Ms. Flores:
McKenna et al. recently completed an architectural assessment of the property at 179
W. Palm Drive, a 1952 Vernacular style residential property. This property is not listed
in the City’s listing of historically sensitive properties. This residence was evaluated
against National Register of Historic Places (National Register) and California Register
of Historical Resources (California Register) eligibility criteria. Because Arcadia does
not yet have a historic preservation ordinance in place, establishing local eligibility crite-
ria, McKenna et al. was only able to evaluate the property against the federal and state
eligibility criteria, with consideration for local recognition.
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible resource” and, therefore, assigned the designated code of 6Z
(see attached forms).

This property is indicative of the Post-World War II period of expansion within the general area of
Arcadia. It was annexed into the City sometime after the completion of the Sanborn Insurance
Maps and, therefore, not included in the mapping. The development periods are representative of
the population growth and need for affordable housing in the LA suburbs, especially areas in the
San Gabriel Valley. Arcadia was developed as a middle-lower middle class community for working
class families. However, some expansion areas were indicative of Middle-upper-middle class
properties with larger lot sizes and residential construction. In this case, the improvements were
completed as an investment with the completed residence being sold shortly after its completion.

The property located at 179 W. Palm Drive, Arcadia, Los Angeles County, is cross-referenced as
Assessor Parcel No. 5788-006-015 and is located on the north side of W . Palm Drive, east of El
Monte Avenue. The improvements associated with this property are described as 1952 improve-
ment consisting of a single family residence with an attached garage on a lot measuring 75 feet
by 100 feet. The residence covers 1,306 square feet of living space (2 bedrooms and one bath).
Originally, this property, west of Santa Anita Avenue, was outside the historic core area of the
City of Arcadia and not included in Sanborn Fire Insurance maps (both by location and date of
construction). It was also outside the Arcadia Acres Tract, but within the western portion of the
Santa Anita Colony tract of 1891. In this case, the property is within the area associated with Lot
52 (a 10 acre +/- property). The Santa Anita Colony tract was mapped at the request of the Elias
J. Baldwin holdings. At the time of the mapping, the area was considered rural and predominantly
agricultural – the 10+/- acre properties being sold with the general understanding they would be
used for agricultural activities into the early 20th century.
Sales and developments in this area were slow – given the interruptions of WWI, the Great De-
pression, and WWII. Prior to the 1951 mapping of Tract No. 14236, the properties associated
with Lots 51 and 52 were sold to B.L. Hoag, Inc. (B.L. Hoag, Mary Helen Hoag, an d Alfred H.
Allen, owners). The company also owned the land south of Tract No. 14236, but opted not to
include them in the tract. Rather, they developed them privately, using B.L. Hoag, Inc. to complete
the improvements. All four lots facing W. Palm Drive (north side) were improved by B.L. Hoag,
Inc. The properties on the south side of W. Palm Drive were owned and improved by J.E. Ron-
stad.
With respect to 179 W. Palm Drive, the permit files confirmed the legal owner of the property (after
the B.L. Hoag, Inc. improvements) was Alfred H. Allen, Hoag’s business partner. No other permits
were issued until 1979, when Robert Stassi re-roofed the residence and garage and had the A/C
unit installed. In 1993, Ichiro and Naoko Mochizuki re -roofed the residence and garage again.
Directories identified Alfred H. Allen as a carpenter/salesman living at 217 W. Norman Avenue in
1948 (with his wife, Emily). In 1950 he was living on Baldwin Avenue and in 1962, he was iden-
tified as the President of Sewanee Builders, Inc. He never actually lived on W. Palm Drive, as
directories also identified the owner/occupant of the property as William C. Moyer in 1953. Mayor
and his wife (Mona) occupied the property until at least 1969. William C. Moyer was identified as
the owner of Moyer & Son Auto Parts, indicating William and Mo na had at least one child. As
such, living in a two bedroom residence was reasonable.

As noted earlier, by 1979 the property was owned by Robert Stassi (aka Stasi). The only record
for Robert Stasi found by McKenna et al. identified Stasi as being born in 1917 and attending
Monrovia-Arcadia High School. Assuming this is the same Robert Stassi (Stasi), he would have
been 62 in 1979 and possibly purchasing the residence as a retirement home, ret urning to his
“home town.” By 1993, the property had been sold, again, suggesting Stassi may have passed
away. No record of his death was found (in California).
Based on the data readily available, McKenna et al. identified only three owners/occupants of the
property: the Moyer family (1953-1969); Robert Stassi (ca. 1979 +/-), and the Mochizuki family
(ca. 1993 +/-). Permits failed to identify any significant alterations or additions – mainly re-roofing
(twice). The property appeared to be unchanged since its original construction.
Research also confirmed there are eight properties on W. Palm Drive, between El Monte Avenue
and the Arcadia Wash – four on the north side and four on the south side. All eight properties
were improved between 1951 and 1953. Of these, however, two (25%) have been redeveloped
(1994 and 2013), both on the south side of the road. T o the north, the four residential properties
were all developed in 1952-1953 by B.L. Hoag, Inc. All remain relatively unchanged.
A visual inspection of the improvements at 179 W. Palm Drive confirmed the property was devel-
oped as a single family residential property with a relatively small residence with an attached two
car garage.
The garage is a standard structure located on the southwestern corner of the structure and ex-
hibiting a south-facing bay door. The structure is wood framed with stucco siding and a low
pitched gable roof (oriented north/south). This garage rests on a concrete slab and is accessed
via an asphalt driveway. The original bay door has been replaced with another wooden d oor
(horizontal boards) likely similar to the original. This is a spring-action door. The west elevation
of the garage is a flat expanse of stucco with no windows or doors. The east elevation of the
garage is partially incorporated into the residence, but a wood framed (original) window with two,
large, sliding panes is centered on the wall, providing indirect lighting to the garage.
The north elevation of the garage is another flat expanse with a single, standard door near the
eastern side of the structure. This door exhibits a single pane over two panels, again, providing
indirect lighting. The eaves on the garage are very narrow (not non -existent), consisting of fascia
boards resting on the walls and capped by flashing (north and south elevations). The east and
west elevation exhibit open eaves with about one foot of overhang – emphasizing the gable roof.

