identified as the Olsen Lumber Company (Frank T. Olsen) and included property east of the Santa Anita Wash, north of Longden Avenue, and the alignment of the northern line of Lot 130 (noted above). As such, this subdivision involved both Lots 129 and 130, east of the Santa Anita Wash. When mapped in 1949, the project area was identified as consisting of Lots 29 and 30 of Tract No. 16091, and measuring 65 feet (north/south) by 134 feet (east/west), or 8,710 square feet. Streets within the subdivision included Doolittle Avenue, Magnis Street, Boley Street, Foss Ave- nue, Ednuel Street, and Othello Street. Tenth Avenue was not included in this subdivision, but properties fronting Longden Avenue were included. The improvements at 2558 Doolittle Avenue date to 1950 (with supplemental improvements da- ting to ca. 1953, per Assessor notes). McKenna *Date February 6, 2019 X Continuation Update noting the construction was initiated in late 1949 and completed in 1950. McKenna et al. notes the improvements were attributed to Beliveau Company (while the land was owned by the Olsen Lumber Company). A review of permits for surrounding properties confirmed the Beliveau Company constructed all of the surrounding properties, illustrating the residential developments within Tract No. 16091 were completed as “pre-planned” and not built-to-suit individual property- owners’ specifications. As such, this community can be considered a “tract home” development indicative of the ca. 1950 residential developments throughout Southern California. Once con- structed, the properties were sold for single family residential occupation. City permits and area direc- tories showed the initial occupants/owners of the property was Arthur F. (1910-1984) and Ethel N. (1916-2014) Pomeroy, who, prior to 1952, were renters in Pasadena. The Pomeroys had two children (Norma and Lily) who were living with their parents in ca. 1959-1962). In 1958, the Pomeroys added a family room, bath, and service porch to the residence, suggesting the origi- nal residence (which was more of an “L” shaped structure than the current “T” shaped structure) consisted of only two bedrooms and one bath. The area of living space (1,270 sq. ft.) is indica- tive of how small this residence is/was, despite the additions. The Pomeroys remained on the property until the death of Arthur in 1984 and Ethel apparently remained until her death in 2014. The property is currently vacant and appears to have been vacant since Ethel’s death. McKenna *Date February 6, 2019 X Continuation Update The only alterations to the property covered by permits were the addition of the family room, bath, and service porch in 1958. Notes attached to the permit reference the presence of a “fire place” within the addition. This addition was constructed on the southeastern corner of the resi- dence and extended into the rear yard. A review of aerial photographs confirmed this addition was not present in 1954 but fully visible in 1964. The recent visual inspection of the residential improvements at 2558 Doolittle Avenue confirmed the presence of a vacant residence with an attached two-car garage. The residence is “T” shaped, with the garage located on the north side of the residential structure. Both the resi- dence and garage are one story structures with hipped-gable roofs and stucco siding. The gar- age is a standard two-car garage with wood framing, stucco siding, and a poured concrete floor. The garage is accessed from Doolittle Avenue by an asphalt driveway near the northern bound- ary of the property. The bay door faces Doolittle Avenue (west elevation) and consists of a rela- tively modern, roll-open aluminum bay door with no windows. At the time of the site visit, this bay door was “tweaked” and appeared to be off its roller on one side. It is possible the door was pried (an attempt to force it open), resulting in the damage. There is a secondary entrance on the east elevation of the garage, consisting of a solid paneled door (3 panels) with wood fram- ing. The entire garage has been re-surfaced with textured stucco. Patching can be seen along the base of the structure, indicating water damage or the patching of minor earthquake cracks. The garage is capped by a modern, hipped-gable roof and the covered patio is located on the east side of the garage (with the patio roof being attached to the garage). The covered patio to the east of the garage consists of a poured concrete slab with a flower bed along the garage wall (2 feet wide). The roof is supported by a series (4) of simple 4 x 4 posts with 2 x 4 braces. The canopy consists of a series of 2 x 6 rafters braced by cross-bars (2 foot intervals). Corrugated metal sheets rest upon the rafters, providing a solid (but in very poor condition) roof. This patio cover is in poor condition, exhibiting flaking paint and some rotting of the exposed wood (pine). Additional areas of grass surround the patio and separate the patio from the recreation room addition. The main residence was designed as a “T” shaped structure with the ell extending into the front yard and at the southwestern corner of the residence. The kitchen and dining areas would be to the rear, along the eastern elevation of the residence (and accessed via a secondar y entrance on