The utility boxes are located on the northwestern corner of the garage and a wooden gate is
mounted in the same area, providing an enclosed rear yard.
The residence is irregularly shaped, exhibiting an ell on the southeastern corner and a “U” shaped
north elevation. The south elevation faces W. Palm Drive and exhibits a centralized entry flanked
by windows and, to the east, the ell. The western portion of the south elevation consists of hori-
zontal boarding (shiplap) capped by stucco siding. A sill beads the wood siding, providing minor
relief between the wood and stucco. The window to the west of the entry consists of a set of wood
framed sliders original to the resident. The sill is narrow and adorned by decorative shutters.
The main entry consists of a standard, solid door behind a screen door. A side light panel is
located to the east of the door. The ell is located to the east of the main entry and consists of a
solid stucco wall facing west (no windows) and a flat expanse (south elevation) with a set of wood
framed slider windows (original to the structure) resting high on the wal l. There is no horizontal
boarding on this portion of the south elevation. The window on this portion of the structure is
similar to the window to the west, including the presence of the decorative shutters. The roofline
is a gable style oriented east/west.
The east elevation of the residence is an elongated expanse exhibiting stucco siding and a series
of fixed and sliding, wood framed windows that are original to the residence. There is no eave,
but the fascia board resting on the stucco siding. There is a crawl space entrance illustrating the
presence of the concrete foundation and raised floor. The roof is very-low pitched and there is a
small attic vent under the peak.
The east elevation extends south of the garage and exhibits two wood framed windows (one taller
than the other). The siding is flat stucco and there are not eaves, only the fascia board. The north
elevation is the most complex, exhibiting the east and west ells separated by the recessed central
portion of the residence. The western ell exhibits a large, fixed window flanked by wood framed
casement panes. A small floor vent is present beneath these windows. Wrapping around to the
west facing wall, a secondary entrance (standard door with a window pane above three panels).
The door leads to the small, central patio area.
The eastern ell is slightly larger and the west facing wall is dominated by a set of wood framed
sliding glass doors (original to the design). The north elevation is flat and without windows. Wrap-
ping around to the east side of this ell is a fixed pane window flanked by wood framed casement
windows (all single paned).

The central portion of the north elevation is dominated b y three, large, single paned glass doors
(the center being a fixed panel). The entire north side of the residence is stucco and accentuated
by the presence of a poured concrete patio. An overhang of approximately three feet caps the
sliding doors.
At the intersection of the central portion of the residence and the eastern ell, a red brick chimney
is incorporated into the interior of the structure. This chimney rises approximately three feet above
the roof, which is covered with composition shingles.
The rear yard is landscaped, but dominated by grass. There is a large planter and the stump o f
a large oak tree. There are small trees, bushes (e.g. bird of paradise and roses), and inlaid red
brick. There is also an expanse of a poured concrete sill defining the western side of the yard
and broken concrete used to construct a faux wall. The front yard is also dominated by grass, b ut
includes small trees and bushes. The landscaping is moderately maintained. The poured con-
crete expanses show cracks and displacement, in some areas. The asphalt driveway is also
broken and buckled.
The 1952 construction of the residence at 179 W. Pa lm Drive was attributed to B.L. Hoag, Inc.,
property owners who subdivided their holdings, sold vacant lots and, in the case of the properties
on W. Palm Drive, constructed four residences for sale to persons not looking for vacant land.
The earliest occupants of this property were the Moyers (father, mother, and son) who occupied
the property from ca. 1953 to 1969 (possibly longer). The Moyers were local business people
(auto parts) who maintained the modest residence with no significant changes. The subsequent
owners (Stassi and Mochizuki families) also maintained the residence with no significant changes.
Examination conformed the residence was as-built, with no additions, the original windows and
doors. The structure appears to have been resurfa ced (stucco), although no by permit. The
garage doors has been replaced, but in a design similar to the original wooden door. The structure
(residence and garage) have been re-roofed at least twice. Visual examination confirmed the
property to be in good to fair condition and in need of maintenance (e.g. painting and general
upkeep). There are no unique or outstanding design elements or materials. No architect was
identified and the residence (along with the others on the street) appear to have been de signed
by the builder (B.L. Hoag, Inc.). No historic events were identified for the property and none of
the owners/occupants appear to be of historical significance. The property is intact and described
as a vernacular residence with no outstanding design elements. No evidence of scientifically
important resources was identified within the property.

McKenna et al. assessed this property in accordance with the federal, state, and local guidelines
for identifying potentially historically significant resources. As noted above, the improvements at
179 W. Palm Drive have not been associate with any histo rical events (Criterion A); significant
persons in history (Criterion B); architectural significance (Criterion C); or scientifically significant
resources (archaeological or paleontological; Criterion D).
McKenna et al. concluded the property is in good to fair condition, but not
historically significant. It failed to meet any of the four NHPA/CEQA/local cri-
teria for recognition as a potentially significant/historical resource. There-
fore, future alterations, additions, or redevelopment of this property will not
result in any adverse environmental impacts.