the east eleva- tion). The residence is a wood-framed structure covered with the re-surfaced textured stucco finish. The roof is a hipped-gable design with modern shingles (no permit for re-roofing). The eaves are relatively shallow and defined by rain gutters and exposed 2 x 4 rafters. There is also evi- dence of roof vents. The west elevation of the residence exhibits the original “L” shape of the structure and a central entryway beneath the roof overhang and via an elongated porch and 3-step stoop, illustrating the structure is on a raised foundation. The porch and porch roof are supported by decorative iron posts and railings. The main entry is covered by a security screen over a replaced front door. All of the windows on the west elevation have been replaced by modern vinyl windows (fixed and sliders). There are no outstanding design elements, but vegetation is present (land- scaping not maintained). The south elevation is a relatively elongated expanse the also includes the rear addition (ca. 1958). The variation in the roofline defines the difference between the original structure and the rear addition, which is slightly taller and wider. The window frames on the south elevation are original, wood framed features, but all of the windows have been replaced by vinyl windows. The surface has been re-stuccoed. There are floor vents evident and a single crawl-space opening on the south elevation. There are no rain gutters. The north elevation of the garage is a solid wall exhibiting re -stuccoing. Wrapping around the garage, to the east elevation, the original residence exhibits an elongated, flat expanse, with the garage resting on a concrete slab and the residence being on a raised foundation. A 3-step stoop and narrow porch are located on the southern extent of the east elevation, exhibiting the presence of two access door and corresponding replaced windows. The centralized door is an eight paned door with a solid base below. This door is located in the kitchen area of the resi- dence and is flanked by the replacement windows. The second door is located at the southern extent of the raised porch and consists of a solid door (no windows) that appears to access the recreation room addition (and/or service porch addition). At this point, the addition extends to the east, exhibiting both north and east facing elevations. McKenna *Date February 6, 2019 X Continuation Update The north elevation of the recreation room addition is dominated by the presence of a large, wide, sliding glass door system. Access to this entrance is afforded via a 3-step concrete stoop that is located on the western side of the door system (the eastern half of the doorway being a fixed pane). The elevation has also been re-surfaced and an AC unit has been mounted at the northeastern corner. Wrapping around to the east elevation, this addition exhibits the utility meters for the residence, a large, tall, red brick chimney (the only chimney/fire place associated with the property), and a rear door (modern and damaged by exposure) accessed via a 2-step concrete stoop. Floor vents attest to the raised foundation and floor of the addition. Having been constructed shortly after the original residence, the materials and design were relatively similar to the original de- sign. The two windows on the south elevation of the addition have been replaced by modern vinyl sliders. The rear yard is overgrown by grass and there is one large tree near the patio. Otherwise, the property is not landscaped. The front yard is also dominated by grass (dry and unmaintained) and another mature tree is present near the southwestern corner of the residence. There is foli- age along the west elevation of the residence (bushes and firs), but no decorative plants or ac- tual landscaping is present. The gutters are damaged and pulling away from the residence in places. The residence has been vacant for a while, possibly years. Overall, the improvements at 2558 Doolitlle Avenue are indicative of the 1950 construction, but the replacement of the roof, replacement of all windows and doors, replacement of the original garage door, and re-stuccoing of the surface have impacted the architectural integrity of the res- idence/garage. The 1958 addition to the rear of the structure (originally referred to as a recrea- tion room and now considered the third bedroom), second bathroom, and service porch, while not really evident from the street, have significantly altered the floor plan of the residence and have, therefore, also impacted the integrity of the residence. The Pomeroy family occupied this residence from a time shortly after construction was complet- ed until ca. 2014, when Ethel N. Pomeroy passed away. There is no evidence that either Arthur F. r Ethel N. Pomeroy meet the intent of an association with a noted person in history and the property, itself, has not been associated with any identifiable, significant historical event. Fur- ther, there is no evidence of scientifically important resources in the property (e.g. archaeologi- cal or paleontological resources). The improvements were not designed by a known or revered architect and the improvements are consistent with others in the general area, having been constructed by the same construction company.
